Waterloo Approves Major Northfield Redevelopment - 05 Oct 26
Waterloo · October 07, 2026
Council, this is your twominut warning.
Oh, one minute warning.
Okay.
[clears throat] Good evening everyone.
We're resume our council meeting and
we'll start with the disclosure of
precuniary interest and the general
nature thereof. Seeing none from any
present members of council, just want to
note that councelor Freeman had
previously in the afternoon uh session
declared a conflict with the item that's
uh that's on the agenda for tonight. So
um with that um I will move right into
the formal public meeting. Pardon me.
Official plan amendment. This is a
formal public meeting to consider item
12A, official plan amendment number 56
and zoning bylaw amendment Z2408
Northfield Equities [snorts] Inc.
170-200
Northfield Drive West and 570-655
Weber Street North. Any persons who want
further notice of this application,
including the passage of any bylaw,
should sign the appropriate register in
the binder located on the desk at the
rear of the council chambers. If there
is more than one binder, please make
sure you are signing the appropriate
one. Will the clerk please advise
council of the method used to give
notice of the meeting and the date the
notice the dates notice was given?
Notice was advertised in the Waterl
region record on September 17th, 2026
and mailed or emailed on September 15,
2026 to all property owners within 120
meters in the subject of the subject
property to public agencies to all
persons who signed in was spoke at the
informal public meeting held on June
3rd, 2024.
Um and to all persons who requested
further notice.
>> Thank you. The city's planner, Amino
Bellow, will now give a brief overview
of the application. Welcome, Amino.
>> Good evening, Mayor McCabe, members of
council, public, and staff. This is a
formal public meeting for the OPA ZBA
application at 170 to 200 Northfield
Drive West and 570 to 655 Weber Street
North. Z Z Z Z Z Z Z Z Z Z Z Z Z Z Z Z Z
Z Z Z Zed application Z-24-08 and OPA
56.
Here's an aerial map of the subject
lands. As you can see denoted in red,
the subject property has two frontages
on WBY Street North and Northfield Drive
West. The site measures about 16.2
hectares in size and currently has a
number of retail and commercial uses on
the western portion of the property and
two office buildings in the central
portion of the property.
The eastern portion of the property is
vacant uh with some parking surface
parking lots. In terms of surrounding
uses to the north we have employment
lands. To the east we have the existing
rail corridor and a farmers market trail
employment lands further to the east. To
the south we have a mix of commercial
and business employment uses. And to the
west we have a mix of residential
multi-unit buildings. and the Northfield
Center is also known as commercial
plaza.
The proposed development shown on the
screen here currently it's proposing
3,84
dwelling units spread across the site in
11 towers.
The north portion of the site has
employment uses a mix of uh commercial
sorry flex commercial and in business
industrial more of light industrial
form. It has a building floor area of
about 2,00
uh square meters and a mix of surface
spaces. Moving to the southern portion
of the property, the towers are
sprinkled around the east and west sides
of Parkside Drive. The dwelling units
are proposed on most of the towers with
ground flooror commercial on one of the
towers labeled as D1 at the intersection
of Northfield Drive and Parkside.
There are 10 standalone towers in one
lick mix building with the tallest tower
being 36 stories in height and the
shortest tower being 25 stories. In
terms of vehicle parking, we have eight
0.8 eight spaces per dwelling unit
inclusive of point close to 0.1 visitor
parking rate and a number of bicycle
parking in the order of 2,205.
To note, we can see on the concept plan
there is two park spaces proposed in the
central portion of the site measuring
0.49 hectares on the east side of
Parkside Drive extension and a park also
on the west side of the Parkside Drive
extension measuring 0.57 hectares in
size. We also can see there's a looping
road internal to the site that is the
current Parkside Drive extension
alignment and a looping road that
connects the mixeduse buildings to the
towers to the south.
This concept has evolved since the last
time we seen it at the informal public
meeting in 2024. So this is a concept
plan showing the revised versus the
initial proposed development. Um we can
see that substantially the park site has
increased in the central portion of the
site which I explained in my earlier
slide. Uh there's a reduction in towers
from 13 to 11. The maximum building
height for two of the towers changed
from 40 stories to 36. Uh and by virtue
of that change the dwelling units have
decreased down to 3,834
84 to be exact my correction. and
revised proposal also provides
opportunity for a school site that's
protected through a holding provision.
In terms of the current planning
framework in the official plan, the
lands are designated both employment and
stationary mixed use. As we can see in
blue to the south and gray to the north
in the schedule A is designated flexible
industrial in terms of the employment
areas designation. The city structure
identifies it as a major node and the
height and density schedule B2
identifies a high-rise category of 30
stories as a maximum height
contemplated.
Moving on to the station area plan. This
is identified in schedule J2 of the
official plan. To note, there's a
transition area here shown in blue
called area A which is intended for
higher intensity mixeduse development
and area B for less intensive more
transit supportive uses. to note. We
also can see pedestrian connections and
active transportation networks going
through the property and also a cyan
colored star or asterisk showing a
public priority space through the
subject lands or on the subject lands
rather.
In terms of the proposed official plan
amendment, the applicant is proposing to
change the designation from employment
to station area mixeduse on the south
portion of the land shown in the sliver.
Uh to note that OPA 58 changed the
designation to stationary mixeduse,
which is why it's shown in white to the
south and this proposals proposing to
change a small sliver to match the
official plan 58 designation.
To the north, the applicant is
requesting a change from the flexible
industrial to business employment
designation in schedule A2 and also to
create a site Pacific or area Pacific
per policy to allow for a number of
changes that I'll discuss in the next
slide.
In terms of a ASP 42, the lands will be
contrampy
planned as a comm complete community
with residential, commercial and
employment uses. The developments will
achieve a high standard of urban design
are and are planned to be transit
oriented. Additional primary uses will
be assisted assisted living facilities
and long-term care facilities.
The OPA ASP will also recognize existing
standalone commercial uses and new
commercial uses in multi-unit and
mixeduse buildings. And there's height
permissions are being increased from the
30 story up to 35 for three buildings
and 32 stories for two buildings.
In terms of the current zoning, the
lands in its full entirety are zoned
stationary business employment 2B, also
known as EB2-81.
This zone permits light industrial
office employment and exinary commercial
uses. And to note that residential uses
are not permitted under this zone, which
is the reason why we're here today to
change these land permissions. And the
lands are also subject to sight specific
provision C117
which applies to the lands.
In terms of the proposed zoning
amendment, the applicant is proposing a
request to reszone the south portion of
lands to station area mixed use SAMU-105
with a holding provision and to remove
and replace site Pacific provision 117
which would take the same number but
overlay the existing permissions with a
whole set of uh policy and zone changes.
A number of holding provisions are
proposed here which are highlighted here
as being a master servicing plan, a
adequate servicing, a master plan for
open spaces,
water servicing capacity as I mentioned
earlier, potential school site,
transportation capacity and stationary
noise on a portion of the site.
The north portion of the site which is
shown in pink will retain the EB2 81
zone which which include the holding
provision and a number of site specific
provisions that I'll explain in the next
couple of slides. So the next several
slides are a number of provisions but I
will highlight them more broadly.
They're kind of in three sort of
buckets. Uh one being primary use
permissions, the non-residential area
and tower regulations in terms of built
form regulations. In terms of permitted
uses, the applicant is proposing to add
primary uses in the SAMU zone, including
assisted living facilities, long-term
care, and open spaces,
wholesale uses, and of this
distribution, and small scale
warehousing within the EB2 zone.
Other complimentary auxiliary uses will
be limited in terms of the building
floor area and non-residential uses will
be established from what's there
existing today.
In terms of the density, I proposed
relief to increase the density to
600,600 bedrooms per hectare where 900
is required under the current SMU zone.
Building height obviously increased from
the current permissions to 36 35 stories
for one building and for three buildings
and 32 stories for two buildings. And
this 30 story height will be uh capped
at 30 for the EB281 zone
side relief of 15 meters for the railway
corridor and to permit a number of
provisions related to structured
parking.
Moving on to the tower regulations, a
number of regulations are being
exempted. Uh one being the horizontal
tower dimension for one building being
42 meters. 2 meter step back for
buildings along Northfield Drive and for
a number of reductions to the tower
setbacks along the farmer market trail.
Moving on to commercial uses, again I
mentioned that we'll be establishing and
recognizing existing commercial uses
what what's here to date with a small
permission for additional complimentary
uh commercial uses up to a certain
building floor area. um number of relief
to the technical amendments that will
allow for the lands to be future
subdivided um and will be allowed for
relief and exemption for lot frontage
landscape open space and a number of our
provisions.
Here are the building elevations uh to
show the massing the built form and the
materiality that could could be
envisioned for this site. This is a view
looking directly from Northfield Drive.
We can see the east portion of the site
with three towers facing Northfield and
the west portion of the site with also
three towers facing Northfield Drive.
Here are additional building elevations
showing a view from the farmer market
trail.
And in terms of closing, uh, staff
recommend approval of this OPA ZBA
application subject to section seven of
the staff report with two or four three
modifications I'd like to make in terms
of uh what was in the staff report to
what's being presented here today in
front of council. Um, minor
clarification items just to provide more
clarity to the OPA in terms of uh how
it's interpreted once it gets uh
developed in the future. Um the proposed
changes are shown in blue with the red
shown as the existing recommendation of
the staff report. So the minor
clarification will be changing the text
from mixeduse residential to provide uh
clarity by saying residential with
standalone and mixed uses.
In terms of the zoning bylaw amendment,
uh staff are recommending approval of
the zoning bylaw amendment subject to
section seven of the staff report with a
small modification to two sections in
appendix D. Uh one speaking to the
railway setback uh from 18 meters to 15.
There was a misinterpretation from staff
um in terms of how this regulation
should be applied. So this is a minor
clarification item uh in the fact that
the buildings fronting onto the rail
corridor will not require a step back
because it's not along a major street or
front building facade.
Moving to the second change, this is a
minor clarification item regarding this
comprehensive TIS that this will be
undertaken by the city. Uh so we added
some clarification to say by others
which is shown in blue.
So, in closing, staff recommend support
of this approval of this zoning bylaw
amendment official plan amendment
application 56 subject to the
modifications I just outlined and I'll
be happy to answer any questions from
council.
>> Thank you very much, Amu. Uh, council,
are there questions
at this time?
Okay. Oh, go ahead, councelor Wright.
[snorts]
Thank you. through you. Mayor, I'm just
wondering if you can um go back to the
map of the property
and um
>> the aerial map.
>> No, this is good. No, no, no, no. The
one that Yeah, the one that has the
various blocks on it. Um can you help me
understand where the school is intended
in this in this block? I I kept seeing
references to it and I see that there's
a like outline of land to be conveyed
for new school, but I don't understand
where that actually is.
Within that block, you've got all these
apartment buildings, but where where
does the school go?
>> Through the chair to council, right? So,
the screen here shows a concept plan
with a dash line around 2.2 hectares of
land which is anticipated for the the
future school site. Um, a holding will
be applied to the site to secure for it.
But in the concept that we see in front
of us, it's showing the SAMU zone
permissions that the applicant is asking
for in the event that the school board
does require a school site on these
lands. Um to to provide reassurance to
the public council and to staff of
course is that the holding provision is
the mechanism that we'll be looking for
and that that will be considered at the
site plan stage when the development
evolves over time. So yes, we're seeing
buildings on the site that's technically
for the school.
>> Yeah. But they would be scrambled
depending on
>> Yeah, it could change based on how the
plan evolves over time.
>> Okay, that that's helpful for me. I you
know, part of my my um concern here is
just, you know, we have a lot of
different kinds of function happening in
adjacent to each other. And obviously
without a site plan, you can't really
see what um the areas of conflict would
be. And uh so my my consideration has
been um if we have this logistics
activity happening in the back section
of this development, what does that look
like in terms of increased vehicle
traffic, adjacent to a school property,
adjacent to a very dense residential
property? Um, and how do we get to that
point where it becomes a truly uh
pedestrianfriendly
environment where families feel safe,
you know, getting their kids to school
and getting over to the ion, etc. So
that's sort of like, you know, in the
big picture
uh aspect of this site, it's it's
already really car dependent and
obviously major um transit station areas
are trying to mitigate that, but
I guess it's it's all this tension of
the tradeoffs of trying to fit
everything in one site. It's it's a lot
of everything in one place. So I I have
a few concerns about that. And so I
guess I would want to know
um in in the context of the
comprehensive transportation impact
study that would follow um how will that
multimodal aspect of the site be dealt
with
>> through the chair to council right. So I
just want to take a step back and just
provide uh council and the public um a
context of what the comprehensive TIS
is. So the comprehensive TIS is a
TIS that will be undertaken by the city
in partnership with the region and MTO
that will look at the broader um
transportation network. This includes
this site as well as a few others that
are contemplated for redevelopment in
the future. So the TIS will include um
what upgrades are necessary to support
MTO and and and their uh capacity for
the the highway interchange as well as
the the regional road network and the
local road network surrounding. In terms
of your question in terms of logist
logistics distribution,
um yes, I do recognize that there is a
number of uses proposed on the site. Um
but the vision for this site through our
official plan is for a complete complete
community that has a mix of residential
u commercial and employment functions.
Um so through this OPA that we're uh
tying down the warehousing component
will be small scale. So that's intended
to be a use that's not going to sort of
uh cause conflicts or undermine some of
the other objectives that are planned
here for for mixeduse development and in
terms of logistic distribution. Uh the
same could be said for that in terms of
the intensity and scale. Um when does
site plan does come to city staff for uh
review and depending on what form is
proposed at whatever point uh a site
specific TIS will be submitted um from
the applicant that would have to
demonstrate all the technical matters as
well. So um yes there is a comprehensive
TIS. It's more broader in scope but
there will be more detailed oriented
transportation assessments that will be
done to to allow us for understanding
and to better recognize what's going on
on these parcels and to plan for them
appropriately.
>> Okay, thank you for that. Um so it it
really does put the burden on the site
plan process.
Um just uh another comment that came up
in the report was that staff prefer
parkland dedication versus a um
privatelyowned
uh public space a pop. Um and so I'm
just curious why and how that would be
achieved on this lot like is does that
all gets settled in the site plan phase
as well
>> through the chair to council. Right. So
that is correct. our parks department,
parks, forestry and cemetery services.
Their preference is for a public park um
on these lands and for new developments
in general. That's just their sort of
best practice nowadays. Um so that's the
direction that we got in terms of what
the applicants proposed here. They're
showing park spaces but not necessarily
public or pops. So they could be either
or when when that um comes to our lap at
site plan stage. Um in terms of the
areas of the park uh those are
conceptually shown together as 1.06
hectares in size uh but our calculation
that was completed by staff was 1.51
that was based on the alternative rate
that's through our parkland education
bylaw and based on what density that
they're showing. So based on the density
that's how we arrived uh to the park
size and also that parkland dedication
alternative rate is also capped at 10%
for lands that are uh based on five
hectares in size. Uh so there's a lot of
moving pieces. So it is difficult for
staff at this stage right now to say
this is the park size, this is the
configuration all at this point. um
where we're we have a holding provision
applied to the lands that will secure a
master plan for parks and open spaces
and that will again give us opportunity
at the site plan stage to further
fine-tune when we know and have a better
understanding of how much dwelling units
are proposed and what the build form
looks like.
>> Did you did you have a followup to that
counselor or [snorts]
>> uh No, no, that was good. That was
helpful. I think that is
I think that was it for my questions at
this point. Thanks.
>> Okay. Thank you. Any other questions,
members of council?
Go ahead, council Roach.
>> Thank you through your mayor. It's more
of a comment. Um I support this
application. I believe this is the
appropriate location right in the heart
of my ward for uh significant
intensification
and uh you know within the Northfield
transit area and close to the ion and uh
and the trails right beside. I think
it's also important to recognize how
substantially the proposal has changed.
Um, you know, it's gone from 13 towers
to 11 towers. Uh, from four over 4,000
units to 3,000 uh units and uh from 40
stories down to 36 and at the same time
as um councelor Wright was mentioning
you know talking about park space we
we've tripled that so that I think
that's pretty significant. I think this
is the place where where water should
accommodate growth uh close to transit
employment uh services uh and I am
pleased to recommend to move this
recommendation.
>> Thanks Councelor Roach. We're a little
we're not quite at that stage yet
because we do still need to hear from
the planners but I will hold I will I'll
I'll keep that [snorts] for when we get
>> I'm just excited about this uh property
in my in my ward. So I'm
>> you're tipping your hand to uh
>> this this will be uh very significant
for years to come in and discussion.
[snorts]
>> Take them.
>> Great. Thank you. Um can I just the one
question I had about this unless any
other members of council had anything.
[snorts]
um was just um and I don't know if it's
for you Amu, but for I'm I'm curious
about the um changing it the change of
the employment status and um I don't
know if that's a question for Mr.
Anderson. Um just I know that that uh my
understanding is it's changed from
industrial to employment. So I I was
under the impression that we were
running a bit short of light industrial,
but could you just explain kind of where
what the what the thinking of or how
staff are feeling about that change that
potential change and in status? Yeah,
thank you uh Mayor McCabe and Amu may
want to layer in here as well, but
certainly from the light industrial
side, uh the city does have, you know,
some some available land at Generation
Park and some capacity there. I think
with this particular application,
they're they're trying to kind of refine
the uses to kind of tailor it to the
residential mix that'll be in the
vicinity. Um, and and I think it is in
keeping with the the land use in this
vicinity, but I'll I'll turn it maybe to
Amino just to kind of build on that
because I'm certain that economic
development and planning did discuss
that.
>> Okay. Thanks very much, Mr. Anderson.
Yeah. Could you just provide maybe a bit
more of the [snorts] thinking behind
that and maybe what type of employment
could actually go there?
>> Yeah. Through the mayor uh to the chair.
So I have the screen up here that shows
the redesations. So like we have to
understand that the PPS now has changed
the definition for employment areas. So
typically employment areas are under the
new definition are more heavier
industrial manufacturing facilities that
are more in like isolated air not
isolated areas but areas that are not um
intended for residential or mixed use.
So these areas will still be employment
but not what we call capital E
employment under the PPS that has a se a
separate definition for more heavier uh
types of facilities. Um so these lands
would be light industrial you we could
see smallcale warehousing uh self-
storage uh advanced tech logistic
distribution could be um goods movements
sort of more light scale that's more
lesser intensive. Um the reason why the
business employment designation is being
changed because it allows for uh better
compatibility with the lands to the
south that are intended for mixeduse
residential. Uh so that's the function
of the designation from flexible to
business employment.
>> Thank you very much for that. Um that
that's really helpful. I appreciate that
additional information. [clears throat]
Okay. If there's no other comments or
questions from from council, then thanks
Amu. And we will ask um our delegate um
Trevor Hawkings and Matthew Orvort.
Not sure if I said that right.
Apologies. Um to come to the podium and
and you have 10 minutes.
>> Thank you, Mayor McCabe. I think I'll
just spend my time maybe addressing some
of the questions and comments that came
up from council
rather than reiterating everything that
Mino's uh spoken to. So I think it's
important to uh recall a bit of the
history of the site that the lands were
redesated and reszoned in 2012 2013
and they were all uh designated and
zoned business employment. So they were
for a long time planned as a a campus
style development with office type uses
conversion of the former NCR lands into
office buildings which has occurred plus
the commercial and then there was plans
for additional employment. So
historically they've always been planned
for the business employment uses and
that's how the site was evolving.
Uh and then we came with the major
transit station areas. the region took a
portion of this property out of the
employment area back when they had
planning approval authority. So then the
south south half of the site eventually
became stationary mixed use through OPA
58. So this application originally was
asking for something along those lines,
but council ultimately did it uh ahead
of where we are today. So the bottom
part of the site was designated
stationary mixeduse. But what happened
was, although we specifically requested
that this not happen, the the north half
of the site was redesated through OPA 58
from business employment, which it had
been for 15 years, to flexible
industrial. And we felt that business
employment was a way a far better uh
description or or or sort of a relevant
applica, a relevant designation that uh
reflected what was on the property
already. So if if the flexible
industrial had been allowed to carry
forward, the office buildings that are
on the property would not have been
permitted in the official plan even
though they're already there. I mean
there were policies that sort of said
you can keep what you have but you know
office was not a permitted use as an
example. And then to speak to councelor
Wright's comments, had that designation
carried forward and and the zoning uh
afterwards, you actually would have had
heavier industrial uses on the north
half of the site than what we're asking.
We're actually asking for to peel it
back from the heavy industry to the
light industry, which is what it's been
for, you know, since 2012 to sort of re
reestablish what was already permitted
on the property, the light industrial
uses, the office uses, the complimentary
commercial uses. So effectively just
reset the clock back to where it was if
I if I can use that term. And really
most of the application focuses on the
south half of the site implementing the
stationary mixeduse designation putting
into this stationary mixeduse zone and
then a lot of the site specifics for the
north half of the site are to recognize
buildings that are already there. You
know the the soies for example the
Starbucks with the drive-thru which
happens to be over that line into the
business employment designation. So, a
lot of those site specifics you'll see
reflect uh permissions for what's
already there to allow the site to
continue to operate.
So, that that that sort of captures
where we were and where we're going. And
then I think just to speak to some of
councelor Wright's questions, the school
board normally wouldn't be uh acquiring
land through a zoning application. They
actually acquire them through plans of
subdivision as I'm sure council knows.
But they came forward and they say, "We
want a school here." And so this this
application and many of the nuances of
this application, the holding
provisions, all the regulations. This is
a this is sort of a an example of an
application where, you know, I rolled up
my sleeves, Amina rolled up his sleeves,
we worked back and forth over, you know,
since since Joe Biden was uh president
of the United States. That's that's when
this thing started. If you can even
remember a time when when that was the
case. So Mino and I have been working,
you know, off and on over over a couple
of years to sort of fine-tune the bylaw
to allow some of these different
different things that have come forward
at the school. That's an unusual aspect
to implement through zoning, but we've
come up with a creative approach to do
that. So if the school board wants to
buy the lands, they would buy the lands
outlined in yellow on Amino's map, and
they would pay market value for it, and
those buildings wouldn't get built, and
that park wouldn't get built because
there'd be a school there instead. So
the site would evolve and change uh as a
result of that. And I think that's sort
of the theme I want to convey to council
is what you see on the screen today is
not necessarily exactly what's going to
be built. This is a long-term plan. So
those office buildings that are in the
middle of the site like though they're
not intended to be removed anytime soon.
They're successful office buildings.
They'll continue to operate unless the
school board buys them in which case
they'd put a school there. And then on
the other vacant part of the site, we
will, you know, that that site will
evolve and and the market will
ultimately dictate what might get built
there. So some of the the permitted uses
we've asked for are reflective of what
people are looking for. They're looking
for the the smaller warehousing, the
smaller logistics, not an Amazon. This
isn't this isn't a Cambridge Amazon.
This would be much smaller local serving
logistics. for businesses in the area
that sort of need those those spaces to
store goods and deliver goods. That's
sort of what this type of a a property
will serve. So, it won't be a massive,
you know, Canadian Tire or Amazon
warehouse. And then we also asked for
some of the seniors housing because we
see this as an excellent site for not
only uh people entering the market, you
know, uh people who who are looking to
live in a more urbanized location near
transit, but also seniors and seniors
who might live in an apartment, seniors
who might live in an assisted living
facility or a long-term care facility
because so many of the amenities that
they [clears throat] would use, the
park, the shopping, the restaurants,
transit is really all right there. So th
that's some of the the genesis of some
of these additional requests are
reflective of discussions we've had with
with staff over the last year and a half
and we've together implemented them
through the sight specific zoning. So I
think council should expect that we may
not see 36story buildings built you know
next year because right now you know
people aren't looking for 36tory
buildings or there aren't enough people
looking for units in a 36story building.
But you may see [clears throat] more
modestsized buildings built initially
before it progresses as the market
recovers and taller buildings are more
desirable. And similarly the the it may
be that the north half of the site where
the employment is and where the quasi
commercial uses are planned for that may
develop first because there may be more
demand for it. So this is a site that
we've tried to plan for and zone for so
such that it can divert and pivot as the
market uh demands and you know change
over time for both the employment side
and the residential side while still
preserving some of those key attributes
the park uh the school if if they want
it and the mixed use and residential
sort of bring some residential intensity
to the site to support the origin type
transit trips. So you have a lot of
destination transit trips in the station
area, people coming to work in in the
office buildings on the south side of
Northfield and in the north side up, you
know, north of this property and east of
this property, but there's fewer
destination trips where people live and
they take the train to go somewhere
else. So this kind of balances it out,
supports that transit um stationary and
the ion trips in both directions and we
see it overall as a as a good fit. So, I
had I have other slides, but I think
between Amino and I, I think we've
captured it. And I think this is, you
know, a great example of of the two
sides, if you will, working together to
reach a a bylaw that achieves
everybody's objectives.
>> Thank you very much, Trevor. Um,
council, are there questions of the
delegate?
>> Okay, councelor wrote no. Okay. thought
you were
>> okay. I wasn't sorry. If you have one,
go ahead.
>> Thank you. Thank you, Trevor. Um,
affordable housing. I didn't see that
listed. Do you have any thoughts on that
or?
>> Uh, well, I mean, I think this is a
situation where the city's um
inclusionary zoning will likely come
into effect. So, it's in a major transit
station area. Yeah.
>> Thank you. Of course.
>> Thank you, councelor Ro. Um, councelor
Hanmer.
>> Thank you, Mayor. Through you, Trevor.
Thank you very much for the presentation
and update today. I I don't really have
a question. I just wanted to comment
that I'm really pleased to see the
changes from the informal meeting to the
formal and that many of the issues and
concerns that were raised at that time
have been taken into consideration. This
whole area, as you well know, is is
beginning to be fairly complex and
fairly dense with both um uh retail uh
retail capabilities as well as
residential. So, I think the bigger
picture of what's going to happen all
along Northfield is something that we
need to keep in mind because from a
traffic standpoint, it's going to get
pretty congested. But I love the idea of
the complete uh community and this this
certainly demonstrates the all of the
aspects with the school added into it.
That's a that was a good addition and
the play spaces. I'm always pushing for
as much green space as we possibly can
get. So, thank you for all your hard
work in getting it to this point.
>> Thank you.
Thank you, councelor Hanmer. Anything
else from council? Just um and you
you've uh already said that you don't
know which sites or which building's
going to go forward first. So that I I
understand that given the complexity of
the market because often I ask, you
know, when do you think you'll have
shovels in the ground? And you've kind
of preempted me on that question. And
I'm just wondering if you could talk a
little bit about um the heating cooling
systems of this and if there's plans for
you know heat pumps, things like that
since these are um I mean at least on
the residential side these are um
there'll be like rentals there. So and
often the developers are are who who are
owning the sites long term see the very
much see the value and they and saving
the long-term operating cost. So just
wondering if you could comment on that
as well. Thank you. Yeah, thank you uh
Mayor McCabe. So the the application did
have a fairly robust energy study from
experts in that field and I think they
gave a number of recommendations for
that type of heating and cooling and
heat pumps, electrical and other ideas.
So I think that will likely be carried
forward into the detailed design. I
think this is I was thinking I I figured
you might ask me this question. And I
was thinking about it earlier today and
this this may be a site where that
energy study tells us a whole bunch of
things we can do. But by the time the
second and third building are built on
this property, you know, the the
technology has evolved even further to
the point where we're talking about heat
pumps today, but there might be
something even better two or three
buildings from now. So, I think this is
this is a case where that type of um
component will continue to evolve and
get better and a long-term buildout like
this can take advantage of some of those
improvements.
>> Thanks. Thanks, Trevor. Um and yeah,
you're absolutely right. The technology
is changing and improving, but we know
that it's transitioning. So, um, just,
you know, continue to encourage you and
others in your in your profession to
really think of of those, uh, renewable
energy options and and the energy
transition that's happening. So, thanks
for thanks very much for that. I
appreciate it. So, if I'm not seeing any
other questions here, um, then um, then
you're free to go, Trevor.
And I will ask if there's anyone else
present here tonight who wishes to speak
to this application.
Seeing none, um, if there are no
[clears throat] more applications,
this formal public meeting is concluded
and the application is now open to
council for a motion and a debate. So I
will look to you councelor Roach. You
kind of preempted us a few minutes ago
but if you had any comments on this
>> as you said mayor I did tip my hand but
just I won't repeat myself but I'm just
saying that this is the kind of uh place
where water can really accommodate
growth um close to transit employment
and um and services and I'm pleased to
rec Oh sorry and I'm pleased to move the
recommendation. I can read this.
>> Okay.
>> Thank you. That was my preempting my
Okay, [laughter]
so um

>> All right. Is there a seconder for that
motion? Okay. seconded by councelor Row.
Um all in favor that is carried. Thank
you very much. And again, thank you and
Mu um and and Trevor and others on the
team for working uh diligently over time
to get this to a a position that it that
it's in right now. Obviously, there's a
lot more work to do as you move into
detailed design and and site plan um
work, but uh this is as as councelor
Roach and and councelor Hanmer said,
this is a an ideal location for growth
in Waterlue and particularly with the
the mix of the employment and the and
the school if that's there, but
certainly green space. So, I appreciate
the work on this and thank you very
much. All right. Look forward to seeing
this one come to life. All right. So the
next item here is notice of motion.
There are none. Communications and
correspondence, there are none.
Unfinished business, there is none.
Council, are there any questions of
staff?
Seeing none, um, any new business,
council, uh, councelor Hanmer, thank you
very much through you, Mayor. Just a
shout out to the organizing committee
for the 25th anniversary of the Waterl
Girls Minor Hockey Association, Waterl
Girls Hockey Association, the whole day.
And thank you to the mayor for also
coming and help helping to drop the puck
at the event. All of the rep teams and
all of the house league teams played
their season openers. Sorry to the minor
hockey association because we booted
them out of Rim Park. But uh Rim Park
staff did a fabulous job keeping
everything going on time and just the
smiles and the laughs and the giggles of
all of the kids that were participating.
It was phenomenal. and we had quite a
few people coming through uh not
realizing what they were going to expect
and the indie fest even liked watching
some of the hockey games too so it was a
added bonus multicultural for sure but
again congratulations and
congratulations to the association
>> yeah thank you councelor Hammer and
thank you for you've poured your heart
and soul into into girls and teens and
women's hockey for 14 years I think you
said maybe longer 25 okay the entire
time, man. [laughter]
Um, and and it's it's certainly uh I
mean it's it's at a tremendous place
right now and there's no short no thanks
in large part to uh the efforts of you
have made over many many years. So,
thank you very much for your leadership
there and it really was fun to get out
there and and see them. And I was also
at the the the indie or n the Nigerian
event later in the evening and there was
a few of the young boys watching one of
the hockey games and I was like what's
the score and they were you know they
were giving me a playbyplay. It was
pretty fun. Um councelor Vasic.
>> Uh thanks for Mayor McCabe. Uh Johnny
Fresco celebrated their 20th anniversary
last week. Um and uh they were a subway
there before. It wasn't Johnny Fresco
the whole time but same owners. Anyways,
fun fact. There were so many fun facts I
learned. Um, but what a great restaurant
and they are so committed to like really
good quality food. It's like fast food
but like you know healthier. Yeah. Fresh
food. Um, so I love going to that place
anyways. And also I won a pop because I
got a toss in the cornhole. I also won a
$10 gift certificate because I spun the
wheel. I almost didn't participate
because I was like, "Oh, maybe it's
inappropriate because I'm like a
politician." Um, but then the owner's
wife's friend had so much enthusiasm to
participate, I couldn't not. Anyways,
and then I bought a hamburger and it was
a really nice celebratory day and uh
what a tight-knit uh loving family who
really cares about the community.
Second, this is a there's a creative
aging expo happening at WPL. Um, and so
I don't know who's going to be on age
friendly next year, but um, it's a very
engaged group and so we get lots of
updates and this was one there's many
many um, events for older adults in town
that we get updates about on that
committee, but this one is um, um,
working with the WPL and it's to show
program services and opportunities that
support artistic exploration, lifelong
learning, and community engagement for
older adults. And it's happening
Wednesday, October 7th from 10:30 to 1
at the John M. Harper branch. And
there's a whole bunch of organizations,
artistic uh and community organizations
like I'll just say the first three so
you get a taste but and the last one
because it's button factory. Um but KW
woodworking and craft center the
waterlue horicultural society hospice
waterlue region research and aging third
age learning and on and on. So if you
know older adults in town who want to uh
get a bit more connected to the
community or try something new um that's
happening on October 7th.
>> Thanks Councelor Vasic. That's uh sounds
like a a lot of fun. Anyone else? Uh
councelor Wright,
>> just uh just reminding everyone that to
promote the two artist calls, there's
two open calls for one for the bike
locker wraps. Um so these are uh artists
are invited to submit expressions of
interest. Um that one's due October
22nd. And then also the Waterlue Park
Art Walk will be receiving applications
in October. They haven't opened quite
yet, but uh for the artists in your
life, please spread the word.
>> Thank you very much. Um Council Roach,
>> uh this Saturday, there's something real
special happening in our neighborhood on
Rolling Hills. It's uh it's a
neighborhood Friendsgiving dinner, and
they invite several uh several people.
Last year there were over 40 um at uh at
Friendsgiving and it's often for people
that don't have a traditional uh
Thanksgiving dinner. So there'll be lots
of cultural dishes as well as the
regular turkey and mashed potatoes and
gravy. But uh yeah, it's this it's uh
this Saturday um at starting at 3
o'clock on Rolling Hills and uh expect a
lot of people there this
>> you may have some visitors. [laughter]
I wasn't aware of that. Thanks for
sharing that. Um, councelor Row,
>> thank you. Um yes, I just wanted to
mention that um Kevin Bano, the our um
commissioner of community services and
Tiffany Smith from community services
and I visited um Adventure for Change
last week and it was a really great
meeting just getting updates um from
them and also
um the Basadi sewing the women's sewing
is it's just so inspirational how they
started out and they are just moving
forward with this business and it's
incredible. So, I just wanted to mention
that and I I hope you enjoyed it, Kevin.
I think it was a really great uh
afternoon.
>> That sounds great. Any any anything from
you, Councelor Bodley? It's your last.
No. Okay. It's your last. I know.
>> That's old business. [laughter]
Well, um and I'll just uh briefly say,
and I know we have another council
meeting. Um as you know every as
everyone knows there's an election uh
this time 3 weeks from exactly today. Um
and uh um and our we know that our
council the makeup of our council is
going to change. Um and uh particularly
we know that uh councilors uh Bodley and
counselors Vasic uh will no longer be
with us because they are choosing not to
run. So, I just I know we're we're
together again on uh I think it's
November 1st or November 2nd. I can't
remember off the top of my head, but
this is sort of the last official time
where we're where we're sitting as uh as
we are in our current uh in our current
uh makeup. So, I just wanted to take a
minute to say how um grateful I've been
in the past four years for your
contributions to council, for the
questions that you asked, the um the
ways that you have challenged me in ways
that have and surprised me often with
some of the questions and I've often
thought, "Oh, I hadn't thought of it
that that way before." So, or thought of
those particular issues or perspectives.
So that's and that's the point of having
different voices around council uh
chambers and you know in our staff and
and in our community at large, right? So
um so I just wanted to say thank you.
Thank you for that. I've learned a lot
from each of you. Um I don't know what
your plans are post uh October 26, but I
obviously hope we all can stay in touch
and wish you well. And I have a very
small parting gift
so that you can uh I know you I know you
care a lot about Waterlue. So this is a
way to always show your waterlue pride.
[clears throat]
>> It's from Gifted.
Come on. You got to open it up.
[laughter]
You can always literally wear waterlue
on your sleeve. [laughter]
>> It's not the It's the It's the fun
goose. [laughter]
Oh, there you go. So, with that,
>> there you go. [snorts]
>> Yeah. Just want to make sure I didn't
>> There you go. Wear them with pride. And
thank you very much again to both of you
for your um many contributions over the
last four years, but also the four years
preceding that. It's uh it really has
made a big difference to uh to your
wards but also to the city at large. So
um at large and uh you have left very
big shoes to fill. With that then we'll
move to the enactment of the bylaws.
Councelor Bodley moves that [laughter]
and seconded by councelor row. All in
favor? That is carried.
All right. In the adjournment moved by
councelor Hammer, seconded by councelor
Vasic. Thank you all. Well, have a great
evening. All All in favor? That is
scary.
