Thank you. Now, we have three announcements that will require photos to us. Maybe we'll do these announcements and then do the photos all together. Um the first announcement is in regards to the launch of the 2026 FIFA World Cup licensed product line. The council sponsor is Councelor Power. I believe we have Marlene Spence, Germaine Spence, and Zaram Nasier here in the to speak to it. Good morning. Good morning, honorable Mayor Brown and member of council. My name is Marlene Spence and I am the co-founder and executive director of the Chance Center. We are a registered charity located downtown Bmpton supporting neurody divergent individuals and underserved youth through life-skll development, job training, and inclusive employment. At the Chance Center, we believe people don't lack ability, they lack access to real opportunities. That's why we created SPS Collective Skillbuilding Studio Collective Co. Our social enterprise. Next slide. Through SPS, we've built something different. This is not a program where people just come, learn, and then leave. This is a hands-on production space where individuals are designing, creating, and fulfilling real orders and earning stipens and hourly wages for their work. They are building real skills in a real environment that leads to real pathways moving forward. Next slide. And today I am here to share something that is a big moment not just for our organization or the neurody divergent and underserved community but for Bmpton. Next slide. Today we are tremendously proud to announce that we are producing Toronto 2026 licensed apparel and drinkear connected to FIFA World Cup 2026. It's taken a long time for us to get to this point. Next slide. What you're seeing on the screen are samples from our collection. The collection falls under local, cultural, and community heritage goods. We had to create pieces inspired by Toronto's multicultural identity and designed as meaningful keepsakes rather than traditional sports merchandise. Next slide. Next slide. Next slide. You'll also notice that something in there's something intentional. Sorry, can you go back? No. Next. Yes. Thank you. You'll also notice something intentional in the design. There's a touch of Bmpton in every single piece. From the name of Bmpton to the downtown Bmpton flower, this is about representing our beautiful city of Bmpton on a global stage. Next slide. Next slide. This journey began last summer and I can proudly say that we are have successive successfully passed all the stages of approval and our collection as of today they will all be available. What makes this so special is that it's not just about products, it's who's behind them. This collection was co-designed by neurode divergent individuals including those with neurody diver sorry including those with developmental disabilities autism down syndrome alongside racialized youth who have been who have faced real barriers to employment. They are involved in the design, the production and the fulfillment. We are proud to say that they are not just part of a program but they are a part of something global. I also want to take a moment to recognize Forge and Fabric of Bmptonbased manufacturing company and Zaram who's here today. Uh his expertise and partnership and belief in what we are building has been instrumental in bringing this all to life. Our partnership with forged fabric will allow us to scale our production on a level that we could not have done on our own. We could not have done this without them and we are tremendously proud to recognize them as a key partner in this work. I also want to take a moment to recognize councelor Rod Power and his team for their support through this journey. As a member of the accessibility advisory committee, councelor Power has been a strong advocate for ensuring people of all ages and abilities can live, work, and fully participate in our city. our encouragement, guidance and belief in this work helped me to stay focused during moments when I was falling apart and when I felt overwhelmed and he reminded me of the impact of this initiative um the initiative that this is going to have on many lives. I'm so grateful for the broader support from all the city councilors and the community who continue to champion inclusion across our city. This is truly a colle collective work and it means so much for us building together. Next slide. We are building here. What we are building here is bigger than just a product line. It's a model, one that shows what's possible when inclusive employment community organizations and local businesses come together with intention. And we're proud that is that's happening right here in Bmpton. Every purchase from this collection directly supports participants, stipens, wages, skill development, and meaningful employment pathways for individuals who have historically been excluded from the workplace. As we move forward, as we move towards launch, we're inviting the city's continued support. We would welcome welcome opportunities to be part of spaces like the Bmpton's farmers market to partner with Experience Bmpton and to be and to bring this initiative directly to the community. We are also truly grateful for the city's support and helping us to share this across platforms and at all events uh in the upcoming months, helping us spread the word so people can truly see what's possible when Bmpton businesses and community come together. Next slide. So, this is a very big moment, not just for us, but for what inclusion could look like in our city. And I'm proud to say that individuals who are often underestimated are now helping put Bmpton on the map as part of the world's biggest support biggest sporting event. Thank you. Incredible. That's absolutely incredible. We're looking to take a group photo, too, after we finish the um the announcements. Council Power, want to be the council response? Thank you, Mr. Mayor. Um, as the representative on council for the accessibility committee, uh, I just want to say it was an absolute pleasure working with you all. Um, these shirts, all the products that you see are completely made here in Bmpton. Zarum from Fortune Fabric. Thank you to Denise Mccclure from our economic development office for taking us on a tour of Fortune Fabric. And if it wasn't for that tour, we wouldn't have gotten there. The tags are printed by Print One. It's another based Bmpton based company. And then, of course, the product is uh at the Chance Center. So, I'm extremely proud of you. I'm very happy for you. Germaine, you can finally get some sleep. All the um all the opportunities where you've had to stay awake u and listen, maybe cry a little bit. All the approvals are done. And I can tell you this is not an easy process um to be able to have official FIFA licensed product. Um there is a massive amount of um steps that they have to go to. Zarum had to go through a massive amount of um audits, including a $13,000 audit to be able to um to get there. So, I would like to direct staff um to possibly work with the Chance Center um to see how we can support these guys as well as economic development to see how we can work with these guys and maybe the board of trade to get some corporate uh partners in involved as well. So, thank you very much. Very proud of you. And I also have a t-shirt for every one year on council. Okay. Wonderful. Amazing. Thank you so much. Our next announcement is sit tight because we're going to do a group photo as soon as we finish. Um our next announcement is for World Boxing League 154 pound champion. Uh this was done sponsored by the deputy mayor. Uh we have Dwith Fraser and Joshua Sinclair Fraser, Bmpton residents, World Boxing League. Um for this announcement, if we could have them up to the front, mayor and counselor Power will be the response for this. Bring the champion to the front. Councelor Fleshy, the champ is here. Champ is here. here. Hello. Hello. Hello. Uh, thank you for having me today, mayor and city council, the city of Bmpton. I do appreciate you guys for letting me um represent Bmpton, not only Canada on the world scale. Been in boxing most of my life with the help of my father, my coach, my mentor, and with the help of city, you know, with the help of all my friends, the city, and you know, everyone here today, I want to continue to represent Bmpton on the world scale. and uh I'll keep making us proud. Don't worry, I got us. Thank you guys for all the support and uh let's just continue making history in the city. Thank you. Do appreciate it. Absolutely incredible. Yeah, my coach, my father. I just want to uh say thank you to the mayor. Thank you to also Rob that's already been in our corner all time. um listening this morning to all the things going on in Bmpton. I'm so proud that this is my city because we're on the road stage everywhere and I want to thank everyone here and for everything you guys are doing a good job. Amazing. Thank you, Councelor Power. Thank you, Mr. Mayor. We're just going to go through some of the accolades because, you know, you guys didn't do enough justice for yourselves. Um Josh is born and raised here in Bmpton. Dwight um immigrated to Bmpton many years ago, but is also a legend. Dwight is um about to be inducted into the Ontario Boxing Hall of Fame for his contributions to the sport of boxing. Josh is currently the World Boxing League 154 champion, 154 pound champion. He's the Canadian lightweight middleweight champion. His record is 15-0, 12 by knockout. And if you saw his last fight, it was in a minute and 47 seconds. He is a phenom in the city of Bmpton and he represents Bmpton very well. And uh I think he's got a special presentation for the mayor as well. Thank you. Thank you so much. And um we're going to do a group photo as soon as we finish the one last announcement, then we're going to start the photos. And this is um from Councelor Keenan. Uh thank you, Mayor Brown. It's through you. I'd just like to take a moment today to recognize something that often works quietly in the background uh but is absolutely essential to everything that we do here in the city of Bmpton. Today is administrative professionals day. Uh it's an opportunity for us to acknowledge and sincerely thank the administrative professionals who keep this organization running smoothly every single day. These are the individuals who manage the details, coordinate the moving parts, solve problems before most of us see them and ensure that the that our work big or small gets done efficiently. Their contributions may not always be front and center. Uh but they are felt in every successful meeting, every well-executed project, every seamless interaction with the public. Uh they are the backbone of our operations, organized, dependable, and always stepping in when it matters the most. Um what stands out the most is not just the work that they do or how they do it with professionalism, patience, strong commitment to supporting both staff and council. Uh they are often the first uh point of contact. Um always working behind the scenes representing the city with excellence. I know um I couldn't do my job without the three incredible women in my office, Hea, Victoria, and Harmon. Not a day goes by where a resident from WS three and four doesn't mention how helpful they are. um and how much uh I appreciate them. Um I would also like to take a moment to recognize Hea Ikbal who is the backbone of my office on her 10-year anniversary with the city of Bmpton. She's had many roles uh across the municipality and her knowledge and advice has been instrumental to a lot of uh the programs that we put out this term. Um she lights up every room she walks into and she's respected and appreciated by so many across the organization. So, I want to thank you, Hea, for your dedication and congratulations on 10 years at the city. Uh, so in closing, on behalf of council, I want to extend my sincere appreciation to all the administrative professionals across the city of Bmpton. Your work does not go unnoticed and it is deeply valued. So, thank you very much. Thank you, Mr. Mayor. And um and I believe we have um a certificate for Hiba that we'll present with the photos. Um, and just to note, not only has she worked in councelor Kina's office, worked for councelor Santos and Versante and in the CEO's office, and we appreciate her dedication and councelor Plushy. Now we're going to do the photos. Mic's not on. Yeah. Yeah. Rotate people in red dress. Rotate people in. We should start doing that. It's a good idea, right? Smile. A good drug day. That's okay. Tanzania day. We'll send it to you. Thank you. Thank you so much. National Volunteer Week. National Volunteer Week. National Youth Week. National Youth Week. Um, Michael, can you pass me the other two there? And my and the shirt. Melissa. Thank you. The large Congratulations. Wait, wait, wait, wait, wait, wait, wait, wait. Okay, don't tell me what to do. Let's back up a bit. There's more people coming in. Are we are we good? Fry week. Elizabeth Fry week. Let me tell you. E fried deep fried black because I don't think I think you so much human day. There is no human val. Black royals day. And then we have to do beside me. Big man. You and me. My guy. Unless you want this side. No. No. No. No. You need to move. Sorry. You're in the photo. Keep going. Uh, no. Next up, we have Heaball. Heaball to the front. and Marlin. She works in the CEO's office. Where's Marlin? Marlin. I'm here. I'm here. Chance center. Okay. Now, Rod. Yes, sir. All right. Hello. There's my guy. I hear you. Denise. Yes. Come on, champ. Come on, coach. I join you. We grew up together. Never mind. Good. Good. Okay. Now, members of council, I got a request from Councelor Plesi um to alter the agenda. Um Councelor Plesi, I believe there's something in the committee minutes. Thank you, Mr. Mayor. Uh it was just a a staff um I didn't I didn't form a motion last uh committee meeting. So, I wanted to hold the the minutes and and formalize uh the the discussion request uh into a motion. That's all. So, if I can reopen the agenda to hold the minutes from last uh committee, I'd appreciate it. Thank you. Do I have twothirds to reopen the agenda and add that item? I see there's two/3s. I'm going to also ask councelor's request if I can move up um 15.1 because I have to go down to Queens Park now u for a mayor's um advocacy meeting with the premier at 12:00. Um and uh this is the item I have on the agenda. Um so if we could just move that up. Do I have the consent to move this up on the agenda? Thank you. Okay. So we will deal with item 15.1 as item essentially after 6.4. Um, also council Kenan, we didn't give Hebal a chance to respond, but she's left. Okay. Okay, back to work. Okay, so item 15.1 we'll do next. Um, this was moved by myself, seconded by councelor Keenan. Um, and just our heart goes out to the Maduros family. Such an incredible um, lady that meant a lot to the community. She used to uh spend a lot of time in Roampton Park and I thought it only appropriate um to have a commen commenerative bench in her honor. Um someone that radiated community spirit and was incredibly proud of um her son. I followed her on social media and Facebook and she was uh larger than life and um I'd like to honor her with this um naming and just know to the Maduro's family um that we know how much you loved uh Judith. Uh there's no words that do justice to losing uh mom, but in the city of Bmpton we're not going to forget her. And thank you councelor Keenan uh for seconding that. All those in favor? Oh, no. No. He's he he declared a conflict. Yeah. All those in favor? Motion carries unanimously. Okay. Um I'm going to pass the chair. Councelor Santos, can you jump in the chair? And I am off to Queens Park to do my best to advocate for us. Mayor. All right. The next item on the agenda is the added announcement. Oh no, not okay. 10 point 4.2 report held by councelor Plesi staff report recommendation report application to amend the official plan and zoning bylaw. Um over to you councelor Plesi for holding this report. Thank you um madame acting chair. Which one is this one? Sorry. 10.4. So happy to support the zoning bylaw. um still want the uh site plan to come to council once uh the commissioner of public works and the commissioner of planning are satisfied that that site plan is uh is complete. Um but have that come to uh to council for approval. Need that to be formalized too, please. Okay. Motion moved by councelor Plesi, seconded by councelor Bar. All in favor? Anyone opposed? That carries. The next item on the agenda that was held is 12.2 committee of council minutes. Over to you, councelor Plesi. Madame acting chair. Um, last week I uh requested staff go to look at our uh monthly gym membership uh to provide women the opportunity to have a membership that lasts 37 days. Um, and it's the studies had shown that uh uh women during the month during their month um of uh uh their seven days of ministration. See, now I got my kids in my head, my girls, and sorry. Um, during that time, uh, it's been showed that women don't, uh, go to the gym on those days. So, would like the opportunity for us to move our monthly membership for them to 37 days. Um but vice versa if we wanted to maybe have the opportunity where we um reduce the fee down to uh so minus the the seven days of whatever the contract. So I really want to open it up for opportunity. Um so but formally in the motion want you to go through and have um the um the correspondence with uh or the communication um with people that uh attend the gym um and to bring back the report. If uh the commissioner of community services could help me with this some of the language I appreciate it. Uh just looking here through the through the um acting mayor if if we look at the fees uh for maybe I'll work with the clerk councelor Blesie here during a break and we can bring something back just so we just so we get the intent of your motion. Okay. I think the staff uh request there is just needs to be um put into a motion. So, it's not actually a request. Okay. So right now we have a draft motion on the floor that staff be requested to undertake consultation and to report on the possibility of including an additional week to monthly memberships to count for portions unused due to menration and review and consider a reduction of the associated fee um during that one week I take it for that monthly membership for recreation. Does that suffice? Councelor Kleshi and staff to report back. Yeah, staff to report back. Timelines, anything uh through through the acting mayor? I I would say at least a month. At least a month. Perfect. At least a month, possibly longer before the uh the summer recess if there is one. Mid to late June. Okay. Excellent. This will come back mid to late June. Moved by councelor Plesi, seconded by uh councelor Keenan. All those in favor? Any opposed? Thank you. That carries. Uh the next item on the agenda is 16.2 add a discussion item from councelor bra regarding active transportation plan build a connected cycling network. Thank you through you madam chair. Um we had many residents on clockwork drive where they were they were having people over but not having sufficient parking. They had to go into the inner streets to park and walk all the way. But um I do have a motion on the floor just to see um what options are available for us. Um maybe I can just re read out. Therefore, it be resolved that staff be directed to value options and associate costs to permit on street parking on one side of Clockwork Drive and maintain east west active transportation connectivity through alternative measures such as shared use space and appropriate signage. and two staff report back to council with recommendations in May 2026 with implementations to f follow thereafter. Thank you, councelor Bar. Moved by councelor Bar, seconded by councelor Plesi. All in favor? Any opposed? That carries. Next item is the added item 16.3. Madame clerk, I don't recall who added that. Madam chair, this is councelor Keshi. Added this item. Great. Councelor Plesi. Thank you. Um, madame acting chair, just to formalize um the uh motion to to uh wave the fees for the Heartley Tool Troopers uh family fund night and volunteer appreciation event. Uh it's something that we've done every year. Uh just need to continue to uh um to work this. The um the motion is there on the screen. If there are any questions, happy to respond. If not, um moved by myself, seconded by uh council. Thank you. Thank you. Moved by councelor Plesi, seconded by councelor bra to continue waving the fees for turtle troopers annual family fun night. All those in favor? Anyone opposed? That carries. The next item is public question period. Madam clerk, do we have any questions online or here in person in the gallery? Madam Chair, I don't see any questions online at this time. Thank you so much, Madam Clerk. No questions. The next item is bylaws. We are now at the portion of the meeting dealing with adoption of city bylaws to give effect to council decisions made at this meeting. I have a motion. Madam clerk, sorry. Sorry, madam chair. I just want to note that the motion will be only to 69 and bylaw 70 will be addressed in a separate motion. Okay. So only to bylaw 69 69. So everyone from 58 59 60 61 62 63 64 65 66 67 68 and then 18.2 and 18.3 which is bylaw 69 and 70 will be dealt with after bylaw 70 will be dealt with afterwards. So you heard that as per the clerk. Item 18.3 bylaw uh 70 will be dealt with after moved by councelor Tour seconded by deputy mayor Singh. All in favor? Any opposed? That carries. Next item is close session. Next item is bylaw 70 item 183. uh moved by yes, councelor Ples. Thank you, madam uh acting chair. I'd like to um we've we've had some discussions with the residents uh discussions with the the land owners as well. Um there has been kind of a mix of trying to get uh places of worship into uh this potential specific area. I think the applicants are extremely excited about that. Um, we don't know how that looks and what that does to, you know, parking and and stuff like that. What we'd like is the opportunity to um for the applicant and staff to proceed with everything outside of that high-rise component of it, any of the high-rise or the the potential midrise, just any of the towers. um we'd like to push that off until um uh refer that back to staff, work with the applicant and staff on uh on that specific area. So if that reverts it back to a no problem, that's what it is. But everything else continue on as uh um as as things have been going uh through the chair through to councelor Plesi. So, um, based on that, staff have quickly prepared a new bylaw for council's consideration today that basically takes the two blocks adjacent to Missaga Road that were originally schedule zoned to permit uh, apartments and reverts the parent those two blocks back to the agricultural parent zoning until such time those discussions have been had. So, the new bylaw was sent to the clerk not too long ago and that would be the bylaw. Excellent. happy to move the new bylaw that was sent to the clerk and if we want to just push that off until after in camera. Sounds good. So, what we'll do with item 18.13 bylaw number 70 during the break we'll work on that and then in open session we'll deal with that matter then. Okay, we'll hold it for now. Thank you. That brings us to our next item which is close session. I have a motion moved by councelor Power, seconded by councelor Majeros to move into close session to deal with the following items. Item 19.3, verbal update, sponsorship agreement, open meeting exception under section 2392E of the Municipal Act 2001, litigation or potential litigation including matters before administrative tribunals affecting the municipality or local board. All in favor? Any opposed? That carries. Therefore, madame clerk, we are recessed for how long before returning to in camera? 10 minutes. So, 10 minutes to get back in camera will bring us to 11:04. Please be in camera till at 11:04 at which time uh we will discuss the matters and then report back in open session. Thank you. Okay, we're turning back from close session and before I report out in open session the business from close session, Madame Clerk, I think we should just return to item 18.13, the bylaw number 70-2026 with the revised wording. This was councelor Plesi seconded um let's do seconded by councelor bra because it's in ward six that the bylaw 702026 as amended before council at its regular meeting be given the required number of readings. Okay. So here's the amended amendment. Councelor Plesi, are you okay with the changes to the bylaw? through the chair through to uh councelor Blesi if I could ask the clerk to scroll down to the new revised schedule. Yes. Okay, we'll go down to the schedule so that the commissioner can take a look and make sure that the amendments if you there we go. Suffice for councelor Ples and councelor bra. If I could ask if you could just scroll back up real quick just to make sure. Yes. Yeah, it's those two parcels that are now zoned will be now zoned agricultural. Yep. Okay, we're good. Moved by councelor Plesi, seconded by councelor bra. All in favor? Anyone opposed that bylaw 70-2026 is now passed. Now I'll report out from close session in the continuing interest of transparency and open government. We will report in public session the outcomes from today's close session business. Item number 19.3 I believe madam clerk was the one that was held and direction was given in closed. Okay, that brings us to uh confirming bylaw. I have a motion moved by councelor forini and seconded by councelor Majeros to approve the confirming bylaw to confirm the proceedings and all decisions from this meeting. All in favor? Anyone opposed? That carries. Our last item of business is 21. Adjournment council is next scheduled to meet Wednesday, May 6th at 9:30 a.m. Motion moved by councelor Power Power, seconded by Council Tour to adjourn today's meeting. All in favor? Any opposed? That carries. Today's meeting is adjourned. We'll see you at council on May the 6th.
