Councelor Tour, your announcement about the historic day today. Thank you three Mr. Chair. Thank you for allowing allowing me to add this to the agenda today. Today is indeed a very historic day. It is the launch of the Aremis 2 uh lunar mission after more than 50 years. Uh humans will be traveling uh to the moon and this is the farthest um that we have actually gone into the space. Um you asked that why this is important. Um uh a lot of the uh work that's gone into this mission has been coordinated through the Canadian Space Agency, including one of the astronauts, Jeremy Hansen, uh that will be one of the four astronauts that will be on this mission, the first non-American to go outside of the Earth's orbit, and of course, first Canadian. Um and at the same time his backup uh Jenny Gibbons who's uh probably the lesser talked of astronaut um she became an astronaut with the CSA at the age of 28 highly qualified uh Canadian from Calgary, Alberta and she will be the backup of this mission also supporting uh ground control. uh knowing that here in the city of Bmpton um through the economic development department as well uh we're really uh honing into the space cluster thanks to the MDA headquarters that are located in council plesi council bar wards um that have contributed a lot to this mission and will be contributing a lot uh to future missions as well. So, uh, for those of you in the audience and those, uh, that are watching this online, I highly recommend get your kids together, get your families together at 5:45 p.m. Tune in to the TV, watch the live stream. It will be on major news networks, but if you want to see where you can stream it, go to nasa.gov and you will be able to watch this historic moment. If this h uh, spacecraft launches today, it will take about 10 days to go around the moon and back 400,000 km away from the Earth. uh a very historic time indeed and we hope that in two years we will see people back on the moon. So uh good luck to uh Canadian Jeremy Hansen and Jenny Gibbons and the rest of the team that will be traveling today. Thank you. Thank you very much cancer tour. And with that we'll now move on to our delegations. We have 6.2 to a delegation from Anish Verma, founder of Pun, founder and Punik Gita, the vice president of Flower City Run Club regarding the Flower City Run Club creating art sharing heart food drive. Welcome Anish and Punit. You have five minutes. Thank you. Uh good morning councelor members. Uh thank you for giving us the time to speak with you today. My name is Punit Gira and my name is Anish Verma and we are representatives of flower city run club. So, just to give you a backstory, I like many other healthconscious people in the city wanted to get more physically active last summer, especially by running, but I wasn't motivated. Which is why I went through many social media platforms, hoping to find a local run club in Bmpton that I could feel a sense of belonging in. But to my surprise, there weren't any. However, I found a run club in Missaga and attended one session. But that sense of belonging I was looking for in a community was not there. But then one day I came across Anisha's Tik Tok page where he post running content. And since he is an experienced runner, I decided to ask if he knew about any run clubs in Bmpton. And that's where I planted the seed because he hadn't heard of any community here either. Anyways, three weeks later, I end up attending my first ever Flower City Run Club session. And with that being said, I now pass it over to Anish, our founder, to discuss the rest. Next slide, please. So, after receiving the message from Panite and reflecting on my own running journey, I realized that there's not a stronghold of community in Bmpton in the running space. I know Missaga and Toronto has many programs and run clubs lined up. And so, through social media, like people would reach out to me and ask for running advice. I just thought to start my own sort of community here. I began to notice that even with our small group, people became very engaged, sharing smiles and encouragement, motivating each other. And it made me realize how powerful this experience could be for someone to have on a weekly basis, especially within our communities because people feel more connected to a community when they face the adversity of a five or 10 km run and achieve it together. We be next slide please. This sparked my desire to reach out to local leadership and get guidance, clear direction, and support from the city of Bmpton to find ways in which we can collaborate by setting up runs, helping us promote, and creating runs tailored to causes and communities and make this make this club a consistent staple of the Bmpton experience. And I also want to challenge each of the regional counselors here today. Next slide, please. I would like for each leader to work with us in organizing three to five kilometer runs in each respective ward or region in Bmpton and influencing the community that resides to come together and challenge themselves with you as involved as well to face the adversity with your respective communities and promote a healthy lifestyle. bringing you closer to your residents and sharing the same feeling of accomplishment that we do every Saturday morning at the Terry Fox track and field stadium. Next slide, please. And I would also like to share this quick video here um just to show some of the other initiatives that we're taking within the community. At Flower City Run Club, we're passionate about our community's health and reconnecting BMPON through physical fitness. We discovered Regeneration Bmpton, where people are seen, welcomed, and supported through food, care, and the power of helping those in need within our neighborhoods. By spending time researching, we found that one in five families struggle between paying for housing and basic needs, and one in four individuals suffer from food insecurity in the PO region. And the numbers are only increasing with time. That's approximately 350,000 people who reside in the same area we do. And that's a big problem. After making this discovery, we decided to conduct a survey reaching approximately 60 homes in the Bmpton West area. Based on our study, 80% of residents would support a community-led art event, food drive initiative. Among those, 80% would support by donating food and supplies, while 50% would support by attending the event. And only four households across the survey were even aware of food drive initiatives as a whole, only being through their respective religious institutions. We need your help as we're looking to collect and donate 2,000 and celebrate. Yeah. So, this just entails another initiative that we're taking. We want to bring more. We want to bring our community together um through nutrition as well. And so our ask today is just to get your support in any which way possible with whether it be with running or guidance in terms of bringing the community together. Thank you for your time. Thank you very much. And we do have questions from the panel. Councelor Tour. Thank you, Mr. Chair. I'm so excited to see this delegation uh here today. Uh I don't know if this was by design or coincidence. You have runners uh sitting in the audience as well uh that are going to come delegate. And when you guys are delegating, I could see them smile wider and wider and get more excited because their challenge is to try and get more younger people to join them in running. So, uh there's uh there's actually tons of run clubs uh in the city organized in different ways, not the similar way that you're doing it, but you have the Toronto Pearson airport runners. Uh there are folks that work at the Toronto Pearson, whether in the taxi industry or the airport. They run together. They do marathons. They do ultramarathons as well around the world. Um then you have folks like this that are inspirational steps that are they're going to come delegate after you. So watch that delegation. They're announcing their marathon that happens annually. I'd encourage you guys to connect with them and uh participate and see how you guys can grow together. Similar to the work you're doing, a lot of them uh you know part of the running and the social gettogethers. They do the charity food drives. Uh you know your slogan of help thy neighbor uh that is something that we embrace here at the city of Bmpton as well. uh through our we have certain programs like the nurturing neighborhood program. I don't know if where you guys would fit into that. Um but if I could I' I'd just like to move a motion to uh refer this delegation uh perhaps to our community safety well-being um team because they run that program, the nurturing neighborhood program that could guide and assist uh you in um organizing uh more local support and see what you guys can um you know get together and and do. But it's great to see uh you doing this. Uh I I had this idea when I became a new dad that I wanted to do a dad running club with the strollers, but never got around to it and that's why I'm still in this shape. Um but I hope to uh join you guys out there in the future and I hope to see you guys running at that marathon as well. Thank you for coming out today. Wonderful idea. Thank you so much. Let us know how we can help. Thank you once again. Thank Thank you. And thank you very much, Councelor Tour. We have a motion of referral. All in favor? That carries our next delegation night 6.3 delegation from Sandep Sanga Paul Baines Bajantind and Dar Paul Sandu volunteers inspirational steps regarding the Bmpton half marathon. I'll invite gentlemen down to the podium. Welcome. Thank you. I know it's April 1st, but uh it is happening. I'm just want to make sure that's still April Fool's Day. Um through the chair, ladies and gentlemen, and esteemed member of council. Good morning and thank you for for the opportunity to speak today. I would like to start with one simple but powerful fact that nearly half of adults in Ontario do not meet the recommended levels of physical activity. That's not just a statistic. It is a call to action. On behalf of Inspirational Steps, it is truly an honor to be here again to share our excitement for the BBD group Bmpton Half Marathon taking place on May 24th at Chinuzi Park. Three years ago, we took the first step together. At that time, it was just an idea, ambitious, maybe a little uncertain, but driven by purpose. Last year, that idea grew into something real with more runners, more volunteers, and stronger community participation. And this year, we are building something even bigger. Because the truth is, the marathon is not just about running. It's about resilience. It's about community and it's about impact. Bmpton is one of the Canada's fastest growing cities with a population of over 800,000. And a large percent of people of young families as these kids just came in. And that's exactly why this event is it it matters. They give people a reason to step outside, move, and take the first step towards a healthier lifestyle. And the impact goes beyond health. Studies show that community events like marathons can generate hundreds of thousands of dollars in local economy, supporting small businesses, restaurants, and local vendors. Our event brings together people from all walks of life, families, youth, seniors, athletes, and many firsttime runners. And many of them are not even professional runners. They are everyday people who simply decided to take one step towards something better. All come together to create energy, build connections, and support meaningful causes. Uh we would like to extend our sincere gratitude to Mayor Brown, members of council, and the entire city team. Your support for planning and logistics to safety and coordination has been critical in making this event possible. We are also very grateful to the support through ABF funding which has helped us grow and improve the event each year. Support like this allows us to create safe, inclusive and wellorganized experience in everyone involved. We also want to recognize Peele Regional Police for their continued support, ensuring that participants can focus on their run while feeling safe and supported. At the heart of this event, our partner charities and light kids, Gurugmen Singh Children's Foundation, Sahita, Pingalvara and Drug Awareness Society along with amazing community running clubs in Bmpton, TPR Club, Seniors Association of Bmpton, Bmpton Benders and Veterans Run. These organizations represent the true spirit of the marathon. They are working every day to support education, promote mental health, provide humanitarian aid, and strengthen our communities. Every step taken during the marathon represents something bigger than the individuals. It represents hope, support, and a stronger community. As we continue to grow, our our goal is simple, to make the Bmpton Marathon a signature event of the city. an event that reflects who we are, diverse, energetic, and communitydriven. We would also uh greatly appreciate the city's continued support in helping promote the event. Even small efforts in awareness can make a big difference in reaching more residents and encouraging participation. Because at the end of the day, it's not about how fast we run, it's about how far we go together. And who knows, this might just be the year we see few more members of the council on the starting line. So, no pressure. We'll be cheering loud for you guys. So, let's come together on May 24th, not just to run a race, but to bring people together, build community, and move our city forward one step at a time. Thank you once again. Thank you very much, Paul. And I know I had a good time last year at uh your marathon. I will ask councelor Tur who is on the board to speak. Council, thank you through you, Mr. Chair. Uh thank you Paul and the rest of the team at Inspirational Steps for uh coming out today and uh delegating, telling us once again about your annual run. I think this is the fourth one. Yeah. That we're doing here. Yes. The fourth one. And uh uh I I still remember the first meeting that we had in Mayor Brown's office and talking talking about the ultimate vision of having a a full marathon um in our city. be an official marathon for the city of Bmpton. Um, and I've seen you grow every single year, uh, get bigger and bigger and better organized and and you know, not just in bigger in terms of how many runners participate, but how many organizations are now a part of it. It is uh, beautiful to see that. Um, Paul, if you if you can just confirm this year you have a new route and you're not going to have like an overlapping issue. I know a lot of the runners usually bring that up as a concern, but uh if you if you could just clarify that on the route for the run itself. Yes. Um I mean up till last year we had a a route which is just on a BM Bramley road people going back and forth. So there were a lot of runners especially long-distance runners uh advised us to to bring a bigger route and and we should be actually because city is so beautiful just running on a road is not a thing for runners. So we increased a route this year with the help of city of course and mayor Brown actually suggested that route. So we included uh professor's lake this year. Uh so it will be uh only two laps for 21 so one for 10k. So it's a much bigger route and hopefully as you as you just mentioned that uh maybe next year we'll go into full marathon and probably explore more beautiful areas of the city. Oh, that that's amazing to hear. And that will be a beautiful run around uh Professor Slake, right? Uh I know the mayor has ran uh in this marathon every year, including uh when it fell on his birthday. Uh he still came out to run here in the morning. So uh I know members of council will be joining uh this year. I'll I'll all sign up uh for the 5K once again. I'll try to complete it this time. Uh Council Fin said he's going to do the 400 meters. Oh, I told him it's just for toddlers, but he's uh he's allowed to participate as a senior. good start. Uh but I know you know councelor Vicente, everybody else would love to uh be a part of this. Um just for staff um maybe to um acting commissioner Taming I know in the past we've supported them with posters like at rec centers at city facilities any of that like are we planning to do the same uh this year? uh through the chair. Yes, we just uh got materials I think yesterday and we're uh we're working with the team to get that out and uh on social media, Garden Square and some of the posters and a variety of methods. Thank you. Awesome. No, thank you for that uh Jason and um thank you to also the staff um that work behind the scenes that have worked with you on the seat team, Megan and and the rest of the team there. Um, I know one recommendation in speaking uh with you guys earlier when you came to meet the mayor and the mayor wanted to uh speak to this as well, but if uh you need some help in getting the awareness out there, it helps with the posters, helps with all of that, but to sign up actual runners on site. A lot of the runners don't know where to sign up. Uh maybe if uh you know to commissioner uh Boyce um if at rec centers like apart from just the um you know some of that like posters uh that are there if we can find a time that doesn't uh compete with any of our programming timings uh similar like every Wednesdays I set up my table there I speak with residents if uh they could do like one day at a rec center or like you can figure out the schedule but if we can figure that out where they can actually have a signup desk where runners can come up and sign, especially at the rec centers where our um like your gym facilities are the busiest. I know there's a lot of runners that uh walk around the track at Gore Meadows, at Jacuzzi Wellness, perhaps a soccer center. These are at least my uh rec centers, but maybe across the city as well. If if if I'd uh refer you to um Commissioner Boyce, if if you can take that back and figure out something we can do to help them get the word out there and sign up. Great. Thank you. that that will be very helpful through the chair. We can certainly connect after and uh find some rec centers that could work to have a table set up and and work for a time that works best for that group and our team as well. So, we'll take that back. I'll just that'll be fine as direction, I guess. I don't need to refer it. Okay, perfect. Uh thank you for that and I look forward to uh participating this marathon once again. All right. Thank you very much. Thank you, John. Wait. Thank you, councelor Tour. Staff have direction. Councelor Santos. Thank you through you, Mr. chair and uh I'm happy to support the referral as a as a runner. I know the mayor's a runner as well. I'm also very happy to sign up and probably do the 10k. Maybe not quite the half, but I'll do the 10 and uh when when we have these these events um like I know we're running for a couple other runs coming up in April. This one's in May. and uh strongly encourage you in your promotion of the event to also encourage um members from council to participate in the five or 10k as well um because we could all use some health and wellness uh here at this front bench too. So or 400 meters or 400 meters at least 400 meters. There you go. There's a start. Awesome. Thank you for coming to delegate and happy to support the referral. Great. Thank you so much. Thank you everybody. Thank thank you very much council ch I see no further speakers but uh for folks who who are here and the many who are watching online it's the BMPon half marathon visit their website at bmptonarathon.org and their event is on March 24th thank you very much I move receipts by council tour all in favor I'm sorry May 24th apologies and visit our website bmptonarathon thank you And we have the referral to staff moved by councelor tour. All in favor? That carries. Thank you very much. So next we move on to 6.4 delegation from Andrea Buckner, founder and executive director of restart charity regarding restart charity community fundraiser barbecue event to support at risk youth. Welcome Andrea. Good morning to everyone. My name is Andrea Buckner and I am the founder and CEO of Restar Charity. We are a communitybased organization supporting youth in the atrisisk in Bmpton. Today I'm here to share our impact and the opportunity to partner with the city. Next slide, please. Many youths in our community are at risk of entering the justice system. Lack of mentorship and guidance lead to repo repeated cycle. Without early intervention, these challenges continue into adulthood. Early support change life and outcome. Next slide please. We provide particular hands on support for youth mentorship justice system guidance and court navigation support community- based program and wraparound service in our community. Our goal is to transform not just to in invent intervention. Next slide please. Help youth reduce crime. Strengthen family support system. Improve overall community safety. Create real opportunity for youth to succeed. Next slide, please. We are we are planning a community fundraising barbecue fund support mentorship diversion and outreach program. Bring the community together for a positive cause. Next slide, please. Seeking collaboration to host events at Chinuzi Park. Requesting in kind support such as permit fee assistant partnership, help expand youth focus intervention, investing in youth, build the stronger community. So what I'm saying when we invest in our youth in the city of Peele, we will have a stronger community and um I do program in one of the youth facility here in Bmpton and in some of the schools that we speak to the community and it's a need that we have. So we want to extend our programs by doing fundraising so we can continue our uh program within the city of Peele. Thank you for your time and consideration. Restart Charity is committed to supporting youth in Bmpton. We welcome the opportunity to collaborate and I'm happy to answer any question if there's any. Thank you very much Andrea. I don't see any questions from my panel. So motion your information is received by this committee. I'll ask for receipt moved by councelor Santos. All in favor? That carries. Thank you very much. Thank you. And with that uh we move through to public works section. Item 8.2.1 2.1 is staff report regarding request to begin procurement for hot in place recycling technology pilot ws 3 7 and 8 held by council tour council. Thank you Mr. Chair. Um if staff could just give a quick like overview of what this is uh in terms of like what is this recycling technology um and part of the report I don't see any costs associated with it. And I know this is cost savings, but I'd still like to understand uh how much like how much does this pilot cost us? What is the cost of application of this product or uh pothole repair through the chart to council tour? At a high level, hot and place recycling is a methodology where you have a train of machinery that comes across the roadway. The first couple of uh machines in the in the lineup basically scarify the heat the ashvault to a depth of approximately 10 millimeters below the milling depth. At that point uh usually the third vehicle in in in the train mills the ashvault. It's uh mixed. It's pulverized in a pug mill. Rejuvenator is added and then the ashvalt is laid again on a paver. The whole process takes about um within 15 minutes you'll you'll have it open to traffic and again you save on aggregates. Uh you're basically using the material that's on site and in terms of uh cost savings we anticipate we're going to go through a public procurement process to see what the costs are going to come in at. But I would anticipate uh that we're going to realize savings in the magnitude of 25 to 30% over conventional resurfacing. And as a pilot project, we're then going to basically monitor the performance of the ashvalt and see whether we're going to expand the program in the future years. And like other municipalities are doing the same through the chair council tour. Uh the region of Durham just um uh used this technology last year uh with with some good success. It's it's fairly new in terms of their experience and I believe the city of Toronto has used it as well. Those are the two that I'm familiar with in in in the GTA. And how long have they used for? And the reason I'm asking is like how successful has this been in like terms of like going through multiple winters? Again, there's been um there's been successful implementations of this from what I know from the city of Toronto. Um Durham has gone through a couple of winners and so far it's holding up fairly well. But again, as part of the pilot project, those are the things that we're going to look into. Um, and it's uh we're only doing about five kilometers of of roadway in terms of of length, if you will, or 11 works out to 11 lane kilm. So, it's it's a fairly modest um quantity of road that we're going to do in order to make sure that it works. And we're we're happy with uh basically the the uh the results of of the scarifying and and hot place recycling and that it's holding up. And other than just the cost-saving part of it, uh what is our like what's the reason why we're going in this direction? Because I know we are doing the other repairs and curb repairs or uh road repairs that are that got procured out and we got like a per kilometer kind of a rate and you know we're doing different parts. I know there's a list of streets in my area that we're getting done. Um I'm just wondering like the rationale of like going parallel to this like how did we find like how did these guys come about or this technology come about? Is this something like just just understanding the rest now? Sure. It's um it's it's really about environmental sustainability. Uh I'll go back to actually my uh my grad my my thesis back in over 20 years ago. Uh actually looked at this technology. It was at the time applied more more so in in warmer climates in Florida. It's over the last number of years it's actually gained traction in in colder climates and it's holding up well during the winters. Um so again it's just a an opportunity here to try a new technology and really it's from an environmental sustainability perspective that we're looking at just the trucking costs alone like typically during a conventional uh methodology like the one you're referring to. You'll mill the ashfall, you'll then truck it off site, you'll truck in new ashfall. So, you're you're really foregoing a lot of that. So, it's great for the environment and that's where the cost savings are that we anticipate in the 25 to 30%. And um uh we we believe it's based on what we've seen the other case studies from other municipalities that uh it's going to be successful here as well. And if the uh pilot is successful, uh is this going to be our default method then down the line like in the future? I think there's some still uh still some learning that we're going to have to do. Um although um there are cost savings. I anticipate that um the duration in terms of how long it's going to last maybe about 5 years less. Uh we're going to look at things like traffic volume and how it holds up with with heavier traffic. So I think it's going to be a hybrid approach that we're going to take. I think there's still going to be a place for conventional methods and I think there's going to be hopefully a place for an extended use of of um more environmentally sustainable methods such as Han place recycling which is what we're going to be uh piloting through this uh through this project and uh just like procedurally like this is uh we're just piloting the technology and there's multiple vendors out there that deliver this as a service. To my knowledge there's at least two vendors that provide this service. Uh and we are going through a public um a procurement process um to hopefully get uh a number of of interest in this. Okay, that doesn't give me confidence and there's only two people out there that do this. Um that's all the questions I have for now. Um since we're at committee, if if council would allow uh to defer this to council meeting next week, if our next council meeting um for us to uh move ahead with this or not, I'd be happy to defer it to the next council. Uh thank you very much, councelor Tor. The clerk has advised me because you spoke can't defer it, but if you would like, can it be referred to council? All right. So we have a motion of referral moved by councelor Plesi to council for this report and perhaps staff could provide some additional information to members of committee and council uh in the intervening time with it information about the technology perhaps some visual demonstrations. Certainly we can do that. Thank you. Thank you very much. Motion moved by councelor Plesi. All in favor? That carries. And with that, we've completed our public works section. So, I will ask the clerk if we have any questions from the public for public works today. Chair, there's no questions at this time. Thank you very much. And next, we'll move on to the community services section where items were in consent. And so, I will ask the clerk if we have any questions from members of the public or through email with regards to items in the community services section today. Thank you, chair. There's no questions about this section. Thank you very much. And with that, we'll move through to legislative services section. We have item 10.2.1, a staff report regarding proposed amendments amendments for short-term rental bylaw 165 2021 and administrative penalties non-parking bylaw 2018 208 2019. Apologies held by councelor Tour. Councelor Tour. Thank you. through you, Mr. Chair. Um, just reading this report, if I can get an understanding of the difference between uh bed and breakfast versus like the current short-term rentals that we have uh through Thank you. through the chair. Sorry, could you restate what the question was? Um Rob like could you define like what is a bread and breakfast like what is that as a establishment like what does that look like? So it's when a person rents a portion of their uh residence for a period of not more than 28 days. So they're uh like their primary residence of their primary residence. Yes. Okay. And in the report I saw that we're increasing the penalties as well. What are the current penalties? through through the chair. The current penalty is $250. Uh we did do an environmental scan with Missaga, Bon, and Hamilton, and the uh penalties being uh proposed are in line with Missaga. Yeah, that was going to be my second question on the benchmarking because I saw you said there was regional benchmarking in the report, but I didn't know who did we benchmark against and what their finds were. So, Miss Saga is also a $500 fine for the same. Yeah. 500750 and then or 500 to 750. They have a graduated fine and then a no license uh is $1,000. And then Vaughn, all of their fines are 750 and uh Hamilton is uh no license of $400 and violation with a fine is 300. Okay, got it. Thank you. I was just looking for uh that information. Um and lastly, how many of the like how many incidents do we have of bed and breakfast not following or like issues around bed and breakfast operations in the city? Like is this like I I don't see any in my area like we get the Airbnbs and those issues, but I've never come across a bed and breakfast issue. Just let me confirm that one number. Just one sec. Just one sec through the chair. Currently, there are three main ones that are causing concerns. So, it's a very limited issue. Okay. Thank you. Thank you very much, Councelor T. I see no further questions. So I'll ask that councelor to remove the reports. All in favor? Any opposed? That carries. And uh with that we are now completed legislative services section. I'll ask the clerk if there are any questions from members of the public here or online with regards to this section. Thank you chair. There are no questions at this time but we do have a discussion item or sorry correspondence added as 10.4.1 um from councelor Santos. Councelor Santos, you had this correspondence added today. Councelor, please. So, Councelor Santos will move receipts of the correspondence sent to us by Lori Herder. All in favor? That carries. And with that, uh, back to, uh, public questions. Madame clerk. Dear chair, no public questions. Very good. Thank you very much. And we now move through the economic development section. There are no items. Are there any questions for members of the public with regards to uh economic development? To your chair, no questions. Very good. And with that, we now move to our corporate services section. And we have item 12.2.1, a staff report regarding purchasing activity quarterly report for the fourth quarter of 2025 held by councelor Tour. Council. Thank you, Mr. Chair. There were a couple of line items that I had questions with. Um but I'll stick to two in particular. One was with on page uh three of the uh second attachment there is uh competitive contracts for marketing and promotional products. Uh score promotional marketing inc. And then there's a numbered company. Both of them have $200,000 each as a contract value. Um I just want to understand what they're providing and why do we have two vendors providing the same what looks like the same service or same products based on the description through the chair. Um these these materials are um these sorry you sure thank you coun councelor plushy has requested if you could ask the question again as he was unable to hear you through the system. my apologies. Um just the two items in corporate services um for marketing and promotional products both validated at $200,000 each. One is Score Promotional Marketing Inc. and then there's a numbered company. I'm just trying to understand what kind of marketing promotional products they're providing and uh or are they different and like why do we have two vendors doing the same through the chair? Um there might even be a third one. you have a a series of vendors that the city utilizes for a wide range of products, not just corporate services, but anything that is um city branded or things like that. So, it's not necessarily that we're going to spend this amount of money. It's just this is what we do on a regular basis to um have it available for um variety of projects whether that's something at a at a rec center at events we host at um different thing like it could be pens it could be notepads it could be so we have three different vendors so that we can get a variety of options uh from the marketplace for that type of thing. So the the the three vendors are just so that we'll compare pricing for similar products and get those or Yes. Yes. It's so it's it's to have have a variety of a broader range of options available. Um okay, thank you for that. Um trying to find it on the list, but this is uh on the public works side of things. Um for the cont on page six uh third from the bottom uh contract administration and for reconstruction widening of countryside drive from regional road 50 to west of arterial A2. Um very familiar with the project. Um what concerns me in the notes is that the project's completion is July 31st, 2029. I believe that is 2027, not 2029. If it is 2029, I'm in trouble. Through the chair, uh you're right about the construction. Um maybe I'll defer to staff with respect to that timeline. It may have to do with just having the the uh consultant on board for the warranty period as well. Could just clarify that please and and maybe if we can reflect that as a language in uh in these notes as well. uh a lot of my residents are very anxious with gourway drive and now countryside will be the next thing where people get anxious about I just want to be very clear on timelines there yeah through the chair uh to consider two years I think it is correct normally when we hire the contract missions or consultants it's always until end of the warranty period so the construction will be from 26 27 and 27 end of 27 we'll have start the warranty period for next two years so legally the contract has to be open for any services we need for consult during the warranty period. Okay. Uh so if it is completing in 2027, I just want to see that in the notes like I just want to see that like clarified better in the notes cuz I don't want one of my residents coming to me and saying you're telling me it's ending in 2027. Look, the city is saying it's 2029 and I I can't give that explanation again and again. Um I'd rather see that in the notes here. um that the actual construction will complete by 2027 and then the warranty period is 2 years after that and that's why it's reflecting as 2029 as the as a whole contract. Um, I'd like to see that in there. And I think it was um, if you can give me a quick second. Uh, seeing similar. It's Yeah, if you can just go there. There's a bunch of those line items that have those dates. If you can just uh clarify those in this document, that would really help me when I speak with my residents. Yes, if you can definitely do that, counselor. Thank you. Um there's another another one here that there's a contract extension on reconstruction and four-lane widening of Goreway Drive from Catrol Boulevard to Countryside Drive again uh between my area and Council Powers area here. Um there's a $6 million contract extension was required as a result of significant cost overruns and approved change orders. Uh can you just expand on that for clarification? Again for the same reasons my residents are very anxious and they always say that we're delaying projects or we're not doing them efficiently and when they see something like this this is them bringing to me and saying why is this on paper through the chair council to yes I agree with you so we'll make make sure the remarks on future projects uh reports are very clear and concise in details but this was more like additional funds which are approved by the council in 2025 budget so we just added funds in the PO to pay the contractor for the activities going on site and at the time of our order of contract in 2024 uh because of the budget constraints we could not add the contingencies in the original PO so this was money added in the PO for contingencies sorry money added for for contingencies in the project okay but because it says in the notes it says cost overruns did we have cost overruns on the project no not at this time because what normally we provide all the change your flow contingency. So, this is within the contingency amount. There's not a cost overruns. Okay. If that could be better worded over there because this looks like there's cost overruns and now we're given the $6 million because we've incurred cost overruns. No, we can change. Um I just want that language clarified before we uh receive this. So, if we can do that before next council, um I'd like to see that just updated before we receive this. So perhaps if one of my colleagues could help to move this. Thank you. Thank you. Thank you very much. I have other speakers. Councelor Plushy. Thank you, Mr. Chair. Um, so I wasn't going to get into this report. I was kind of waiting for uh it to come back with uh what we had asked for. Um I guess now I I would ask when when is that going to happen for reports like this? When are we going to get the additional information that we have asked for? I thought it was supposed to come already with contract extensions what we were talking about. That's a huge contract extension. But um I guess in total of you got a one company owing $90 million um just in uh whatever whatever they're doing. But um in terms of the lengths of previous reports when that extension came to council, all all contract extensions over a certain amount of money, does it come back to council through the chair? Contract extensions do not come back to council for approval. Um under the delegated authorities, they go through management approval as well as then purchasing a approval and CAO approval at certain thresholds. no matter what the um amount the dollar amount is. That's correct. And then what was the motion that we moved last a couple weeks ago? We asked for it to come back to council. Did we not? Did we not move something in the last council meeting for contract extensions to come to council? Uh I do not believe so. Oh, they are reported in in the reports we received now. That's where council gets visibility for the contract, but after the after the date, after the fact. Correct. Right. Okay. And and council, so maybe with the referral, you go look at what we asked for to come back um and and give us a timeline and an update. And until then, maybe no contract extensions. I like I don't know what to say. the report that I I specifically asked for. I wanted information in there with right so through the chair um we have added links in the report as it relates to new begin procurement reports that get that show up in in quarterly reports to council. um in order to add links to begin prior begin procurement reports um for contract extensions and renewals in in investigating that. We're still working on it. Having said that, it would appear it's a labor intensive process. So, we would either need additional staff resources to do that because it's manual. Matt, can you come up please? Yes, please. But in the appendices of this report, um there are or the tables of of each each um each item, each contract. In that in that uh table, I would like a link to be able to click on to take me to all previous um reports for that specific item. Is that hard to do? Can you do that? Possible. Absolutely. It's possible. Have they talked to you about doing that? No. No. Thank you. Can you go and and please do that and then come back to next council? And that's what I asked for last time when I was looking at med to say you guys need to like there's our IT guy, right? Like let's let's work on trying to get this um back and have all of the information at our fingertips when we're making decisions because when it comes down to it, the amount of reports that council gets, I can't remember a report from x number of years ago, especially if they've extended it two, three years or something to that effect, right? I need to be able to have that information. Okay. To make decisions, please and thank you. Yep. Thank you, Mr. Chair. Thank you very much. Next speaker, councelor Keenan. Thank you. Thank you, Mr. Chair. I'd just like to remove the referral to get the information that councelor Tur wanted and councelor Plesi for the next meeting. And thank you, councelor Ken. I'll just ask if staff are clear on the direction that they have. I see nodding heads. So, we have a motion moved by councelor Keenan to refer this report back to staff. All in favor? That carries. Our next item is 12.2.3, a staff report regarding 311 modernization project update RM12026. Councelor Santos. There we go. Sorry, the mic wasn't working. Thank you through you, Mr. Chair. Um, just a couple of questions and thank you to staff and the ongoing process for the transformation and updates um and improvements to our 311 system as well as the integration of operating departments in the various databases. I get the timeline just a couple of questions from me and that's more on the customer service perspective. So ideally um question to Commissioner Tamming. Can we provide uh an update to the residents perhaps on the website with respect to this report? to the reports report, but residents when they read the report, if I send this to the residents in terms of what to expect for 311, it's still difficult for them to see what the end result is going to look like. So, just wondering if we could add on the website some communication on what they can expect to see on the dashboard. It's the dashboard I think that residents are really excited about to be able to track their Kobe reference number, see where it is in the queue, see what operating departments looking into it, seeing the result and what the end communication's going to be. Can we give them an example on our website? Thank you, counselor. Through the chair. So, we we'll do that. Um, there is a kind of a banner on the updates occurring at the top of the 311 section. So under there we will put uh we can add some visuals of kind of what the um what the new system updated system will look like and I think we can also put some examples of what like a process flow would look like maybe for some of the higher volume types of circumstances so people can kind of see what example A or B would look like going through the system um especially for some of the higher volume um perhaps parking and things like that. Yeah. So, like for example, to your point to what you just brought up, I know that the biggest complaint in the city of Bmpton is parking and parking related. Um, and I know that we're going to be getting an update report from legislative services and bylaw on some of the operational improvements that we're making on on parking. Um, but the other piece I think that's important is the ability for the operating departments and the the folks on the front lines who are resolving and and investigating and dealing with issues whether that's garbage or parking or property standards to provide more descriptive feedback to the residents directly. So at in during phase one of this transformation, I know that we're communicating more regularly with residents who submit a complaint by text message. But when they get a text message saying the issue has been resolved, will we in the new system, will those officers, people in parks be able to have a feedback form to provide like some sort of description of what's happened? So, for example, we investigated the parking matter, but when we got here, the part the the car was no longer there on the street, and we will come back again to check again or they're now part of the proactive enforcement loop. Will there be an opportunity assuming that there will be training uh customer service mindset training for frontline oper people who are responding will they have the ability in this new system to provide direct feedback to the resident somehow flexibility in that? Thank you counselor through the chair. So a few things. So we will be doing system training um on how to move the tickets and the response types of training um the system will have some built-in triggers based on service level agreements with the various departments um that trigger it staff and the clients. So if it moves from one department to another, the resident will get a notice and they'll be able to see who it's with. Um and then there will be several triggers throughout the life cycle of a request. Um and on resolution the the whoever's responding there there will be some requirements for for content and we can um do some things as as uh like like minimum character count. So it's not just a yes or a no, but we can require some minimum characters that that kind of demand an explanation a few sentences. Um so we're still sorting out exactly what that looks like, but it it'll require um there will be depending on the request. Some might just be simple drop downs, some might be, to your point, a bit more of an explanation, especially when um it might not have been what the resident was expecting. Awesome. because I think having more of a feedback like having um like for example a bylaw officer the giving them if if they're being trained now and I'm assuming that folks in parks in in recreation in bylaw enforcement all the operating departments in building permit will be trained on having a customer mindset approach understanding that when they provide feedback or when they check a box that goes into the new dashboard that the resident sees that it they about a customer service experience and not just checking off a box like they I think that is what's kind of missing right now which is frustrating many residents. Um uh okay so that has been dealt with and then my I don't think I have any other questions that I can think of right now. I've talked about the training for customer service mindset, the feedback box, and then the dashboard itself. It will probably look like when you're tracking an Amazon package or the same sort of feel as when you're tracking an Amazon package being delivered to your house. The request has been received. Um, it's out for processing. It's out for shipment. It's on its way. It's been delivered to your home. Here's the photo. and issues been resolved. Is that kind of the look and feel that we're going to be getting with this? Yes, that that's what for the for the resident on the resident side, that's what they will see. And through the TRA, I'd also add one other piece that we'll be able to see departmentally is uh on the staff side is to see when we're when various areas are kind of hitting. There's going to be agreed on timelines for certain types of requests. And so when those uh hit those timelines, they're going to escalate up to a management level so there can be followup uh so we can ensure kind of timeliness for the resident. Fantastic. And then the final question is is that there are still some categories that we're finding that are not included in 311. I just got one last night. a resident was experiencing flooding on their street and in their neighborhood and they were trying to go on the 311 um site and app and could not find a category to report that anywhere. So, they ended up sending me an email. So I think in this process it would be great to get more feedback from counselors and residents on the categories that might be missing um that end up in our inboxes or in departments or just end up having residents frustrated because they don't know how to report these concerns. The other one is storm water management maintenance. So, I was just at a neighborhood walkabout doing a cleanup in a park last night and we didn't know how to report um storm water maintenance uh in in a in a pond. So, these are some things that I think it's not our you know, it's they're just things that are missing that we can in that we can include. Okay. Through the chair, we can uh reach out to council and get your feedback on those. Um, and just as a reminder, the public, they can always email or call um, 311. And so if something's not seen on the app, encourage those other other routes for their their inputs. Thank you. Okay. Fantastic. Thank you. Thank you. Next, councelor Ples. Thank you, Mr. Chair. I guess I'll start off with flooding because had a resident that was trying to call in um for flooding but was on a border road and that call automatically went to Halton. So I did some little little investigation and went out to Mayfield and Winston Churchill. My calls on Mayfield go to Kaledan. My calls on Winston Churchill go to Halton. And I don't know why. I don't care what's going on in Kaledan until it becomes New Bmpton. But until then, it's if I'm on a border road, why doesn't why are they getting precedents? Or is it my phone? Is it me, Jason? Is it is it me? It's not you. Through through the chair. Um not sure if it's you, but uh the request um is this when you call 311 and it gets auto forwarded maybe. No, it goes automatically to Kadan instead of Bmpton. I need to look into it. It's tracking me constantly. My phone. I don't know why it doesn't know I'm in Bmpton. It depends on the cell tower. Huh. I don't like it. Okay. Um really super excited about this. Super excited about everything that's happening. I'm already seeing as I called 311 during my investigation. Um, I I was happy to see like the prompts and the and the AIS there and it's like I'm being directed just because of of what I'm saying, which is good. Um, the only thought that I had is typically when people phone in 311, like it's it's not an emergency, but it's it's somewhat uh an escalation on their level because it's an inconvenience or it's a problem. And the the preamble is is I think is still a little bit just too too long. A little bit maybe I know we need to let them know that if you're violent towards us we will hang up and all of that but um I don't know maybe if we can scale the preamble back a little bit. Um and it's not only that it's then when I say what I want. Um so so my daughter found a dog. The dog was lost. tried to get um animal services out and it was it was a process to to to get there. Um so if I don't know if we can look at that or if that's part of it, Jason, I I we'll we'll look at both as as part of this. We'll take this as feedback and and look what we can do in both spaces. Great. And again, super excited about this and I and finally seeing it coming along is is is fantastic. So kudos to the team. Thank you very much. Thank you very much, councelor. Councelor Keenan. Thank you and through you, Mr. Chair. I just want to say a massive thank you to the team at 311 for all the work that they're putting into this. Um like I say, every time we talk about it, my residents are over the moon for the work that's been done in the collaboration. Um and really looking forward to to what is coming. Um I I do have a couple questions when it comes to priorities. Priority one, priority two, priority three. Are the residents notified that when they put a call in that this is a priority one, two, or three call? Thanks, counselor. Through the chair, I'll ask uh uh Rita's uh on our team, one of the senior and and Roma. Uh I'll ask them to speak. I was looking at them when I asked the question. I was trying to uh through the chair. Yes, we do inform them of Oh, sorry. Through the chair. Yes, we do inform them of the different priorities um and the estimated ETAs, the estimated time of arrival for the officers or the road crew. Now, once again, this is also dependent on the service level agreements that the department provides us, right? And do we uh does 311 choose which calls get answered or does by law? Uh no, we nobody chooses which calls get answered. They are automated through the IVR system and dependent on what the resident chooses. So if you choose bylaw, you get uh go into the bylaw queue and those calls are answered in a systematic manner. Okay. So it goes by priority. All priority ones get called first then two then three. That's the motion of it. Absolutely correct understanding. Once we take the calls and they're uh uh organized in a queue, priority one goes out first, priority three goes back to the queue. Okay, that's that's perfect. So those are my questions. So they and on the app it will show them that even though they're not speaking to somebody, it'll show them estimated time to deal with this call. Um, not currently. Uh, in the new phase, that is what we will be discussing as Jason mentioned. Thank you. Thank you so much. Thank you, Mr. Chair. Thank you very much, councelor Kian. I see no further questions. So, I'll ask that councelor Santos move. We have a motion moved by councelor Santos to uh move the staff report regarding 311 modernization project update RM12026. All in favor? That carries. Our next item members of committee is 12.2.4 a staff report regarding the housing accelerator funding allocation update RM432025. Councelor Tour. Thank you uh through you Mr. chair. Um just quick questions on um the Hath allocation. Um one that was news to me what I saw in the report that we're getting the additional $5 million which is very good news. Um on the uh on on our tracking on our commitments with the federal government, I know there's tracking with uh missing metal housing. There's tracking for ARUS. Um where are we with those right now? like where do they currently stand? I'm just trying to get an understanding of that because some of them says completed and some is in process. I'm trying to understand what that is. Sure. Through the chair through to you councelor to I think you're referring to the appendix where it speaks to our commitments per the the agreement. So um I'll Melinda to uh speak to the specifics but for the most part we've completed a lot of our work around uh ARUS and and whatnot through the comprehensive zoning bylaw. Council may recall um part of our commitment to get the funding for the $114 million was to embrace intensification and arus in particular around intensification corridors and MTSAs. All of that work has now been done through council's endorsement of the new conference of zoning bylaw. But any specifics uh I can defer to Melinda. Yeah. Uh if you can just expand on that, Melinda. Um, one particularly like on the on the garden suite stuff cuz I see in there it says that we've marked it completed because we had a incentive program for garden suites but then council made a decision to take that away. So is that still considered complete in the eyes of the the feds or Yeah, through the chair to councelor Tor that uh milestone is complete. So the only remaining item we have for for the missing middle housing is to complete our study on forplexes. So we've already permitted forplexes along support corridors and rapid transit corridors through the comprehensive zoning bylaw. And so all we need to do now is just do a study to explore expansion of those permissions. Uh so in those corridors there's as of right forplexes, right? Correct. Yeah. Could you um after the meeting then perhaps give me like a map that highlights what those corridors are in our city where we have that as of right zoning for for plexus. I'd like to see that. We can do that. Um which sorry just going back to the garden suite point. Um we had the the incentive program correct? I think it was $50,000 in total that we had alloc allocated. It was a little less than that but yes it was around there. Um but we had only allocate like actually funded a very little amount and then we cancelled the program. So are we deeming it complete or are whether it's CHC or the federal government saying that yeah you've done your part on on garden suites or are they seeing that as we said we'd do something and then before we could even complete it we cancelled the program through the chair. So because we established the program and funded about three or four garden suites, we rebated the city fees for those garden suites. We have sort of completed the the commitments that we put forward in the action plan. We did make that clear to CMHC in our our report last November and they've deemed it complete as well. Okay, sounds good. Thank you. Thank you very much, councelor T. So, I'll ask you to move the staff report for housing accelerator funding allocation update. All in favor? That carries. And with that, we move down to council question period. Do any members have any questions regarding this section? Seeing none, public question period. Oh, there is one more discussion. My apologies. Thank you. I see it's item 12.3.1 discussion item at the request of councelor Santos regarding increasing gas and diesel prices and the impact on the city's budget. Councelor Santos. Thank you, Mr. Chair. So, with the increasing prices due to matters outside of our control, um I I just wanted an update or briefing or quick comment from staff, perhaps from the budget office on um the impact of the uh increase in fuel prices to the city of Bmpen, particularly as it relates to transit um and or our entire fleet. uh and making sure that we have things planned accordingly to deal with those changes in pricing. Thank you, Councelor Santos. Um yeah, so we're um preparing gathering all information right now related to contracts um when they expire, what uh what we're obligated to pay with all our current contracts, whether that be diesel for the buses or fuel for our fire trucks or our uh roads fleet. So, we're gathering all the contract information, the budget information, and we're doing some sensitivity analysis to see if price, as price changes, how could that impact? To give order of magnitude, it's around $30 million total for the city's budget for fuel. Uh, and most of that 26 27 million is is transit. So, we're we're gathering all that data right now. We're vetting it. And then, um, the intent is we could provide council, if you wish, a briefing note, um, in short order, um, that could have all that info. No. Sure. Thank you very much. Happy to get a briefing note from staff on that. And obviously the increase in fuel prices has an impact on everybody's inflationary costs uh for other municipalities as well. So happy to receive that briefing note when the time comes. Thank you. Thank you very much, Councelor Santos. And so with that, we now can move to 12.6 public question period.
