Council Approves Housing, LRT Protocol - Council - March 4, 2026

Hamilton · March 05, 2026

Sound check. 1 2 3. Sound check. 1 2 3. Okay, good morning everyone and welcome. This is the city council meeting for March 4th, 2026. My name is Jeff Bey. I'm serving in the capacity as deputy mayor for the month of March. Mayor Horvath is on city business and will be joining us shortly. Uh, in chambers with me, councelor Matt Francis, councelor Mark Tatterson, councelor Tom Jackson, councelor Esther Pauls, councselor Rob Cooper, councelor Craig Casar, Tammy Hang, Alex Wilson, Cameron Cretch, Ted McMaken, and councelor Moren Wilson. Online with us is councelor Mike Spataphora. I'm just going to look to clerk Trenum to confirm that quorum is in fact present. Uh, yes, chair, we do have quorum. Okay. So, with that said, uh we are going to uh start shortly. Just a couple of notes. Councelor Han is absent from today's meeting. She is attending the Federation of Canadian Municipalities Board meeting today. And uh also, Councelor Clark is not doing so well, so we may not see him as well. Uh if I could have everybody please stand as you are able for the singing of our national anthem. our home and native land. True patient love in all of us command. With glowing hearts we see the rise the true north and free from far and wide. Oh Canada we stand on guard for thee. Lord keep our land glorious and free. Oh Canada, we stand on God for thee. Oh Canada, we stand on God for thee. Thank you everyone. The city of Hamilton is situated upon the traditional territories of the eerie neutral Hiron Wendan Hudnachon and Missagas. The land is covered by the dish with one spoon wamp and belt covenant which was an agreement between the Hudnachon and the Shenevc to share and care for the resources around the Great Lakes. We further acknowledge that this land is covered by the between the lakes purchase of 1792 between the crown and the Missosagas of the Credit First Nation. Today, the city of Hamilton is home to many indigenous peoples from across Turtle Island, North America. And we recognize that we must do more to learn about the rich history of this land so that we can be better we can better understand our roles as residents, neighbors, partners, and caretakers. Quick reminder to everyone in the gallery today. Please make sure that your electronic devices, phones, watches, tablets, computers are all set to a nonaudible function, which is to say, please make them silent. Members are also reminded of the five minute speaking time limit when asking questions or making statements and that no member of council shall speak more than once on any matter without passing a motion first to do so. With that, we're moving on to number two, which is the approval of the agenda. I'm going to look to the clerk to see if there are any amendments. Uh no specific amendments to be made aware of. A couple of items were added uh including 6.1 um originally marked uh to be distributed now published. Thank you, Cler Cham. If I could have a motion to approve the agenda as presented. Looking for a mover. Councelor Paul's councelor Hang moved and seconded. Please indicate your vote with a show of hands. Seeing that is unanimous. Thank you colleagues. Moving on now to section three which is declaration of interest. Are there any members that need to declare an interest? Seeing none, we are moving to ceremonial activities number four. It's not listed that there is one, but we do actually have one. So, I'm going to call on city manager Klucky uh for some staff recognition that we wish to proceed with. Uh through you, Mr. Chair and members of council, I'd like to just take a few moments to formally recognize and thank Janet Pon, our deputy clerk and manager of legislative services, as she's going to retire after more than 11 years of dedicated service to the city of Hamilton. She's probably bashful right now, hiding behind her computer screen, but we're going to carry on anyway. It is not an overstatement to say that Janet's contributions to this organization have been significant and lasting. And over the past decade, Janet has played a central role in the city's legislative services division, ensuring that council meetings, procedures, records, and governance functions were carried out with both integrity and care. Her steady approach has been invaluable to both city staff and members of council. She was called upon on several occasions to serve as acting city clerk. And in those moments, she stepped seamlessly into one of the most critical statutory roles in municipal government. And she carried out those responsibilities with professionalism and an understanding of the legislative framework that underpins our institution. So Janet's retirement marks the close of a truly exceptional municipal career and she will be very missed by her team and those of us who had the privilege of working with her. So on behalf of the organization, I want to extend sincere thanks to Janet for her over 11 years of dedication to the city of Hamilton and wish her a fulfilling and joyful welldeserved retirement. Let's have a round of applause for Janet. And if we may, Mr. Chair, embarrass her just a little further, we'd like to come up to the podium for a picture with her. Absolutely. I think that's the minimum we can do to embarrass I mean to congratulate Janet. in front of all of her friends from Clerks up in the gallery. Speech. Speech. Speech. Okay, moving on. Thank you everyone. Thank you to the clerk's team for showing up to uh honor forward slash embarrass. We are now at section 5.1 and 5.2 which are the minutes of previous meetings of council. If I can have a motion to approve the minutes of February 11th, 2026 and February 19th, 2026 as presented. Looking for a mover. Councelor Casar, Councelor Hang. Thank you. Any discussions on the minutes? I thought that might be discussion for a second there. No discussion. All right. Um, if I could have a show of hands vote, all in favor, please. Seeing that is unanimous. Thank you. Colleagues, we're moving on now to section six, which is items for information 6.1, which is HSC26026, the acorn flat support of housing funding in Ward 3. If I could have a motion to receive this report in its confidential appendex and maintain the confidentiality of the appendex. Seeing councelor Cretch, councelor Alex Wilson. I do not see any speakers, but I also do note that there is a confidential appendex. So therefore, if we wanted to defer consideration of the total package until after we've seen the confidential, I'm not seeing any need to do that from council members. Okay. Oh, councelor Huang, I'm going to put you up next. Go ahead. Thank you, uh, Deputy Mayor. I'm very thankful for this report, but I wonder if I could ask um director Justin Lewis just to give us a super super super super brief overview, like five super briefs overview. Super super super super super brief. As long as you can translate that, director, please proceed. Thank you through the chair Justin Lewis, director of housing secretariat. Uh I can be super super super brief. Um, thank you for that, counselor. I will say that um, Acorn Flats and this uh, $2.3 million that uh, was included in this motion uh, previous to this was uh, approved uh, previous to any of the uh, application processes such as the affordable housing development project stream. Uh, it was before that was created. So, this funding was one of those one-off reports that was approved by council uh, to move forward for this project. I will say with all 30 projects that we are funding through that project stream now uh we are at an average of uh 15% on average uh of municipal contributions to those projects. Uh this project is a very important project. It gives us 23 uh housing units for families in the city and it's much needed. So um that's really what we're looking at today. Uh each project is different within the project stream but on average we are funding 15% uh of the overall projects uh through the 30 projects approved. Councelor, thank you. I think that um just as director Lewis had provided us such a brief and wonderfully uh comp uh complete brief on this. I am thankful that we do have the sec housing secretariat that is giving us bang for our buck, putting our money where our mouth is. All of those uh analogies about how we are spending well um for providing the maximum benefit to um residents in Hamilton and beyond. Thank you so much. Okay. Thank you, Councelor Hang. Seeing no further speakers on this item, uh this will be a hand vote. Please indicate your support. All in favor? Seeing that is unanimous. We're moving on. Thank you, colleagues. 7.1. These are the committee recommendations beginning with public works PWC26003. The public works committee meeting held February 23rd, 2026. Chair, councelor Casar, if I could have a motion to receive and approve the recommendations within the public works committee minutes as presented. And your second as well, please. Thank you. It's moved by me, seconded by councelor Wang that PWC 26-003, being the minutes of the public works committee meeting held on Monday, February 23rd, 2026, item 7.1, be received and the recommendations contained therein be approved. Thank you, Councelor Casar. Doing a quick scan of the chambers to see if there are any questions of this report. And seeing none, we are now moved to the electronic votes. Please indicate your vote in support or against this report. And that carries 130. Thank you colleagues. We're moving on now to uh 7.2 which is PLC not this one 260003 planning committee for 24th February 2026. Councelor Tatison, chair of planning. If I could please have a motion to receive and approve the recommendations within the plan committee minutes and receive the corresponding item as well and please indicate your second. Thank you chair. Moved by myself seconded by vice chair councelor M. Wilson that PLC26-003 being the minutes of the planning committee meeting held on Tuesday, February 24th, 2026 be received and the recommendations contained therein be approved and that the following correspondence item be received. Correspondence from Tim Fox Crown Enterprises LLC respecting minute item 9.6 report PEED 26002A. Thank you, Councelor Tatison. I have a speaker list that has uh populated. I'm going to move first to councelor Matt Francis, please. Just a separate vote on 9.4 at the appropriate time. Separated vote on 9.4. Looking to clerks to get that set up. And that's the uh the motion to study the trees on private property. Gotcha. We will do that. Sorry. 9.3 9.4 9.4. Sorry. And if you'll allow me to speak to that at the appropriate time, please chair. Uh yeah, now would be the time. Go ahead. Yeah, I'm raising this to confirm my vote against this. Uh the report itself admits that it will cost taxpayer dollars. Uh so we spend staff time and money to produce a report that recommends spending even more public dollars. So this is the exact kind of waste that residents are tired of and then council turns around and blames uh past councils or upper levels of government. the excuses and spending stops here, right in this chamber and and every vote around here is a budget vote, not just a budget process. Thank you, Chair. Thank you, Councelor Francis. Uh we're going to look around to see who else was speaking to 9.4. Anybody speaking to 9.4? If you could just indicate quickly. Nobody else. Okay, we're going to go back to the balance of the report then. I have councelor Craig Casar up next, please. Yeah, thank you, Chair. I just wanted to have a separate vote on 9.1 to affirm my vote from planning committee. Thank you. 9.1. Okay. Anybody else wish to speak to 9.1. Okay. Seeing none. And I see no further speakers. Oh, I do see a further speaker. Councelor Alex Wilson, please proceed. Thank you. just on the correspondence, not in my part of the city, but just wondering as a router unit receiving that. Is that something where staff from the department are going to say, "Hey, we reached out, we either understood this as a valid objection as part of the process and here's what happens next or we either we heard this and it wasn't considered part of the planning pro." I again I just don't have the details of specifically kind of where this applicant would be at but I'm just wondering um given someone saying they don't want the change to proceed to their property just what the status of that is and what happens as a result of receiving this. Okay. So I'm going to I believe look where am I looking? I think I'm looking at the general manager of planning and economic development. Yes. Thank you very much. Sorry if you could introduce yourself. Yes. My name is Arvin Persad, general manager, planning and economic development. And I'm going to actually look up at Anita Fayback back there and uh ask her to address this uh in terms of where it goes next steps. Okay, director Fayback when you're ready. Uh through the chair, uh Emily Eco, manager of zoning and committee of adjustment. I'll actually answer the question uh on behalf of Anita. Uh so this property we met with the property owner uh a few weeks back uh and explained that uh this property was identified as um a property appropriate for conversion through the employment lands review which was undertaken in 2021. Uh this report recommended converting the majority of parcels along the northern portion of Barton Street East between Nash Road and Centennial Parkway to Arterial Commercial. Uh so red designating these sites to commercial was intended to create a buffer between the sensitive land uses on the south side of Barton and the industrial uses on the north side of Barton. Um and they're also these properties are designated arterial commercial in the second uh sorry Centennial Neighborhood Secondary Plan. So changing the zoning would be in keeping with the official plan and the secondary plan designation and that's why we're doing it. Uh and we had explained this to the applicant. We had met with him. Okay, asked and answered. Thank you so much. Thank you, Councelor Alex Wilson. Quick scan to make sure we're not missing anyone else. I don't see anyone else. So, we're going to begin with 9.1 separated vote. That will be electronic. That'll be coming up on your board soon. 9.1 is with regards to the official Let me just bring this up here for everyone for clarity. This is PED25255 applications for an official plan amendment and zoning bylaw amendment for lands located at 26402646 and 2654 Benimbrook road Glamrook and Ward 11. Thank you for clarity. And that carries by a vote of 10 to three. Thank you, colleagues. We're moving on now to a separated vote on 9.4, which is PED2614 draft harmonized private tree bylaw and proposed updates to the urban woodland bylaw, woodland conservation bylaw, and tree protection guidelines. Please indicate your electronic vote now. And that carries by a margin of 8 to five. We're moving on now to the balance of the report. This is the remainder of the planning committee report from February 24th, 2026. Please indicate your electronic vote now. And the balance of the report carries by emergence of 130. Thank you colleagues. We're moving on now to item 7.3 and 12.3 which is GIC 260004 general issues committee February 25th 2026. If I could have the past past deputy um mayor Rob Cooper uh please bring forward uh the motion to receive and approve the recommendations contained within that report and uh indicate your secondary as well please. Thank you chair. Um moved by myself, seconded by councelor Jackson to uh that GIC 260004 being the open session minutes of the general issues committee meeting held on Wednesday, February 25th, 2026, item 7.3 be received and the recommendation contained therein be approved and that the closed session minutes of the general issues committee meeting held on Wednesday, February 25th, 2026, item 12.3 be approved as presented and remain confidential. Okay. Thank you, uh, Councelor Cooper. I have a speaker list already populated here, beginning with councelor Tom Jackson, please. Thanks. And good morning, uh, Deputy Mayor Bey. Item 8.4. Could I separate that at the appropriate time? The light rail transit dispute resolution protocol, and I'd like to speak to it at the appropriate time, please. Thank you. Now would be the appropriate time. You can proceed then. Again, that number is 8.4. 8.4 under GIC under the GIC report. Got it. Thanks, Deputy Mayor uh BD. Yeah, I'm sorry. Yes, thank you. I'm just going to be consistent. Uh this light rail transit dispute resolution protocol, the fact we even uh potentially need one tells me that there's concern out there within all parties, uh probably given what happened in Ottawa with the lawsuits and counter lawsuits between the contractor and the city of Ottawa and given the length of time that has happened with the Eglinton cross town, 15 years in the making and way over budget. I wish so much, Deputy Mayor Bey, that the two senior levels of government would give us that $3.4 billion to address our infrastructure dilemma, electrify the entire HSR fleet, and increase our public transit, conventional transit system from coast to coast in our city. I'll be voting against this. Thanks, Deputy Mayor Bey. Okay. Any other speakers to item 8.4? Councelor Wilson, are you speaking on 8.4? Okay, please proceed. Moren Wilson, thank you. Um my vote on this matter will ma remain consistent. It is my duty to uphold uh the public interest and protect it as such. This is exactly what this dispute resolution um does. It's part of the MOU. Um it enables uh a tiered response on any matter that cannot be resolved. Uh it's also uh if you're concerned about costs, it is way cheaper doing it this way uh than it is in in having a protracted legal dispute. So it is good governance. Uh it's good contract management and I will remain in support of it. Thank you. Thank you, Councelor Moren Wilson. Anybody else speaking to item 8.4? Seeing none, anybody wish to discuss any other item contained within the report? Also seeing none. So we will begin with a separated vote on 8.4. Please indicate your vote electronically. And of course this is pertaining to peed26059 which is the light rail transit agreement update. Please indicate your electronic vote now. And that passes by a vote of 112. Thank you. Colleagues, we're moving on now to the balance of the GIC report from February 25th. Please indicate your vote now. And that carries by a margin of 13 zero. Thank you, colleagues. Moving on now to item 7.4. Uh normally, uh as chair of the audit and finance committee, I'd be bringing this forward. I'm wondering if my vice chair might be able to uh bring a motion to receive and approve the recommendations contained within the AFNA report, AFA26003 from February 26. I've kind of done all the wording for you there, Mike, if you'd be so kind as to bring that motion. Deputy Mayor, if it was anyone else asking, I would say no. But for you, I will move that. And uh you can second it for me if you wish. I wish to do that. Thank you very much, Vice Chair Spataphora. And I'm looking around to see if colleagues have any questions about the AFNA report. And I'm seeing none, which means we are moving on to the vote. Please indicate your vote now electronically. And that carries by margin 130. Thank you, colleagues. We're moving on to item 8, which there are no items for consideration, which means we're moving now to item 9, 9.1, which is an amendment to the council decision of December 10th, 2025 respecting minute 9.1J of the December 4th, 2025 audit finance administration committee meeting minutes, pardon me, AFA25014, W 2 community grants, Q420 2025. Councelor Crutch, if you could please present your motion. Happy to. And reading the title of the motion was more work than the motion itself is doing. So, thank you for that. It's simply just changing the name of an organization so we can issue the check under their proper legal name. That's it. Thank you. My second is Morin Wilson. Thank you. So, it's moved and seconded. I'm looking to see if there are any speakers to the item, which there are none. Uh with that said, now please indicate your electronic vote. And that carries 130. Thank you, colleagues. There are no notices of motion recorded here. And I'm looking around quickly to make sure I haven't missed anything, which means we are moving on to item 11. I expected to be efficient. Not this efficient, but expected to be efficient. Uh, if you could please use the speakers list to indicate if you'd like to do a statement. You'll be afforded five minutes to speak on a topic of your choice. Um, please indicate your your desires, your request to offer a statement at this time. Starting with councelor Tom Jackson, please. Thank you, uh, Deputy Mayor, uh, BeD. I'd like to tell my colleagues and share uh, Broutton East Park franophhone community Paul Sylvester story on February 25th last week in room 264. Deputy mayor, we witnessed a historic milestone signing. Mayor Horvath, Monavanir Director Nicole Malot, Monavanir Chairwoman Genevie Griier, and Viam Director Sebastian Fontan all signed the land exchange agreements. A nearly 12-year journey had finally come to fruition. 700 Garner Road East, 14 acres, would be the site of the new combined franophhone school. And my Broutton East community would finally have the knowledge and security with city ownership that their 9 and a half acres of green space with future recreational amenities would be preserved for generations to come. To Mayor Horvath, you made a commitment when you became mayor that you would support the establishment of a new state-of-the-art franophhone school. And good to your word, mayor. You did it. I offer my congratulations to you, councelor Casar, as the new councelor Franker. And when the planning committee reports finally came to committee last summer, you were very supportive of seeing the new combined franophhone school project approved, all the while ensuring that care would be given to preserving the wetlands on the site, which has been your hallmark. What unfortunately, Deputy Mayor Bey, has been lost in this story, intentionally or unintentionally, is the miraculous never say die efforts of my park citizens committee, a 14 member group that voluntarily came together in 2013, garnered a 400 plus name petition to save their green space and parkland and recreational components, which they had, by the way, fundraised for with city capital matching dollars back in the '9s. And also because they didn't want that parkland extinguished by a multi-story building and paved parking lot. The franophhone communities have waited over 25 years to achieve their new school. Well, let's not forget the Brouttonese Park neighborhood was on tender hooks for 12 years, not knowing if their advocacy would be re rewarded, all the while losing full access to their park that they had used since the late 1980s because no trespass signs were then later erected and installed to ensure no liability occurred to either the city or Moan Avenue. Since the city deputy mayor did not own the site, children could no longer use anymore the playground or the splash pad or they couldn't even play pickup games there either since it was not city-owned. The Brouttonese Park community and quite frankly my office and myself were the forgotten players when the city's official media release came out last week along with the spectator story. To the Bay Observer's credit, they wrote about the forgotten piece of this magnificent win-win story. I am saluting today Deputy Mayor Bey the Brout East Park Citizens Committee made up of co-chairs Diane Brunetti, co-chair Josie Costco, Kathy and Rod Lorac, Dr. Michael and Patricia Smith, Mr. and Mrs. Heidi Belalcom, Joe Spelatro, Paul and Terresa Shiaetti, Angelo Costco, Rob Brunetti, Cheryl Montani. These are the unsung heroes for not only preserving their parkland, but also triggering a three-way conversation with the willing developer, Mr. Paul Sylvestri and franophhone representatives so that instead of a winners and losers scenario that easily could have been years ago instead there would be all winners. Lastly, what may seem like a form of self agrandisement? Well, the W 6 office and this counselor never ever gave up on the dream of ensuring Brouttonese Park would be city-owned. An equally valued member of our city in an officially bilingual country would have their dream fulfilled, too. This unprecedented three-way arrangement has reached its destination for all parties. May this initiated W 6 model through my office and my efforts be the standard for future successful collaborations to make our city deputy mayor bey even greater. My oldest file is now complete and honestly I'm exhausted. Thank you very much. Thank you councelor Jackson and indeed a uh a really good outcome for that and thank you for your work on that. Sir, I'm looking to see if there are any other members that wish to make a statement. Moving now to Councelor Matt Francis, please. Thanks, uh, Chair. Uh, Joel Benjamin, 34 years old, has been charged with attempted murder possession for the purpose of trafficking at the time of his arrest. Investigators seize a quantity of suspected controlled substances, including a significant amount of suspected fentanyl. Benjamin was arrested in the company of a 36-y old Toronto man who has been charged with possession of for the purpose of trafficking uh proceeds of crime over 5,000 and the police seized as well $30,000 in gold bars. So this is the initial crime that took place January 2nd when officers responded to a stabbing at the Red Rose Motel which has been the scene of numerous violent crimes and drug calls uh 380 in fact since 2020. And this type of crime is a regular occurrence at the Red Rose Motel. And this is why we're looking at purchasing this property. Uh we can't allow this anymore. We can't turn a blind eye to this anymore. Uh the cost of uh emergency resources alone will pay for this site 10fold. And I just want to uh finally end by saying a big thank you to the Hamilton Police Service uh for responding uh and continuing to keep our community safe and getting criminals like this off our streets. Thank you, Chair. Thank you, Councelor Francis. Moving on next to Councelor Mark Tatison, please. I just wanted to remind all my constituents that we have a grants program. People can apply for up to $2,000 through the ward council for um various uh activities involving children or seniors and a community uh for community benefits. Also wanted to um talk about March skates. March 15th, 17th, and 22nd free skates at the Glen Brook Arena. And uh this past Saturday we celebrated the coldest year of the event from Glamour um community services in which we raised between 17 and $25,000. We're still waiting for that total. Uh that goes to Meals on Wheels programs that service all residents across the mountain. Thank you. Thank you, councelor. Moving on next to boarding councelor Rob Cooper, please. Thank you, chair. and uh just wanted to provide my residents with a um update in terms of what I've been up to for the last since the last council meeting. So um had an opportunity to meet with Manny Figerto with respect to the YMCA and the powerful vision that they have for um their uh outreach here in Hamilton and it's very exciting to see what's going to happen. I say for those who haven't had a chance to uh better understand the vision for Hamilton, I would encourage you to go to their website and reach out to them. also had an opportunity to visit the YWCA and tour with Mura Uppo and another powerful vision for the city there and just some really exciting things transpiring. So similarly I would encourage you to go to their website and and see what's happening but uh really some transformational visions for Hamilton and really some frontline work with um those in the greatest need in Hamilton. uh my ward as I typically do every month. I go around to various um uh uh uh outreach programs and uh went to neighbor to neighbor, met with the executive director, Bington Hector, uh 1,800 families being fed there. Some some just uh uh you know, powerful stories in terms of the people are being impacted by this affordability crisis right now across our city. Uh it also um aligned with uh our most recent uh tax payment to the city and there is people who once they pay their taxes there's no money for food and so you know uh what Bington's doing there with neighbor to neighbor is just powerful in terms of filling that gap and that need for people. Uh same with Barton Stone uh United Church 100 lunches a week that's being created hand out to the community. So, another powerful impact that Doug Massie is doing there. And uh I'd also like to thank the Hamilton, Brford, Burlington Trades, uh for having me to speak at their AGM. Uh these are the people that build our city and uh really everything that we rely on in terms of infrastructure around Hamilton. They have a powerful impact on that. So, I would like to thank them for that as well. And thank you, Chair. Okay. Thank you, Councelor Cooper. And I don't see anybody else. I'm going to put myself on the speakers list. So, I'm just going to turn it over to councelor Cooper if you could take the chair for a minute. Over to you, councelor Bey. Thank you for that. Uh followings on some of the the themes already brought forward um by other members. We've got a number of recreation programs happening over the March break in W 10 at Saltle Arena, at Brewster Pool, at the Winona Rec Center, open gym, open skate, open swim. Uh couple hours on a couple of days. So, please go to our social media and find out the schedule or contact my office or just look for the posters that are being put up in those facilities and please take advantage of the terrific recreation facilities that we have in W 10. We know that we'd like to have even better ones on the way at some point soon. Um, also number of events I'm looking forward to attending in the role as deputy mayor all across the city. Uh, so if I bump into you, please come over and say hi. looking forward to exploring uh the boundaries outside of W 10 a little more deeply. And with that, I'll take the chair back. Councelor Cooper, over to you, Chair. Thank you. And so, uh there are no wh there are no further speakers for statements by members, which means we are moving to item 12, uh which is the closed session minutes. Starting with 12.1. If I could have a motion to adopt the closed session minutes of the February 11th, 2026 meeting as presented. I've got a mover in councelor Tatison, seconded by councelor Francis. Thank you. Any Well, I guess the conversation would would not happen because it's closed. So, I'm just looking for a hand vote. All in favor? And that passes. Thank you, folks. Moving now. Um, I'm looking to see if we are going into close session to have the conversation on the agenda item, which would be 12.3. I'm seeing the shrugging of shoulders and the swaying of heads. So, if there is no need to go into closed, then we are going right to Just give me a second to orient myself to 12.3, which means we are going right to the adoption of the report in public session, which would be PW26040, the Hamilton Waterfront Trust Transition Update. If I could have a motion to receive and maintain the confidentiality of this report. Moved by councelor Cretch, seconded by councelor Paul's. Thank you. Uh, show of hands, please indicate your vote now. That is unanimous. Okay, we're moving on now to item 13, which is the adoption of bylaws. Uh, Councelor Cooper, if I could have a motion on the bills, please. Thank you, Chair. Moved by myself, seconded by councelor Jackson, uh that bills number 26-042 to number 26-053 be passed and that the corporate seal be affixed there too and that the bylaws be numbered uh be signed by the mayor and the city clerk to read as follows. And that continues on through through 042 through to 053. Thank you, chair. Thank you, councelor Cooper. Any questions, comments on the bylaws as presented? And I do not see any. Therefore, we would be taking an electronic vote on the bills as presented. Please indicate your vote in describe now. And that passes 130. Thank you colleagues. Which brings us to the end of the agenda. I'm not going to say it's because I'm standing here but but maybe maybe a little. And Janet. Oh, thank you Janet. What are we going to do next meeting? I don't know. There's no B no further business. Therefore, this meeting is being called adjourned at 10:11. Thank you folks. Have a good day.
