testing audio. Check one two testing audio check one two. Testing audio check one two What about So if you stand on that side, you have to talk into the mic. Okay. Um, no problem. Yeah. Stefan, can you guys hear us? Okay, we're just gonna say hello >> on the mic. >> Hello, Stefan. How are you? >> Does that work? Okay. >> That's okay. She's close enough to the mic that if she stands sideways a bit, that's okay for signing. Okay. up here for us as well. Okay. And then so once they pass the motion, um I'll come this way and I'll meet you here and the mayor will probably say um come on forward forward. Everybody comes in that way as you know. >> Seats over here are kind of tidy. >> Okay. >> And bring this properly here. >> Okay. Perfect. Okay. Councelor Venti, can we check your mic? >> Sound check. Sound check. >> We can hear you. Thank you. >> Thank you. Councelor Maduros, can we check your mic? >> Hi, good afternoon. Thank you. >> Thank you. Councelor Plesi, can we check your mic? >> Hi, good afternoon. >> Thank you. >> Thank you. Councelor Brier, can we check your mic? >> Hello. >> Thank you. >> Thank you. meeting. We would like to acknowledge that we are here gathering today on the traditional terrorism of the credit host and Wendat nations who have called this land home since time memorial. Um in this country we do not change indigenous names. Um and we do still have our treaty uh um opportunities to have land acknowledgements um which are foundational to our nation to nation relationship. Please all rise for the singing of our national anthem to be followed by a moment of personal reflection. Oh Canada, our home and native land. [music] True patient love in all command. With glowing hearts [music] we see thee rise the true north strong and free [music] from far and wide. Oh Canada we stand on God [music] for thee. God keep our land [music] glorious and free. Oh God, the [music] son of God, holy, oh we stand on. Oh, [music] we have a motion moved by councelor Santos, second by councelor Power uh to approve the agenda. All those in favor? Motion carries. Um does any member have a declaration of pecinary interest or any matter on today's agenda? [clears throat] Seeing none, the clerk will also note um declaration of a vacancy. We have correspondence from regional counselor Pat Fertini who has resigned from council. We have a motion moved by deputy mayor Harur Singh, seconded by councelor Power. Um, the Brmpton City Council receives the resignation of Regional Council Forino filed with the city clerk and effective as of August 25th at 11:59 p.m. The Brmpton City Council in accordance with section 2621 of the Municipal Act 2001 declares the Office of Regional Counselor Ward 7 and 8 to be vacant. All those in favor? Motion carries unanimously. This takes us to the appointment. Um, and I'm happy to speak to this. Um, and wanted to say I think we're all surprised when councelor um, Fertini um, resigned and moved out of the uh, city. Um, but I guess the warning signs were were there. Um, that his heart was elsewhere. Um we do believe it's important I believe it's important um that we have representation um that we have the ability um just like in every other ward you have a local counselor and a regional counselor um and even though this is only a few months um those residents deserve the same representation as everywhere else in the city and it's why I would like to move today um that we um appoint Gail Miles to be um the new regional Councelor for awards 7 and the official wording is whereas Gail Miles is qualified to be appointed and has consented to accept the office if appointed. Now therefore in accordance with section 263 of the municipal act 2001 Brmpton city council hereby appoint Gail Miles to fill a vacancy on city council to serve as a regional counselor in W 7 and 8 for the remainder of the council term. And I would say one thing I've noticed attending events in W seven and eight was there was a large degree of affection for councelor Miles's term in office that she was um a steadfast um advocate for her residents. Uh that she uh took every call seriously. Um and um you know we normally if someone is going to run again you um if someone wants to run for election they can't be appointed to to fill a vacancy um because it would give them an unfair advantage. Councelor Miles is not looking at running for anything. Um it's actually the opposite. she was hoping to um enjoy retirement. Um but when asked if she would step up to serve her community um she said uh that she would um do so with honor and dedication as she always always has done. I would note since leaving office um she continues to be involved in the community. The work she has done uh to help families affected by cancer um has been extraordinary. um and that fundraiser, that legacy continues to live on in our in our city. And so, Gail, you have stepped up for our city in the past. I really believe that in this um period um where there isn't representation that you would do so with integrity and professionalism that the residents of W 7 and W 8 uh deserve. And you get to work with a wonderful city councelor and councelor Rod Power, who is, I know, as dedicated and relentless as you. Um, so I put that motion forward and if there's any additional uh comments, now would be the time. Uh, councelor Power. >> Thank you and through the mayor. Um, over the last few years I've gotten to know Gail quite a bit and I can tell you specifically in the Bramley area, the impact that she has made while she was on council. She cast a big shadow and big shoes to fill. So, it's deserving and fitting that she does fill this spot today. So, thank you. And uh I'm happy to second that motion. >> Um Councelor Santos. >> Thank you through you, Mr. Mayor. Very pleased to see this appointment happen. We definitely need that vote at regional council 100%. We need that representation at regional council and I don't think there's anyone better who could fulfill that than someone who has been already in that role and has that experience for decades and uh it's so great to see you back. At first when when I heard that perhaps this might be happening I was concerned that maybe you wouldn't accept it because I I know that you're also enjoying your retirement as well. But, you know, you you're you're stepping up to the calling and um as as a counselor who has worked with you over the past many years now, um dealing with many challenges in our downtown core especially, uh I'm very excited for you to be at this table with us to deal with some of those challen challenges and hit the ground running. And that's what's so great about uh Gail Miles joining us at this table. Thank you, Mayor. Uh, councelor Tour, >> thank you to you, Mayor Brown. Uh, I think this is a great idea. I see uh, uh, Gail Miles in the audience here as well. Uh, and I know you've always been, personally, you've been very kind to me. Uh, when I was a staff member here at city hall, you were on council. And I, if this goes through, I'm absolutely privileged uh, that you would be joining us on council coming back from retirement, which I know we're borrowing you from your family for the next two months. We hope to not give you too many headaches here. Uh, [snorts] but I also want to give you kudos uh to something that the mayor alluded to um at well at Wellspring Jacuzzi. Uh the amount of work that you do there. I know both deputy mayors and I are proud to have that uh be in our area in WS 9 and 10 and the impact that it has on families uh on on numerous families that have been touched by the work that you've done outside of council. Uh your record on council has absolutely been stellar, but the work that you've done uh post council life uh has been remarkable. So I think that there's no other person that would be better fit uh to fill in this role here and give regional representation to seven and 8 because I think we still have few council meetings that we would need that strong voice for residents there. So thank you Gil. Okay, we have a motion uh on the floor. Um all those in favor motion carries unanimously. So that takes us to the oath of office. Gail, please come forward to take the oath of office. The city clerk will administer the oath at the podium. Uh, and for members of council, there's a copy included on the last page of the oath for your own reference. >> Just start reading. [laughter] >> Okay. I, Gail Miles, having been appointed to the office of regional counselor for the city of Bmpton, do solemnly promise and declare that I will truly, faithfully, and impartially execute this office to the best of my knowledge and ability. I have not received and will not receive any payment or reward or promise thereof for the exercise of this office in a biased, corrupt, or in any other improper manner. I will disclo disclose any pecuniary interest direct or indirect in accordance with the municipal conflict of interest act. And I will be faithfully faithful and bear true allegiance to his majesty king Charles III. And I make this solemn promise and declaration conscientiously believing it to be true and knowing that it is of the same force and effect as if it was made under oath. And Gail, do you so swear or affirm? I swear. So I'll have uh you sign there. Okay. >> [snorts] >> And this one just need to Okay. Well, councelor Miles is signing signing the documents. I would say when she was first elected in 1988, she probably didn't think she'd be back in 2026. crying. [laughter] >> Yeah, it's a bit of a surprise. >> I know. Sorry. Councelor, thank you so much. You're officially sworn in and on council. >> Wow. >> Okay. Councelor Miles, please take your seat. >> Do you want me to say a few words? >> Yes, please. Yeah, >> you can say no. >> No, [laughter] >> please. >> Well, I just wanted to start off by saying um thank you very much to you, Mr. Mr. Mayor and all the members of council for your support today and and your confidence in those very kind words that you expressed. I have done a little bit of homework. I was reading the report that the region of Peele took to AMO and uh I have to say to all of you that the challenges that you've been facing over the last term have really been great. the numbers are astounding and it doesn't look like those things are are going to change. So, I hope that any experience that I bring to the seat is going to be an asset to the council and be able to assist you in in some way. And I also have to say this feels a bit like coming home and that's scary. [laughter] Anyway, thank you and I look forward to working with all of you. Okay. Okay. Now, procedurally to the clerk, can she sit in the >> Absolutely. >> Okay. >> I forgot to mention, I know councelor Miles was working closely um with councelor Santos and councelor Vasante on the addictions crisis that we we see in our city, too. So, even though when she was retired, she was still looking at ways to help out in the community. So, welcome back It's nice to have a council meeting where both members of W 7 and 8 attend. Um, which takes us to our next report and that is uh the reports from corporate officials. We have an amendment to the 2024 development charges bylaw and we have a motion to put on the screen. This is the the bylaw. Um >> and report to receive. Um and I can speak to this. Um and I want to thank councelor Plesi who's been joining me on these um calls with the province. We have had some um great discussions with the province on uh their development charge incentive program with the government of Canada. Um and uh they have asked us to be more ambitious and more clear um the language um which was initially adopted um and by the way the minister had uh had approved um the civil service wanted it to be more clear and a little more ambitious in at least one category. Um I would note um our partners at the provincial and federal government um have said very clearly to us that this will mean um a much larger allocation to Bmpton. And so for those wondering in in in the in the community um the development charge break um will be funded by this program. And so, uh, our concern, one of the reasons we were, you know, we did our due diligence about these cuts is we wanted to make sure that the cost of the development charge cuts the city was compensated for. And so, it's been some very strenuous negotiations with our senior levels of government, but I want to say Rob Flack has been an absolute superstar, hands-on when we've had issues that we felt weren't fair or wanted clarification. He literally got us a meeting with the deputy minister within 20 almost the same day literally within 24 hours. Um I would note one of the stresses for Bmpton is that there a community that has no growth can cut off development charges and there's no skin off their back because there's no growth. There's no sidewalks or roads or community centers they have to build. In Bmpton, the reason, you know, we were judicious and the language we used and the cuts that we were willing to support is we do have growth. we do need roads um and potable water and sidewalks and community centers and parks and so we wanted to make sure the funding was equivalent but I I think we're in a really good place right now um with the conversations we've had with the province um and it's why we've had to act pretty quickly and many of these conversations happened around AMO um and so u it's why there was a lot of activity on this on this front but um I'm excited uh that this is going to mean a real opportunity to really incentivize buy housing. So, um, councelor Tor is on the on the board. >> Uh, just quickly, Mayor Brown, uh, I know on this issue multiple times whenever we've discussed development charge discounts here or at the region, uh, I've voted on the record against it multiple times because I've always said that I don't see the funding coming. And I'm very glad that I'm proven wrong here today. uh based on the discussions that have happened over the last few weeks uh at AMO outside of it as well uh knowing that we are seeing that funding coming from the federal government and the provincial government I think this is a great move to do. I've always supported this in principle my hesitation always has come from the fact that when are we going to get the big check and I'm glad that it's coming soon and I'm very happy to say that I will be supporting this >> here. So I have are there any any questions online? Any com? No. >> No question. >> Okay. >> Okay. So I have a motion moved by uh councelor uh tour seconded by councelor uh miles >> put you on the board for the first time. Um uh all those in favor of the report motion carries. Okay. Um this takes us to our next item. This is other business. And this is an item that I have uh put forward with counselor power. Um and many of us know about the impact of Maki Mazjid um in in Bmpton. Um a huge um a huge center uh for the Muslim community. Um and uh we've done a lot of events there um uh over the last number of years. And councelor Power um I got to give you credit. you come every year to their fast all day to join uh his residence at Maki Mazjid. Um councelor Miles, you're lucky that Ramadan isn't until this term is over. Otherwise, I'd be asking you to join us in fasting as well uh as the local counselor. Um uh but um we had the passing um uh of um of Aslam and Awaz Kair and um this is the family that brought us Maki Mazjid. They founded Maki Mazjid and I have to say um seeing photos um of the celebration of life, one of the largest celebrations of life we've seen anywhere in the city because of what this family meant um to our city. And so we have a motion here. Um whereas members of the Bmpton Muslim community have formally registered a delegation to present to city council attending the contributions of the Clare family to the local neighborhood and broader city of Bmpton as the founding members of Maki Mazjid. The first Majid in Bmpton since the 1970s which the city of Bmpton values recognizing local families and community members who have demonstrated long-standing service leadership and positive contributions to the municipality. Whereas Eastborne Park serves as a prominent public green space within the community connected directly to Makim Maza and a school where 300 students are enrolled in an annually and renaming munas provide a meaningful opportunity to celebrate civic pride and local heritage. Therefore, it be resolved that the discussion item regarding the proposed naming be received. The staff and community services department be directed to accept the proposal to rename Eastborne Park as Caller Family Park in accordance with the city of Brmpton's asset naming policy. Um, are there any um any comments on this motion? I'm going to suggest that I'm happy to move the motion seconded by councelor uh power. All those in all those in favor. The motion passes unanimously. Um I would say um we do have um representatives of the family and the and the mazjid here. I know it's not on the delegation, but they did ask um if they could make if they have comments to thank the city for this um unanimous motion passing. Um so if you'd like to come to the podium now um to say what this means for Maki Mazjid um and the caller family. >> We have some slides also. >> Thank you Mayor Patrick Brown and counselors. I did uh come here with a presentation but I don't think that's needed but I appre appreciate all your support. Um my father to me you know he was a f he was a father and to my mother um he meant a lot but to the broader Bmpton community he was a visionary estatesman and he brought he founded this Maki masid along with the Maki Islamic school that you know graduates about 300 students uh annual host 300 students annually and he's not only known within the Bmpton community but also globally as well and it means a lot that uh Eastborne Park which is a mere 500 meters from Maki Masid where a lot of the students go there after school or during lunches uh can you know play around in a park that's named after the founder of Maki Mashid. Thank you all. >> Yeah, it's beautiful actually. So we're excited to honor your father. Thank you. Um we have um that's pastor. That takes us to public question period. Um there's a 15-minute limit for all questions and answers. I will ask the clerk if are there any questions submitted regarding um decisions made from today's meeting. >> Through Mayor Brown, uh Sylvia Roberts is here in person. She has some questions that she'd like to ask. >> So, as you know, there's large finan Hi, my name is Sylvia Roberts. I'm a resident of Ford 3. As you know, there's large financial implications for cutting development charges and there is a large pot of money being offered, but this doesn't necessarily cover all of the specific projects. What projects are we going to for example in the 2027 2028 budget? We have budgeted noise wall street put in without a road widening which doesn't seem like it actually conforms with the DCs and that's $20 million a year. Are those going to be moved off for example? So, um I use careful language. We don't want to upend any announcement being made by the province and federal government um because they're going to have a formal announcement. What I would say is this council um would not I think it's fair to say this council would not support an agreement um that didn't fully fund the cost um of the cuts we are proposing. And if you look at the staff report on the number required to have a 50% cut um I think you can use that uh logic uh to understand that the number will be higher than that. >> Okay. Thank you. Um, are there any other questions? >> Mayor Brown, I've received some questions online. I'm not sure if we'll have time for all of them or if they can >> if you could put it on the screen. We could >> Okay. Um, actually not sure if I can >> or what was the question? There were several questions. Um, Naan Brambat had said he wanted to come and ask questions, but I don't see him online or in person. >> And Chakrudy Bat also [clears throat] had uh submitted some questions. I'll just get those out of the inbox now. Sorry. Just take a look for those. I'm sorry I'm not seeing it. It can go into correspondence if it's not available. >> Yeah. >> Yeah. >> Okay. If they're not here, um, then we can just put it into correspondence. >> Sorry, sir. I have some from Jacuri Bat. The first one is, um, what is the gross dollar value of city development charges expected to be reduced or refunded from March 31st to March 30th, 2029? >> So that would be in the staff report. Um and so if that jagar wants to look at the city staff report they they can do so. >> Okay. There are a number of questions related to the net taxpayer impact statement. So they would all be in the >> they would all be in the staff report. >> Um there are questions regarding uh what does Bmpton receive in return? The number of additional housing units um that would be built with or without the program and expected time savings in construction or occupancy. I I'm happy to answer that. Um just to to whoever that was, just if you look at the announcement by Prime Minister Carney and Premier Ford, the intention was to incentivize housing. It's why they launched this program, hoping that cities would um be a partner in uh creating an economic environment that would help reduce um the initial cost of housing come that comes from development charges. And so, you know, I I credit the prime minister and the premier. They have put real money on the table. And as councelor Torres said, I think we're very skeptical at first, but they have literally this is one of their largest um priced initiatives. Um uh and it's um it will make a difference. I really believe that this will make a difference in uh stimulating housing. >> Um are there any other questions? Uh there are three you mayor Brown but statutory authority and program requirements support the retroactive refund mechanism in the draft bylaw >> that's under the program um it was a requirement of the of the provincial and federal program >> and uh further um has the transfer payment been fully executed? I think you spoke to that already. >> Yeah. And so this this would come into effect with the passing of this bylaw. >> And uh the question goes on, what are the repayment, clawback, audit and milestone provisions if the city fails to maintain the reduction or infrastructure project is delayed? >> Yeah, I I think someone used chat GPT for the questions. [laughter] Um but um I would say the the province um the funding from the province is contingent upon the city doing the reduction. Um, >> okay. >> Any other questions from any anyone else? >> There are uh there's a question about restricted acts after nomination day. Um, and I can respond to that if >> uh with nine out of 11 counselors planning on returning and having filed their papers. We are not in a lame duck situation. There are no restricted acts for council. If fewer than nine are elected back to council, then we may be in a lamed up period then from voting day until the new term begins on November 15th. But at this point, there's no lame down. >> Okay. >> Are there any any other emails or questions online? Uh there's >> some further regarding the report, but I I'm wondering if we could summarize those for the treasurer to respond to in writing. >> Sure. >> That >> so any additional questions will be answered directly by the treasurer in in writing. [sighs] >> Okay. So this takes us to bylaws. I have a motion, a move by councelor Keenan and seconded by councelor um uh Miles uh to approve bylaws 138 2026 to 139 2026. All those in favor? Motion carries. Um this takes us to our confirming bylaw. Have a motion moved by councelor Santo, seconded by deputy mayor Singh to approve the confirming bylaw to confirm the proceedings and decisions from this meeting. All those in favor? Motion carries. This takes us to adjournment. Our next um uh council meeting is scheduled for Wednesday, September 9th. I have a motion moved by councelor Tour, seconded by councelor Power to adjourn today's meeting. All those in favor? Motion carries. The meeting is adjourned.
