testing. One, two, three. We'll uh get going in one minute. Don't blink or you'll miss it. >> Good morning, Chair All right, I see that we have quorum. Good morning everyone. Welcome to the 64th meeting of the planning and housing committee. I think councelor Truster sent her regrets, but I'll ask for a roll call, please. Councelor Brochington >> here. >> Councelor Curry >> here. >> Councelor Dudes. >> Councelor Johnson. >> I saw her. Councelor Kavanagh. >> Councelor Kelly >> present. >> Councelor Kits >> here. >> Councelor Low >> here. >> Councelor Tierney >> present. >> Councelor Truster. Vice Chair Gower >> here. >> Chair, you have quorum. >> Thank you very much. This is a public meeting to consider the proposed comprehensive official plan and zoning bylaw amendment listed as item 41 on today's agenda. For the item just mentioned, only those specifically identified in the planning act to make oral submissions today or written submissions before the amendment is adopted may appeal the matter to the Ontario Land Tribunal. In addition, the applicant may appeal the matter to the Ontario Line Tribunal if council does not adopt an amendment within 90 days of receipt of the application for a zoning bylaw amendment and 120 days for an official plan amendment. To submit written comments on these amendments prior to their consideration by city council on May 13th, 2026, please email or call the committee or council coordinator. Uh are there any declarations of interest? None were filed. Nope. Uh confirmation of minutes are minutes uh 63 April 15, 2026 uh confirmed and the minutes uh one of the joint meeting with the uh community services committee March 24th, 2026. Are those confirmed? >> Confirmed. >> Thank you. Um first item is 41, the zoning bylaw amendment for 3296 Lier Walk in Orleans. Uh we hadn't anticipated a presentation. There are no delegations. Um, did any members want this one held? I know I spoke with uh councelor Lulaf last night. Um, on behalf of Tamarack, we have some of the planners. Uh, if committee is prepared to carry this, did you still wish to speak? >> No, thank you. Thank you for your consideration. >> Thank you. Uh, members, is this item carried? >> Thank you. There's the front end report. Item 42, the cost increase on the Fernank trunk sewer front ending agreement. Uh we don't have a presentation. There are no delegations signed up for this one. I saw a note from uh Ursula uh expressing support for the amendment. Did uh members wish to have this one held? No. Is the item carried? >> Carried. Thank there is the information previously distributed the housing acceleration plan item 11 terms of reference update number two I hadn't received any request to have that lifted opportunity now nope we move on uh notions of which of which notice has been previously given uh vice chair Gower on behalf of councelor do ro has one with respect to the riverside south library and community center height vice chair do you want to go ahead with that >> uh yeah I don't have it printed in front of me. So, it was read in last week. I don't know if you need me to read the whole thing again. On behalf of councelor D. Ro for some changes to allow construction of a library building. Have that up on screen in just one second. That should uh be on screen momentarily. Amazing members. Um, did anyone wish to address this? Is that carried? >> Carried. >> Thank you. And councelor Johnson has a motion on digital facade permit at IKEA. Councelor Johnson. >> Yeah, thank you, Chair. So, um, this one seems to have really sparked some imagination. Um, but there is a a new version that should offer better clarity put on the screen. Um, can you just scroll down to make sure that is the new version? Yeah. Okay, perfect. Uh, so therefore, be it resolved that committee recommends that council approve the following variances to the permanent signs on private property bylaw 2016 326 as amended to permit a new northing wall sign at 2685 Iris. Uh, one, the installation of a digital message center in an MC zone for commercial use while the bylaw limits this type of sign to a theater or cinema. Table 3B and note four. And the maximum area of a wall sign equal to 37% of the wall area while the bylaw limits the size to 25% of the wall area. table 3A and three to allow a wall sign to straddle over three stories while the bylaw requires a wall sign to be located on the first or second story subclause 1311B. So just quickly chair um so uh this this uh particular motion is a fairly routine uh motion but uh given the uh uh the the nature of the applicant and um uh the the first draft of the motion which staff had crafted um there was a bit of a a misunderstanding that you know we were offering a break to a multinational company which I certainly never would do uh even for a lifetime of uh uh Swedish meatballs as was so uh skillfully described online. Um, no. In fact, IKEA is, you know, a fabulous member of the College Ward community. And if you can imagine the uh the flagship building, they currently have big billboards facing the MTO and uh they're made out of vinyl and uh they would like to transform this into a digital sign, but there are three ways that it is sort of not within the scope of our current permanent sign bylaw. the size, the fact that it straddles three stories, um, and, uh, the third one mentioned in the motion there. So, uh, it was the recommendation of staff that it didn't fit within delegated authority. So, it required a motion. Once that becomes a motion, there is no application for a variance. This motion is the application for a variance. So, there is no fee associated with that application because the application didn't happen. But in the first draft it was suggesting that a fee was waved but in fact the fee is moot. That's all it is. So they've reddrafted that to clear that up after some advice from legal. Um so no nefarious activity here. They will be paying for uh applying for and paying for the signed permit when it comes to pass. Uh so they will be subject to the same fees as everybody else. But I think it's worth noting that IKEA is a fabulous community partner. They helped tremendously during the 2022 ice storm. And um they also are working right now with um uh solid waste to start working in some of our circular economy pieces of the uh solid waste master plan. So they're going to possibly do some on-site circular economy events. We're talking about getting some of our solid waste promotional materials in the kitchen sort of displays and stuff so you can buy the kinds of containers that you need in order to divert your waste. They're all in. So that being said, nothing nefarious here, but thank you for the indulgence, chair, just to explain that. Uh because it started getting kind of uh it was well, it was a spicy meatball if uh if I can go ahead and say that. So uh thank you, chair. >> Thank you very much. Uh I have councelor Brochington with a question and vice chair Gower. >> Uh thank you, chair. I'm colleagues, I can't log into, uh zoom for some reason. So um chair, I just wanted to know just to confirm H when it says um wall sign, it means the sign itself will be a fix to the actual building and not a standalone sign between the Queen's Way and the parking lot. Is that correct? >> We have staff from our building department here. So, I'm just going to ask Doug Wallace to answer your question. >> Thank you. >> That's great, Chair. Okay. Thanks. I do appreciate councelor Johnson's time. I did speak to her about this last week. My main issue was the waiver of a fee when a billion dollar corporation can afford $2,800. But councelor Johnson explained to me um the process she just explained now. So in the event council approves this, IKEA should consider perhaps a contribution to a charity of their choice in the college ward. Thank you, chair. >> Thank you very much. Uh vice chair yawer. Yeah, just for the mover, will you have to help assemble it? >> They have not yet asked me that. >> Okay. Thank you. >> Thank you, vice chair. Is this carried? Thank you. Uh, all right. Moving on. Exactly. There's two more screws left over. Um, notices a motion. Uh, councelor Troster has a notice of motion for our subsequent meeting which I think is going to be read in by council vice chair Gower. >> Yes. On behalf of councelor Trustster, whereas Almanac Grain is proposing to install a projecting sign at Beach Street to promote their new location and whereas Almanac Grain is a local community focused small business providing economic and social benefits to the community relate uh related to food and security. And whereas the proposed signage does not comply with the permanent signs on private property bylaw. And whereas once the new zoning bylaw comes into effect, the sign would be permitted by the sign's bylaw. And whereas the sign is projecting less than 300 mm into the right of way. And whereas almanac grain will be required to obtain a permit and be responsible for the associated fees. And whereas the approval timeline for assigned variance would be the same timeline for adoption of the new zoning bylaw, negating the need for variance. Therefore, be it resolved that committee recommends that council approve exemptions to the permanent signs on private property bylaw as amended to allow the installation of a projecting sign in an R4 zone for a commercial use while the bylaw limits this type of sign in residential zones and allow internal illumination for the projecting sign while the bylaw limits illumination in residential zones. >> Thank you very much uh vice chair. So, we'll consider that at a subsequent meeting. Uh, inquiries. I hadn't received any. Does anyone have any inquiries? We have no other business. We're adjourned until May 20th, 2026. Thank you very much, colleagues. >> Thanks, chair.
