Heritage Committee Approves Dentmore Downs Demolition - 24 Sep 26
Richmond Hill · September 25, 2026
I was just going to say if it's bad now
when we still have windows open and it's
not winter like that's not great.
>> I know.
>> We are live. We're good.
>> Thank you, Mr. Ban.
Welcome everybody to the September 4th
Heritage Richmond Hill meeting. Please
excuse my voice. Um but I've got a
little bit of a something going on
there. [snorts]
This afternoon's meeting is an
electronic meeting being held pursuant
to section 238 3.3 of the Municipal Act
2001.
Please note that we have received
regrets from committee members Annette
Ivisa for today's meeting. The public
had the opportunity to submit written
correspondence regarding agenda items by
email to the clerk's office. All written
correspondence received by 12:00 p.m.
noon yesterday would have been included
in the agenda, but none were received.
The public also had the opportunity to
apply to appear as an electronic
delegation, either by video conference
or by telephone by 12:00 p.m. noon
yesterday, but also none were received.
As chair of the committee, I will now
call the meeting to order and ask
[snorts] for a motion from a member of
committee to adopt the agenda. Just
raise your hand. Anybody? Thank you,
Vice Chair Bob DeRo.
All those in favor?
Thank you. That carries unanimously.
Okay. Our next item is disclosures of
pecuniary interest thereof. Anybody?
No. Okay, hang on. I still want to
maximize my screen.
Okay, that's better. Um, next is the
adoption of previous minutes. As I
always say, I trust you've all read
them. For item 4.1, minutes of the
Heritage Richmond Hill meeting, HR0526,
held September the 3rd, 2026,
that the minutes be adopted. Can I have
a member of committee move that, please?
Thank you, Agnes. So moved by Agnes
Parr. Are there any comments?
No. Oh, welcome Council Thompson. All
those in favor?
Seeing none opposed. Thank you. That
passes unanimously.
We have no delegations and we only have
one scheduled business
for today and thank you all for
returning.
As I stated in LA in September that
there was a pos last meeting that we
there was a possibility we may have to
return and this is it. So we have one
item of scheduled business agenda item
6.1
SRPBS.26.013
013
request to remove 12001 Young Street
Herit city file D127497
from the heritage register. Could I have
a member of committee move this to the
floor? Please just raise your hand.
Whoever would like to do it,
raise your Thank you, Diane. Committee
member Diane Mloud. So moved as the
mover. Um Diane, do you have any
comments?
Yeah, my only comment would be it's
always so sad to see a building
just be neglected for quite frankly the
past it's got to be 20 years that it's
been in a complete state of neglect. And
of course when buildings like that get
neglected, they just continue to go
downhill and and Yeah. No, it's just I
it's just really sad that there's not
enough teeth in the legislation to to
prevent owners of of buildings from just
letting them decay. And that's the only
thing I wanted to say about that. Just
>> Yeah, I know. I think we all feel the
same way. Thanks, Diane. Does anybody
else on committee wish to make any
statements?
Agnes Par, please go ahead.
I'm just going to echo the same comments
that Diane made. I'm very sad to see
this go. This was a landmark at least to
those of us driving past on Young Street
um a number of times and I noticed how
it was, you know, really really falling
into um a decrepit state and it's just
so sad because I read all the reports
that have been done and I thank the
staff for the hard work that they have
done and at the back of the report there
was the um things that Lachat had done
many years ago and you can see from the
pictures and the description there that
once upon a time it was a lovely house
and it's just really really sad that
it's come to this point and that's my
comments.
>> Thank you Agnes. Appreciate it. Anybody
else on committee wish to make a
statement.
>> Councelor Thompson do you wish to say
anything?
Uh no it's uh
I guess the the one thing that I would
say is that I was surprised uh by what
staff had had written that you know
there was only one criteria which even
then was kind of sketchy in their mind.
Um when you look at uh the fact that you
only have to get two out of nine and
this one could barely even make one. Um,
yeah, that kind of surprised me. That's
about the only comment I can make is is
my surprise in that respect. Yeah.
>> Thank you, counselor. Pamela or Kunal,
do you want to make any comment to that?
>> Yes, you chair Sivitz. Um yeah, it was
it is unfortunate that um while the
property does have a lovely history and
that is a connection to um the the
family and um and their uh ties to the
development of the area. The existing
house as it is has been so altered over
the years that there's no way for us to
tangibly connect that history with the
existing um building. If we knew for
example that you know in X date it was
done by this person then it would be
easier to connect that history to the
existing building but
>> that we just don't have that connection.
We don't have um the documents or or any
of the other resources needed to make
that connection.
>> Thank you Pamela. Anything further
councelor Thompson? No. Okay good. Um,
anybody else one last time on on
committee wish to make a comment? I just
from my perspective I echo what
everybody has said here. Um, this is so
so unfortunate. Um, this is your uh this
is this is the example that you would
see in the dictionary if there was
something next to demolition by neglect.
And um it is um it is so sad. Um uh the
the pictures of the original house just
show how lovely it was and but
unfortunately I don't believe there's
anything uh further we can we can do
here and the house is going to be
demolished and lost to all the residents
of of Richmond Hill and its history
and it's a great shame. So um having
said that does anybody want a second
round? Seeing none. Okay. Oh yes, Miss
Steven please go ahead.
I just want to make a comment. Um, if
there isn't a modern viable use for a
heritage building, it's uh it's a little
unfair to saddle the owners with the
task of and the expense of maintaining
it over the years. I I echo everybody
else's feelings on uh, you know, it's a
shame that this beautiful building is
gone, but I mean, you couldn't use it as
a personal residence. It's 10 ft away
from Young Street, which might have been
a great location back in 1860.
Uh but, you know, with the pollution and
the cars and the traffic and everything,
it's uh it's, you know, not going to
happen. And as a as a viability from a
commercial standpoint, I don't see it. I
don't see anybody investing uh in this
house that'll probably cost, you know,
between half a million dollars and a
million dollars to restore. So, anyway,
those are my comments.
>> Thanks, Stephen. And I I don't disagree
with you at all. Um uh but um as I said,
this is an this is a classic case of
demolition by neglect. They just whoever
owns the property, that land owner just
left that house to deteriorate until it
basically falls to pieces. And um and
and that's the shame and that's that's
really upsetting. Um and if from my
perspective as as the chair and also as
a resident or someone who is uh who who
loves heritage and will do whatever one
can do to to protect it. It's also up to
the land owners if they do buy a
property uh that has or or own a
property that has um a heritagebuilt
asset on it, they really do have a
responsibility to upkeep it. But I do
understand what you're saying. Okay.
Last chance. That's it. Okay. So, so
moved by it was Diane who moved. No,
Agnes moved this. Right. Sorry. Uh,
okay. Thank you. Um, so moved by Agnes.
No, Agnes. No, it was Diane.
>> Correction. It was moved by Diane.
Correction. Moved by Diane through the
chair, I should say.
>> Okay. Correcting the chair. Appreciate
it. Ladies, thank you very much. I don't
have a pen with me. Um, right. So, um,
agenda item 6.1 moved by Diane Mloud
that staff report SRPBS.26.013
regarding notice of intention to
demolish Dentmore Downs at 12001 Young
Street, city file D12 07494
be received. All those in favor, members
of committee,
I see none opposed. That passes
unanimously. Thank you very much. And
the the last item is adjournment. Once
again, thank you, Councelor Davidson, uh
to adjourn. Um I I want to thank all of
you again. You want to speak, Miss
Councelor Davidson?
>> I'm sorry. I'm wondering if you can
indulge me for one minute. I just want
to ask or staff,
>> what does Heritage look like after the
end of this year in a in in a sentence
or two with the provincial changes? What
is how's this what's the city's approach
going to be?
>> Yeah, fair question. Thank you. Uh if we
may through Ryan, if we may have just a
minor discussion here, Kunal.
>> Um through the chair, thank you for the
question, Council Davidson. So the way
it looks is basically as of January 1st,
2027,
all the properties that have been
identified as listed or officially known
as non-desated on the register will fall
off, which means all of those properties
will no longer have any form of heritage
protection as of right.
um which means that if alterations or
demolitions were to come in for those
properties, they would not be brought
forward to the committee or to council
for any kind of consent from a heritage
planning perspective. However, the
properties that we have designated uh
not only in the past two or three years
but even the previously designated
properties continue to have the same
level of protection which means any kind
of alterations changes that are proposed
for those properties will have to come
forward to a committee and then go uh
taken to council for their consent.
>> Thank you canal councelor Davidson.
[snorts]
>> Oh thank you. I just wanted to also uh
is this is there a process that the city
will still attempt to to designate some
buildings moving forward? It's just a
different process. And that that's my
last question. Thank you.
>> Yeah. So through the chair um through
the chair again
>> we we did have over 200 properties that
were listed. We were able to pursue just
under 40 properties for designation.
Um there's no official
approach to the remaining properties. I
think what we did was through the
subcommittee identify certain priority
properties and we have met those sort of
we you know designated those properties.
We will do our best to be mindful of
some of the properties that have fallen
off to consider for uh designation in
the future but they will be on an ad hoc
basis as needed basis. there won't be a
more formalized approach like we have
done with the bill 23 designation
strategy. Um, and if I may be frank, I
think again what we've done is we've
identified the priority properties with
the resources we had available to us and
we've done our best to bring them
forward. Um, so no council Davidson to
answer your question, we don't have a
formalized strategy in place at this
point.
>> Thank you very much Kunal. Uh Timothy uh
go ahead if it's this question about um
uh future steps.
>> Yeah, just a a follow-up question. Uh
those listed properties they will be off
the uh register effective January 1,
2027.
Uh is is it correct that they those uh
that are taken off the list cannot taken
off the register cannot be uh uh uh
considered for destination within two
years.
>> I believe it's five
>> through the chair. That's actually a
great question. So we Okay. So we can
proceed the designation of these
properties under certain conditions. So
if certain conditions are not met, we
will not be able to pursue it because
what happens is the property will fall
off the register. It's banned from li
being relisted for the next five years.
You can pursue the designation unless a
prescribed event occurs. So that means
basically if someone comes in for a
demolition, we cannot then reactively
try to um pursue a designation of the
property. or if someone comes in let's
say for an official plan amendment or a
zoning bylaw amendment for that property
we cannot reactively pursue a
designation of a property. So there are
certain conditions under which we will
not be able to but it is not an
absolute. We could pursue it um if
deemed necessary but again it will not
be on the register officially. So what
that means is if someone comes in for a
demolition, we may not even hear about
it because it has no status. It has no
heritage status.
I hope that helps answer the question.
>> Thanks, Kunal. Timothy, anything else?
Okay. Okay. Last minutes here. No,
everybody's good. Okay. Uh Council
Davidson, you want to move adjournment?
Absolutely. Okay. And thank you again to
everybody. Uh this will be our final
meeting. Now uh this surprise demo uh
did come through as expected. So thank
you again to this committee for all your
very hard work and to all our staff. Uh
thank you for everything that you have
done uh through this term and and
previously and will no doubt continue to
uh to do so um uh in in the next term
and beyond. And to councelor Thompson,
thank you for joining us uh for this
term. It's been a pleasure to have you
sitting in on every meeting. So we have
on the docket adjournment moved by
councelor Davidson. All those in favor
seeing none opposed that carries
unanimously. Thank you very much
everybody.
