With that, we are on item one, the
disclosures of pecunary interest.
Okay, seeing none, uh we'll move on to
our consent items. We have four. Uh I'll
look to members of the committee to see
if there's any requests to pull any
items.
Seeing none, motion to approve. Thank
you. I have councelor Ferrer and a
seconder, Councelor Traso. Thank you so
much. And with that, we will open this
for discussion. What would you Who would
like to speak on these items? Councelor
Trusso, I'll start with you.
I just wanted to um briefly acknowledge
the work that's been done on the
contribution agreement uh the community
action for prenatal and child health
program. Um this is something that
doesn't get a lot of council um
attention or time. There's nothing
there's there's nothing unusual or
controversial here, but I just I just
want to say um this is very important to
the community and I just wanted to not
pull it, but just say thank you for the
work.
So that's it.
>> Thank you. I'll go to Councelor Ferrer,
then councelor Hopkins. Councelor
Ferrer.
>> Thank you, Chair. And I'll just um I'll
also I guess speak to the next item, the
uh YMCA center branch and the aquatics
program and city staff uh opening that
up for everybody uh beyond uh YMCA
members. So I just want to thank you for
the great work there, too. I think it's
going to be a great addition. It's
definitely needed. So I appreciate the
work. Thank you.
>> Thank you. I'll go to Councelor Hopkins
next.
Yeah, thank you, Madam Chair. And maybe
I'll start with 2.2, which is the YMCA
center branch program services and
access agreement. I um I love swimming
in our pools and uh really pleased to um
see that we've got 6,000 aquatic spaces.
So, my question maybe through you, Madam
Chair, to staff, is we're in a we do a
five-year agreement. It's up for
renewal.
Have we seen do we know what those
increases look like uh during the past
number of years?
>> Thank you. I'll go to Miss Smith.
>> Thank you and through the chair. We're
very excited about the 600 aquatic
spaces. Um we will look at this
annually. We'll see how it also it also
allows some uh drop in passes too. So
we'll see what the uptake is. There's
always ways based on availability to
increase those. As you know, we also
partner and have some capacity currently
in our aquatic programs, our city of
London aquatic programs at both Stony
Creek and start.com. So, this is our
third YMCA, which is very exciting. And
we continue to monitor monitor those and
staff from both sides u meet quite
regularly throughout the year to to
discuss capacity opportunities and and
potential challenges too.
>> Councelor Hopkins.
>> Yeah, thank you. And on top of that,
it's quite affordable to go, uh, and do
some lane swimming, which I enjoy. So,
um, really good to see our pools being
used. Uh, and many thanks to the federal
government on 2.3. That money is very
much appreciated on behalf of the
municipality. So, thanks for the report.
>> Thank you. I'll go to councelor Purple
next.
>> Thank you, sir. Chair to the staff. 2.2.
I'll start with YMCA. um these
individuals, they'll be signing up
through our portal. How is it going to
be in terms of the liability if
something was to happen to these
attendees at the YMCA premises?
Thank you. And to the chair, this was
work done very closely with our legal
and risk department along with legal and
risk department at the YMCA. So it
follows the very same agreements and the
responsibilities and as part of the
agreement they have signed on to any uh
provincial requirements through for
example the Royal Life Saving society.
So this is the same and similar
agreements that we've been doing for a
number of years both at StarTech and um
at Stony Creek 2. So they are
responsible as they are in in their
facility and and those have been clearly
articulated into the in the agreement
that is before you today.
Thank you. So just to reiterate it uh if
something was to happen at their
premises, city of London will not be
reliable responsible for these. It will
be the premises of YMCA, the
organization of YMCA. Correct.
>> Miss Smith,
>> sorry to the chair. That is correct.
>> Council,
>> thank you very much. And I do have a
question regarding the 2.4 for and if
you could please uh there are uh
recommendations A B C D I understand the
A that's in front of us now but can you
clarify for me kind of the timing B CD
in terms of when it's in the process
circulated
province organizations and then when it
actually comes back to us in D what what
is going to be kind of our power I know
you're coming just back with the
implementation plan but BCD if you could
please explain to me timeline and where
will be able to adjust change. Thank
you,
>> Mr. Dickens. Go ahead.
>> Uh thank you and through you, Madam
Chair. So for um B, we will B and C uh
pending council approval. Uh we will be
submitting this to the province prior to
the end of May. Uh so May 29th uh is our
deadline to submit this to the province.
So we'll be doing that. Uh, as far as D,
we are in the provincial hands in terms
of how long they take to do any review,
any back and forth, questions,
revisions, suggestions, things like
that. Uh but once we hear back from the
province, uh we will move as quick as we
can to put together an implementation
plan that's well thought out uh covers
all the aspects of this 5-year plan and
then uh we bring that back to committee
and council uh for council to make
decisions on what they want to see
implemented. Again, when you look at
this in entirety, you have various
bylaws this council's passed um when it
comes to housing stability and and uh
supporting uh all tenants and residents
in London, not just in social and health
development, but through municipal
compliance and others. Uh but you have a
five-year plan and we also have before
committee and will be coming again
before committee is a procurement
framework. So when you start to take the
the multi-year plan, you take the
procurement framework and you take the
other reports that are have been before
you, uh you start to see the entire
picture. Uh and that is where council
directs. Where do we want to see the
resources go? Where do we want to see
the efforts go? And what are those
outcomes we want to achieve?
>> Councelor,
>> perfect. Thank you very much for that.
And just follow up and I I don't know if
I missed it or not. where in the
province May 29th where are the local
organizations to the community partners
in the in this timeline
>> Mr. Dickens.
>> Uh thank you through again when we
submit to the uh ministry we'll also
submit uh as C indicates uh we'll submit
to our community partners as well. Um
noting in the report uh that many
organizations including the general
public have been uh involved to the
state already in shaping this plan.
>> Councelor Pville,
>> thank you very much for all the answers.
No more questions or comments.
>> Thank you. Any other speakers on
consent? Councelor Traso.
>> Um, thank you. I wanted to um I wanted
to refer to 24
um the the report in part three,
improving community safety and
well-being.
3C,
completing regular inspections to uphold
health, safety, and maintenance
standards. And I was hoping I could just
get a little bit more detail about what
the program is there and is is is going
to do in light of the um very very poor
ratings that London Middle Sex Housing
Corporation has received in its asset
management plan.
>> Thank you. I'll go to Mr. Mathers
>> and sorry I'll go to Mr. Felberg.
>> Uh thank you inter madam chair. Uh so a
big part of what we're doing in the
social and community housing um work
that we're doing, we're going out, we're
doing building condition assessments as
part of our transition from end of
mortgage uh into our service agreements.
So that's an opportunity for us to go in
and look at the capital needs in the
different uh properties and different
projects around this around the city and
into the county. Um, as far as uh
specific and acute issues, those are
those come through uh our municipal
compliance folks and they'll be
undertaking property standards reviews
uh as necessary uh in order to uh
identify where some of the challenges
are and then provide support uh or
identify what those challenges are to
the the different uh nonprofits. As far
as funding goes, we rely very heavily on
the COCI program that we receive uh the
the funding from the provincial
government in order to make a number of
those repairs. Uh so as we develop the
implementation plan and as we work
through the details uh following the
provincial guidance that we received
after we submit, we'll be able to refine
that a little bit more and be able to
bring something back uh a little more
specific for council to consider.
>> Um thank you. you and I I'll be um
looking forward in anticipation of uh
further details because as you know I've
raised this I I raised this at the last
shareholders meeting. I wanted to
institute more proactive inspections at
least in the uh very poor and poor
buildings. I did not get support for
that but I really hope that this is
moving along because I think London
Middle Sex Community Housing needs a
little additional um what's the word?
nudging to take care of these matters.
Thank you.
>> Thank you. I'll go to councelor Hopkins.
>> Uh thank you, Madam Chair, and I uh just
make want to make a quick comment and
and maybe a question through you to
staff on 2.44.
Uh first of all, thanks for the update.
Thanks to the 500 participants. It was
really good to know that there's a lot
of feedback coming from the community on
this plan. So, uh maybe a question when
we um
talk about affordable housing, uh I know
it's set up, we have different types of
affordable housing, but will that be
identified more when we get the plan
back. I'm always wondering when I read
the word affordable housing, what
exactly are we referring to? we're
referring to a townhouse
or are we you know it's so broad and
when I read sometimes these plans it's
I'm always questioning what exactly do
we mean
>> thank you
>> thank you Mr. Felberg.
>> Uh thank you through you madam chair. So
um as you dig into the plan and and you
go into the create more housing stock
section or the strategic area focus uh
we do identify some of our goals and
some of the results we'll be tracking uh
through that and some of the outcomes
that we're going to measure. So some of
the things that we'll be looking to
increase uh approval uh construction and
occu uh occupied units would be for
residential highly supportive and um
affordable
uh um affordable units. Uh we'll also be
looking for how we can retain our below
market units which are some of those RGI
units that we talk about. Uh and then a
big part of that also will be decreasing
the number of individuals and families
on the community weight list which is
not uh really part of your question. Um
what we can do when we come back is we
can identify how uh the different unit
types and the different target
populations uh that we're looking to
support. We can identify how we're
looking to do that. That's big part of
the road map and what we're doing uh uh
with council's endorsement to build more
affordable housing in the community. Uh,
I think that would probably um allow us
to connect it back to the housing needs
assessment, which was something that we
did as part of our housing accelerator
fund in order to identify where in the
city we needed different types of units
and uh which families we needed to
support.
>> Councelor Hopkins.
>> Yeah, I I really uh do look forward to
the plan coming back and and with those
definitions and understanding. I know
it's very complex and how we understand
the different types of housing in our
community is something that I would
appreciate. So, thank you.
>> Thank you. I'll look for any other
speakers on these items.
Okay, seeing none, we'll open the vote.
closing the vote. The motion carries 5
to zero.
>> Thank you. Uh we have no scheduled items
or items for direction. I've not been
made aware of any deferred matters or
additional business, but just looking to
committee members to see if there's
anything else
just for number five right now. Um, and
so that moves us to number six, which is
our confidential item uh 6.1 and the
reasons are listed in the agenda.
Looking for a move on this item. Council
Hopkins, councelor Ferrer.
Thank you. We'll open the vote on that.
>> Closing the vote. The motion carries 5
to zero.
>> Thank you. And we'll just prepare the
room.
Thank you. I will ask councelor Privile
to report out from in camera.
>> Thank you, chair. And I would like to
report at uh 6.1 under confidential
agenda at today's committee and
protective services committee. Progress
has been made. Thank you.
>> Thank you. With that, we're on item
seven, adjournment. Looking for a motion
to adjurnn. Councelor Hopkins, councelor
Ferrer by hand. All in favor? Closing
the vote. The motion carries. Six.
Thanks everyone.
