on that gentleman down here yes come on
up thank you Carolyn and she'll be
presenting on the city initiated the
protection reinforce the Stalantis
Bmpton assembly plan uh plant lands as a
strategic automotive automotive
manufacturing employment area. Caroline
Croer is here. Carolyn, take it away.
>> Thank you.
>> Good evening, chair, members of council,
public, and staff. I'm Carolyn Croer,
strategic leader with the office of the
commissioner of planning, building, and
growth management. and I'll be
presenting a city initiated official
plan and zoning bylaw amendment for the
Stalantis Bmpton assembly plant focused
on reinforcing the long-term role of
these lands for automotive
manufacturing. Next slide, please.
This is a city initiated planning
application and no development is
proposed. The purpose of tonight's
meeting is to present the proposed
policy amendments and receive public and
stakeholder input. Staff will consider
all feedback and return to committee
with a recommendation report for
council's consideration.
Next slide.
The site is located at 2000 Williams
Parkway within the airport intermodal
employment area. This is one of the
city's primary industrial and logistics
corridors with direct access to major
goods movement corridors including
Highway 410 and Queen Street East. The
broader area supports a range of
manufacturing, warehousing, and
distribution uses. Within that context,
the Stalantis plant represents a major
automotive manufacturing employment site
and a key part of the regional supply
chain. Next slide.
This site represents one of Bmpton's
most significant manufacturing
employment areas. It supports supply
chains, contributes to local and
regional employment, and plays a key
role in the city's economic base. It is
also part of that broader strategic
employment cluster within the airport
interotal area. Next slide.
So, in February of this year, council
adopted a motion directing staff to
examine planning tools to reinforce
automotive manufacturing uses on these
lands. This direction reflects council's
recognition of the economic importance
of the automotive sector and its
commitment to protecting employment and
and investment in this community. The
proposed amendments respond directly to
that direction. Next slide.
Today, the lands permit a broad range of
industrial uses including manufacturing,
warehousing, and logistics. The proposed
amendments refine that framework by
reducing sight specific policies and
zoning to prioritize automotive
manufacturing and restrict unrelated
uses. In effect, this shifts from a
broader industrial permission framework
to a more targeted strategic automotive
manufacturing focus. Importantly, this
does not introduce any new development.
It does not change land ownership and it
does not remove the lands from the
employment area. It is focused on again
reinforcing that long-term employment
function of the site. Next slide,
please.
This proposed approach reflects several
key considerations. As I've mentioned,
it protects a strategic automotive
manufacturing employment area. It
maintains the land within the employment
area structure and provides long-term
land use certainty. It also aligns with
provincial and city policy direction
which supports the protection of
employment lands. Overall, the
amendments refine those permitted uses
within an existing employment area to
support long-term economic function.
Next slide, please.
Following the meeting, staff will review
all comments received from the public
and commenting agencies. We will then
return to planning and development
committee with a recommendation report
and final draft amendments for council's
consideration in the near future. Next
slide.
My contact information is up on the
screen. If you have any questions or
want to get in touch with me, I'm happy
to respond and we're happy to respond to
any questions now that we've come to the
end of the presentation.
>> Thanks Carolyn.
Great job.
Now going to open it up to anybody that
would like to come down and ask any
questions. Now is the time to do so.
Anybody that would like to come down,
ask any questions at all. Now is the
only time for one of you three to come
down and ask any questions that you'd
like to ask and get on the record.
Be a great opportunity for you to come
down and you have five minutes. Please
state your name for the record.
Hello. Uh, Veto Battle, president of
Unifor Local 1285 in Bmpton,
representing the 3,000 workers at the
Bmpton assembly plant and more than over
a thousand members that are in the parts
supplier base. Um, you know, I I really
don't have any questions to be honest
with you. What I do have is a um you
know um a recognition and recognizing
the council here and everyone the city
of Bmpton to ensure that that Bmpton
assembly plan and those lands are for
automotive assembly only. Um the Bmpton
assembly plant has been the bedrock of
the city. Uh it employs over 3,000
members at the plant and over a thousand
members in the part supplier place along
with many of the businesses in the
surrounding area. And most recently, as
of today, we hear some of those
businesses that are um I say struggling
uh because of the plant not being viable
right now because we've been down for
over two years. We're in the third year
of a retool with no decision yet of when
we're going to build cars. So, a lot of
the businesses in the area area have
been affected as we speak and we have
conversations with them right now
because of the lack of employment and no
one at at the Bmpton assembly plant. So,
we keep pressuring and getting for
answers and looking through to make sure
that our Bmpton Sly Plan gets up and
running again. And this step here at the
city of Bmpton that the counselors in
the city are doing is a step in the
right direction to make sure that uh no
one is in there trying to look and turn
it into an Amazon or anything because it
is the bedrock of the city of Bmpton.
and we thank you for your allegiance to
us here at the Brmpton assembly plant
for all our uniform members. So, thank
you.
>> Thank you for your comments. They'll be
added to the public record. Thank you
very much.
Uh councelor Power will move receipt of
the
um staff report and that delegation. All
in favor? That carries.
Next item is 7.2. We have a delegation.
Uh, Father Tom from St. Elias Church.
Father Tom, come on down.
>> Welcome, Father Tom.
>> No, not that. No, there's no
presentation on this one. So this is
that is the staff report. Okay. You have
five minutes and you have to please
state your father Tom name for the rest
of
>> So my name is Father Tom Perea. I'm the
uh pastor of uh St. Elias Cemetery and
Church and I uh purposefully say
cemetery and church because uh the
cemetery uh has existed since 1993 on
the property whereas the church building
was there uh was the first one was built
in 1995. Um I I just wanted to state for
the record uh when it comes to the
scoped precinct plan uh of precinct 525.
Um we have no opposition to uh what has
been presented. We had a very uh good
meeting with uh the land owners on the
west side of Heritage Road uh in the
last week uh that explained sort of how
we got from December 1st to now. The
changes that were made to the precinct
plan. You know uh I think we've there's
nothing that we oppose in it. Uh so uh
we're very grateful that they were able
to meet with us and to uh present that
to us. Uh I the the only thing I do want
to state for the record is um you know
uh as a long-standing uh
member of the community and a member
that is going to be there uh for many
many years uh well for some of the
members that are buried there in
perpetuity. Um, you know, I I we'd
appreciate that the city of Bmpton uh
commit to us that clearly and in a
timely manner uh to communicate any
changes around precinct 525. Uh I know
much of it is not abuing our property,
but it clearly will affect uh our parish
community, the people that come and
worship there into the future. So um you
know any sort of developments that
happen whether it's at the city of
Bmpton region or the city of Bmpton
discussing with the province of Ontario
or various ministries of the province uh
we'd greatly appreciate if uh the city
of Bmpton would be our partners and
communicate to us clearly and in a
timely manner uh the changes that
happen.
>> For sure. Thank you, Father Tom. and and
you know and the the church certainly
knows this has been a process of 25 some
odd years and and now we're finally
getting to the point where any of those
changes that are going to happen if you
fall within that um that range which is
200 m 190 m
>> the 240 is what the city Bmpton
>> 240 meters is what we do
20 is what the province says we need to
do but we up it to 240 m as long as
you're in that catch and that's a corner
of your property. If that falls within
it, you'll be notified of anything
that's coming forward. Um, so so yes, we
we are partners together and and
definitely be uh notifying you of when
that when things like that happen. So,
thank you very much.
Um, I'm happy to uh I'll get councelor
Bar to move receipt of the uh
application,
approval of the application and
receiving the delegation. All in favor?
No questions.
That carries.
Oh, and that correspondence too. If you
can capture that in there. Next one's
consent.
delegation
uh the 14 Hart Lake Road. If we can put
that sorry item number 7.4
SPA 20241144
SBA 20260044
the request for class 4 noise area
classification. If we can get that new
uh drawing put up on the
>> three Mr. chairman. Uh we have Tom
Gianos who is really a representative of
the subject tight in the development. Uh
also a delegate on tonight's agenda, but
uh Tom has prepared some revised
drawings uh that
>> Oh, I do have him as an as a delegation.
I apologize. I I missed that. Welcome
Tom.
>> Thank you very much. And you have um
something to share.
>> Thank you so much counselor. I will be
very brief. My name is Tom Jenkos. I'm
the senior vice president of King
Capital. Um, we came into ownership of
this site after a uh a client of ours,
Van Dyke Homes, went into receiverhip.
We were the lender on several Van Dyke
properties. Um, and this is one of them
where instead of uh walking away, we
chose to actually build out the site.
And uh before I start, I want to just
thank uh Bmpton planning staff. I wish
that uh every uh planning staff that we
deal with uh throughout Ontario was as
great as your staff. Um it's been a
pleasure to deal with them. So, uh it's
The clock is ticking and I'm going to be
brief. Um, so we had various
conversations with city planning staff
regarding the uh the noise wall that you
see in front of you. And uh I just want
to say that the noise wall there's 200
homes on this site and the noise wall uh
really mitigates uh perceivable noise
for only 10 homes. So only 5% of the
homes will sorry only so only 5% of the
homes will benefit from the noise wall.
Um, and when I say perceivable, noise is
perceived from the outside of the home.
So, when the windows are closed in the
interior living space, you don't really
perceive the noise that this noise wall
is protecting for. Um, so what you have
in front of you is a noise wall that is
um a barrier between us and the Rona
site to the south. Um and our
understanding is that Rona site will
eventually
um redevelop for highest and best use
use which will likely be some type of
residential or mixed use development. We
can't control or speak to when that's
going to happen but that is our
understanding. Um and so what you have
is we have a noise wall from the base to
the top is 7.4 meters in height which is
pretty massive uh for a noise wall. And
what that does is it actually once
you're entering into the Hart Lake
community, it provides a massive visual
barrier uh for both the new residents
and also people driving into and walking
through that community. We've included
um in the rendering it's to scale. You
have people uh if they're in the parking
lot on the Rona site or walking along um
the site on uh on the on the north of
the wall. Just perspectively you see how
large that wall is uh in comparison to
the general person. So that noise wall
is 7.4 meters. It sits on top of a
retaining wall. So what we have on the
top image is what the noise wall how the
noise wall looks uh as it is currently
um proposed. And what you have is uh if
the class 4 designation is granted,
which we kindly ask a planning committee
to grant, you have what that noise wall
would be replaced with. And that is a
3.8 meter uh high uh wall. And what
happens is the when you when you move
away from the noise wall, that
foundation that the noise wall sits on
top of is less robust. So you can
actually build it so it looks like one
solid fence as opposed to a concrete uh
foundation uh that supports the noise as
well. So that's just a before and after
image. If um you want to go to the next
slide please. And then if you are
standing
um in front of uh the one of the
entrances into the development what you
have on the top slide is that noise wall
that is um 7.4 meters. Now the grade is
a little bit higher so it reads as 5.4
four meters. And what I found
interesting when I looked at these
slides, and you could only see it when
you kind of have a computer and you
scroll back and forth, that noise wall
actually casts shadow onto the
development, onto the homes. Um, so if
uh if we have the class 4 designation
granted, uh that noise wall comes down
to 1.8 meters in height, we can
landscape that and it feels a lot more
uh residential. So, in terms of the cost
of the noise wall and the impact, it
only protects really 10 homes, the cost
is about the additional cost is about
$2.5 million, which is $250,000 per
home. Um, and that would have to be
distributed to the homeowners, which is
something that we want to avoid given
today's market.
Um, so again, we we've worked with
planning staff. I've read the report. I
understand that there's no technical
issues with granting the class
designation. from your technical staff.
I understand that planning from an urban
design perspective has no issue and I
humbly humbly request that um uh
committee support uh staff's recommend
sorry the staff report I think it's
recommendation A that the class 4 noise
designation be granted and I can do my
best to answer any questions you may
have.
>> Thanks Tom. So Tom, I and I had the
opportunity. I don't see anybody else
that's on speaker list, so I'm going to
go ahead and use this opportunity to ask
some questions. Um,
what I worry about is moving this to a
class 4. I worry about the protection of
the pe the residents that will be living
there with the 410 in the back 410 in
the background and the possibility of I
don't think the Rona or for is it those
or no, it's
>> I don't think it'll be redeveloped in
terms of residential. Certainly won't be
supportive of that, but if they were to
um to do something else with it that
causes uh more noise in the area, they
have the authority to do that because
it's now moved to a class class 4. I
don't know what the I think it's
Federation or um conservatory group down
south of U that built those houses
without the retaining walls separating
the noise wall separating the 410 and
them. Um I don't think that they had a
specific class, but they had to put in
some kind of um uh building materials
that would prevent that noise from
coming in. Although, you know, that may
work for inside the home, but trying to
have a conversation outside of the home
um was near impossible because u the
province decided to build the 410 using
concrete, which is a lot louder than uh
noise absorbing ashalt is what I was
told. I know a lot about that if anybody
has any questions. Um so, I I'm just
looking for the protection of these
residents once they move into the area.
So that being said, also that's one
question on what you can provide me in
terms of any comfort for those for that
protection. Also lowering that fence,
what's the height on the higher side of
the retaining wall up to the top?
Because as of right now, like in your
other picture, it didn't look like it
was that high. Um, and in this newer
picture, it does look a little bit
higher, but not maybe high enough to
stop a kid from maybe jumping over. And
then look how far down they're going.
>> Sure. Okay. So, are you referring
counselor to the wall? The wall on the
picture.
>> You want to shorten the wall?
>> Yeah. It's
>> I'm okay with you wanting to shorten the
wall. I worry about kids, teenagers
maybe thinking that they're Yes.
>> and jump over and then they got an extra
what six feet.
>> Yeah. It's a one from the side of the
town homes. It's 1.8 meters in height
which is the standard height of a
residential fence. Yeah. But I
appreciate your point that the retaining
wall is a larger drop. So
>> six feet.
>> Yes, it's six feet. So what we can do is
we can work with staff through the site
plan process to design that fence so
that it is jumproof. You can do certain
things where you have an angled kind of
so we can
>> I'll stop you there. I love it. Thank
you.
>> Okay. So we can do that. I can also
answer the question regarding that the
homeowners. So, all homes are they're
already equipped with air conditioning.
We have improved brick exteriors. Um, we
and we've also read the report where
planning staff is asking us to improve
the the windows for the interior space
and we're receptive and willing to do
that as well.
>> Excellent. Okay. Thank you very much. I
don't see councelor Bar on. She had very
similar questions. Councelor Bar, you're
good to move her seat. I'm happy to
support the uh the request for the
change.
>> 100%. Thank you, councelor Plesi, for
bringing that
>> moved by councelor Bar uh support the
applicant uh Zeleno Pamo to move to the
class 4 uh noise classification. All in
favor that carries.
>> Thank you. Have a good evening.
>> Thank you. And receiving the delegation
also included in that. And the rest of
the items were in consent. Councelor
Right. Councelor Keenan move approval of
move adjournment. Been moved by
councelor Keenan that our next regular
schedule meeting is Monday, May 11th,
2026 at 7 p.m. or the call of the chair.
All in favor?
Approve. Have a great night, everybody.
