Take it away when you're ready. Good evening, chair, vice chair, members of the committee, members of the public, and city colleagues. My name is Alexi Decaria and I'm the planner assigned to process and review the subject application. The purpose of the meeting is to provide information to the public and seek feedback on the city initiated application to amend the official plan and zoning bylaw for the lands municipally known as 55 to 61 Beach Street and 132 to 142 Church Street East. The proposed amendments are intended to facilitate a revised development proposal consisting of 104 back-to-back stack townhouse units, including 52 affordable housing units. A recommendation report regarding the proposed amendments is also included on tonight's agenda for the committee's consideration under item 7.1. Should there be any concerns raised by the members of the public this evening, staff are happy to take these items back prior to any official plan and zoning bylaw amendments being enacted. Next slide, please. The subject property is located in Ward 1 at 55 to 61 Beach Street and 132 to 142 Church Street East. The site is located north of Church Street East and west of Beach Street, generally north of the Queen Street corridor. Next slide, please. The SL this slide provides an overview of the subject property and the surrounding land uses. To the north are existing single detached residential dwellings beyond which is McCall Street. To the south is Church Street East beyond which is the Bmpton Cemetery and the Queen Street corridor. To the east are existing single detached dwellings beyond which are the existing apartment buildings ranging in height from approximately 6 to 12 stories and to the west are existing single detached dwellings beyond which is Sophia Street. Next slide please. This slide provides an aerial view of the subject property and the surrounding area. As shown on the slide, the subject lines are outlined in red and are situated between the existing lowdensity residential neighborhood to the north and west. medium density residential uses to the east and the BMPon cemetery to the south. Next slide, please. This slide displays photographs of the subject property. The photos on the left provide a view of Beach Street looking west towards the subject site, while the photo on the right provides a view of the sub view from Church Street East looking north towards the subject site. Next slide, please. Before discussing the current proposal, I would like to provide some background on the planning history of the subject lines. In April 2023, council approved official plan and zoning bylaw amendments under city file Oz 20210011. The approved development consisted of a 14-story apartment building containing 273 units together with three blocks of stack backto back town houses town houses containing an additional 50 units. In November 2023 and May 2024, through the approval of the Bmpton plan, the subject lines were identified as being located within the Center Street Major Transit Station area and designated highdensity residential. More recently, in June 2026, council passed motion C136 2026 directing staff to advance the necessary official plan amendment to support the revised church church to nonprofit corporation affordable rental housing project. The current city initiated application has therefore been brought forward to implement council's direction and facilitate the revised development proposal. Next slide, please. This slide illustrates the development that was previously approved for the subject lines. Before I continue, I'd like to note a minor correction to this slide. The original the originally approved apartment dwelling is shown as four stories. However, this should read as 14 stories. The original proposal consisted of 14-story apartment building containing 273 residential units together with the three stacked and backto-back townhouse blocks containing 50 units for a total of 323 residential units. The proposal also included a central common amenity space and the relocation of a listed heritage property at 136 Church Street East to 132 Church Street East. The previously approved development provided approximately 34.7% landscape area in 371 parking spaces. Next slide, please. The current application proposes to amend the official plan and zoning bylaw to facilitate a revised development concept for the subject lines. As shown on this slide, the revised proposal consists of 13 blocks of back-to-back stack town houses containing a total of 104 residential units, including 52 affordable housing units. The buildings are proposed to be up to four stories in height with approximately 21.8% landscaped area. As at the time this presentation was prepared, the proposed the proposed site plan identified a total of 119 parking spaces on the subject lands. Since then, the site plan has been revised and the most recent version proposes a total of 100 parking spaces. The revised proposal also intends to relocate the heritage dwelling at 136 Church Street East to an alternative alternative city-owned location. Overall, this represents a shift in the built form from the previously approved 323 unit development, primarily through the removal of the 14-story apartment building and replacement with a townhouse built form. Next slide, please. Prior to finalizing recommendations to council, this application will be further evaluated for compliance and consistency with the applicable planning framework. This includes the planning act, the provincial planning statement, the city of Bmpton official plan, the Bmpton plan, and the Bmpton Flowertown secondary plan. The proposal will also be considered in relation to the principles of the Bmpton 2040 vision. Next slide, please. Under the city's 2006 official plan, the subject lines are designated residential on schedule A general land use designations. The residential designation generally permits a range of housing a range of housing types including single and semi- detached dwellings, town houses, and multiplexes and apartments. As such, an an amendment to the residential designation of the 2006 official plan is not required to facilitate the proposal. Next slide, please. Under the Bmpton plan, the subject lands are designated community areas within schedule 1A city structure. The lands are also designated neighborhoods with primary MTSA and urban growth center overlays within schedule 2 designations. An amendment to schedule 1 A and 2 is not required. an amendment to uh sorry, however, the lands are currently designated high-rise residential within this within schedule 13D of the Center Street Major Transit Station Area. An amendment to schedule 13D is therefore required to facilitate the proposed low-rise townhouse development. Next slide, please. The subject lands are located within the Bmpton Flowertown secondary plan area, also known as secondary plan area 6. The lands are designated highdensity residential and special site area 8. The highdensity residential designation is subject to the policies of section 1.5 of the secondary plan while special site area 8 contains additional sight specific policies applicable to these lands. An amendment to the secondary plan is required to facilitate the revised proposal. Next slide, please. Under zoning bylaw 270 2004, the subject lines are currently zoned residential townhouse a special section 3698. The current site specific zoning permits apartment dwellings up to 14 stories alongside stacked townhouse dwellings and backto-back stack townhouse dwellings. Although townhouse uses are currently permitted, an amendment to the zoning bylaw is required to establish the appropriate state specific zoning standards for the revised proposal. Next slide, please. Under the city's new comprehensive zoning bylaw 14, 2022, the subject lines are zoned residential third density or R3H. The current zoning permits a range of residential uses including apartment dwellings, lodging houses, podium town houses, single room occupancy dwellings, and supportive housing residences. An amendment to the zoning bylaw 14, 2022 is also required to facilitate the revised proposal. Next slide, please. This slide summarizes the proposed official plan amendments within the center street major transit station area. The application proposes to amend schedule 13D from high-rise residential to low-rise residential to reflect the proposed four-story townhouse bill form. Within the Flowertown secondary plan, the lands would remain designated highdensity residential while the policies applicable to special site area 8 would be amended to address the updates to the floor space index and the relocation of the heritage dwelling. Next slide, please. This slide summarizes the proposed amendment to zoning bylaw 270204. The lands are proposed to be reszoned to a sightsp specific residential apartment and multiple town home A or R4A zone. The proposed sight specific zoning would permit apartment dwellings and various forms of townhouse development including stack backtoback and stack backto-back townhouse dwellings. The proposed performance standards would establish a maximum of 104 townhouse dwelling units and a minimum separation of approximately 3 m and a maximum townhouse height of four stories. The zoning would also retain permissions for an apartment building with a maximum height of 14 stories. Next slide, please. The proposed sight specific residential third density high-rise zone under zoning bylaw 142026 would permit the same range of apartment and townhouse uses. The sight specific standards would also establish a maximum of 104 townhouse dwelling units, a minimum townhouse building separation of approximately 3 m, a maximum townhouse height of four stories, and a maximum height of 14 stories. Next slide, please. This slide outlines the key issues and considerations associated with the proposed development that have been identified through the review of this application. These key issues and considerations include the following. Appropriateness of the proposed bill form and reduction in density from 323 to 104 units through the removal of the 14-story apartment building originally proposed. Compatibility and transition of the proposed development with the surrounding lowdensity residential neighborhood. Appropriateness of the proposed site access and internal circulation. Traffic impacts on the surrounding road network. Potential construction related impacts on the surrounding neighborhood including noise, dust, and construction traffic. Appropriate mitigation measures to minimize impacts on the surrounding residents. Proposed changes to the relocation requirements for the listed heritage dwelling at 136 Church Street East. These matters along with comments received from city departments and stakeholders have informed staff's review and recommendation report. Next slide, please. This evening's statutory public meeting provides an opportunity to share information regarding the proposed official plan and zoning bylaw amendments and to hear comments and opinions from the members of the public. As shown on this slide, staff have completed the circulation and technical review of the application and have prepared a recommendation report, which will also be included on tonight's agenda for committee's consideration. Comments received through this public meeting will form part of the public record and will be considered as part of committee's consideration of the proposed amendments. Next slide, please. If you have any questions or comments regarding the application, my con my contact information is shown on the screen. Next slide, please. >> Thank you, and I look forward to hearing your comments and feedback this evening. Thank you, Alexia. Am I saying it right? It's Alexia. Okay. Okay. Um, we will now open the floor to delegations. If any member of the audience would like to come down and you have anything to say, now is the perfect time for you to do that. Just come on down. Uh just as a as you're coming down as you're as a reminder to everybody, these uh public meeting uh presentations are not for members of the committee. They're for uh the public and the public only. No member of council will ask any question or comment. Come on up to the podium right here. Ma'am here. >> Yeah. No member of uh committee will ask any questions or provide any comments. >> Okay. >> Because it is the presentations are for you and you only. Okay. So you have five minutes. Please go ahead. >> Okay. Thank you. >> Sorry. Can you state your name for the record? >> My name is uh Paula Pereira. >> Okay. So, I work I mean I live around that area. I just have a question for Alexa and for the committee. Um cuz that area that we have it's an older it's an older neighborhood and I was listening to what she was saying about the Stack Town houses and also about the apartment building. My question I have for her is when considering all that uh because you're putting a lot of real estate in the small area because I know the area very well. Question I have is are you considering the traffic because right now it is starting to get a little congested. So adding more what is the future for for example we have stop signs but there's also side roads um right now even getting out of my out of my street which is Thorsby sometimes I have to wait until the traffic passes by um there's no cuz the stop lights is stop lights is just like maybe like maybe a couple of couple of meters from me so I'm kind of stuck uh it's not just my Street. There's also Thorsby as uh Sofia as well. So, when planning all of this, is this something you took into consideration the traffic flow? Also, the congestion, how that's going to work um in that little area that we have. So, that's my question. Thank you. >> Thank you very much. Great question. Uh now normally we have this as the public meeting and then the um staff take all the information and do and ask the applicant to provide the studies. I believe the studies have been prepared and we have that traffic impact study. Uh so an do you want >> through the chair? I think I can speak on that. So the original approval with the 14story apartment building did have a traffic study that supported um all the trips generated from the the greater density. So, I think it was like 300 and some odd units. Um, through the site plan, we're going to ask for an addendum to that study just to reflect the updated development proposal. But I think to the resident's point, things such as uh speed bumps or I know church and beach, you know, there there is opportunities for some traffic coming. I think we can look at all those items through the site plan application. Um, but the traffic study was previously done at the higher density proposal. >> Okay. So the the there was a original application that come that was came in with a lot more density. They've now revised and lowered that density. The traffic impact study that they provided is still on the higher part of the of the uh density the dense application the original application. So we've we've kind of staff are saying they've worked off of that. Okay. Did you come on up? Please state your name for the record. Welcome. You have five minutes. >> Yes, sir. Thank you. Uh my name is uh Danny Prair. I live at the same address. Uh unlike my mom, I leave actually earlier and I've been already been hit almost three times. I've had a couple close calls. There's already active construction going on across the street from Beach Street and those construction guys, they don't care. They got to do their load and they do not care. And as for like the the the buildings, I mean, we've already had the one that's across the street from up on uh Kennedy and Queen Street is up. There's one up on John Street or Laith as you guys want to call it. And there's still more property right across the street uh from Center and Queen Street. Why isn't that being considered? It's on a main corridor. That's all I have to say. >> Thank you for your Thank you. Uh is there anybody else that'd like to come down and Yes, please. >> Come on down. Please state your name for the record. >> Uh Sam Edwards. Uh just a couple questions. They might be a bit specific for this kind of meeting, but um my property is actually directly behind the unit that's pushed right into that west corner of the uh development. Um how is this development cuz I know the the properties adjacent are also under resoning and potentially redevelopment and it looks like the street that's being added or not street passageway between the houses is going to connect with that in the future. But I was wondering about this one property that's kind of not following that plan and pushed right behind the property. I also had a question about what's happening along that property line specifically. Is there a privacy fence being built? Is the existing fence going to be torn out, put there, or is it going to be offset from that position? [snorts] >> Uh yeah, thanks for the question through the chair. So, uh typically fencing is a standard site plan detail. So, there will definitely be some form of fencing between the rear lot. So I guess you're you're on um is it uh it's 41 mccll. >> It's 41 mccll. Okay. So I think through that process we'll definitely ensure fencing for privacy. >> Um the road access what we typically do is secure an easement. So if there's an opportunity to share access >> um we secure that through site plan. Um and that would reduce the number of access points on beach and church. So um we'd look for opportunities through the future site plan to to address that. >> Yeah. >> Yeah. Yeah, I was just wondering why that one property kind of doesn't fit the plan cuz it looks like this is going to be integrated within what goes next to it. And if that ever gets built, you have this one property that's kind of pushed way into this weird corner. >> Yeah. No. And it's looking that's four units like right on my backyard and it's almost perfectly lined up with my property line. I think uh through the chair I think we can take it back to happy to give you our contact information too because it is a I mean the zoning is kind of um more of an establishment of the use itself but those finer grain details we do work through >> so yeah happy to exchange contact information and work together on uh making sure all residents kind of some of those concerns are >> are uh addressed. Yeah. >> Thank you. Thanks. >> I would just suggest you reach out to your area counselors as well. Um although we don't have any say in sight plan um we have say in the next report that's the report that's coming with this and if approved today um then that next step working with staff working with the area counselors >> okay thank you thank you for coming anybody else like to come down ask any questions seeing none I'll bring forward that report at this time which is item 7.1 1 and we can move the uh public meeting the staff public meeting and then we have item 7.1 is the is the city initiated uh Oz 20260016 city initi application to amend the official plan and zoning bylaw applicant uh am I on the right one? Yes. City initiated the purpose to amend the official plan and zoning bylaw to make minor administrative changes to facilitate a revised development proposed proposal to permit 104 backto back stack townhouse units including 52 affordable units location at 55-61 Beach Street and 132 142 Church Street ward 1. Are there any questions? I see councelor Santos on the board. Councelor Santos. >> Thank you through you, Mr. Chair. No questions. Happy to move. >> I think you cut it cut off there. Councelor Santos. Happy to move. >> So, sorry. Happy to move. Yeah. >> Okay. Any other questions? Counselor is moving the um application. All in favor? That carries. 7.3 was also >> 7.3 was held >> 6.3 6.2 2 6.3 is held um for a for because we have >> delegation. >> We have a delegation. Yes. So we have next item is 6.3 from Kenya Walker Dome Michelle Harris on behalf of 1000501184 Ontario Inc. to permit the development of two retail commercial buildings with 67 atgrade parking spaces within a commercial plaza at 10784 107 94 Chinuzi Road and 0 Bivavia Downs Drive Ward 6. I've been in Bmpton for about 30 35 years. So um yeah, I'm I'm I sort of oppose uh this this development on uh three three criteria. Um next slide, please. Uh keep going. Yeah. Um so on one of the reasons I I oppose it is uh there is already three commercial plazas uh within walking distance of this proposed uh site. Um we have FM Plaza. Uh there's also Fletcher Plaza and Earlesbridge Plaza. Um next slide please. And it's just the geography that I kind of put up there just to show you. So the circular areas of proposed site and uh those are the three plazas in the surrounding area. As you can see the the residential communities around there are um adequately serviced by those three locations. It's just a walking distance away. Um and they all uh you know they provide all the services that we need. We have medical services. We have walk-in clinics, uh, optometry services, chiropractic services, physiootherapy, uh, there's a grocery store, um, Sharpest, RugMart, IDA, pharmacy, there's, uh, Tim Horton's, Starbucks, uh, Subway, uh, Dairy Queen, there's a, uh, what else do we have? Three high schools, um, two elementary schools, one middle school, a Cassie Campbell Rec Center. So point being is this area is uh quite developed and I think the community is serviced pretty well. Next slide. Um next one. Yeah. Um I think also this um so this particular intersection is extremely dangerous because of the high school that is across from the proposed develop site. Um there are actually private school buses that stop on Bavia Downs on both sides of the road and they bottleneck all the traffic here. Um and uh you know if you're trying to get through this road it's uh completely gridlock during that period of time. There's a lot of young kids that they [clears throat] kind of uh they jaywalk the roads. They're riding escooters and uh you know it's very unpredictable. There's a high risk of collision over here and um I I don't think it's a good place to really uh build an entrance into a plaza. It just create more con uh congestion and um a likelihood for collisions. Uh next slide please. and next one as well. Um, so yeah, so like I said, I lived here for 21 21 years or so and uh this is an old picture of uh um Hutcherson Pond and and our area. Um it was a beautiful area. I used to, you know, I'm a photographer around here and I used to spend a lot of time um in Hutcherson Pond just photographing birds and wildlife in the surrounding area. Um there's a piece of land just above the proposed site um that was uh used for housing development. Um if you notice the tree line just above that uh piece of land. Um next slide please you can see uh what happened. The the trees there were about 10 12 spruce trees all about 30 ft high. They were all cut down um and uh we lost a lot of desiraability in this area. Next slide please. Um this is how it looked about 7 6 7 years ago. And uh next slide as well. This is what it looks like now. Um, so we lost a lot of uh tree cover around this area. It was uh honestly it was kind of disheartening to see. Um, next slide please. Um instead I have a a proposal um a counter proposal for this piece of land is I would you know um suggest the city maybe to consider the 1 million tree program and uh you know maybe somehow purchase this land and use it uh as an opportunity to pursue the goals of this this uh this endeavor here. You know um you wanted to grow urban forest improve quality of life. Well, when you're removing trees to to develop things, it's uh you're not really improving quality of life around here. You're adding more stress and congestion and traffic. And there's also, you know, a couple years of construction noise as well. Um and you know, uh yeah, that's that's all I have to say basically. Thank you. >> No, great delegation. Um you did forget to mention Pepper on the Side, which has the best jerk chicken that I've ever had. So, just wanted to throw it out there. uh I ask you to reach out to your area counselors. Both of them are absolutely fantastic counselors, councelor Bar and myself. Um and and happy to to talk to you and and through this uh through this process, but also um look for other opportunities. Uh and the applicants or the consultants too are are probably extremely willing to to sit and meet with you as well to take your suggestions. uh you will be notified once the staff have written the report um so that you can either come back or you can you can go through the report and you can um come back and delegate again if you wish. Okay, thank you. Happy to move receipt of that and the delegations unless there are anybody else that like to come down and delegate on this item. Seeing none, all in favor that carries. [snorts] I did or councelor Ber if I can't uh in receipt of the staff presentation and the two delegations and any correspond and the correspondence. The next item is do we have 7.2 >> what happened to 7.2 two of consent. >> Oh, consent. Okay. >> 73. The application amendment official plan. Oh, this is me. Uh, and thank you to staff for working on this, Arjun. Um, great catch. I appreciate appreciate um what you were able to to find out. Uh, you know what I'm talking about in our meetings with um the area councilor, councelor Ber, myself. Um, I would like to I think you've seen a concept that the applicant had provided. I'd like us to stay um kind of with the with the uh way the buildings are situated um and provide them with an opportunity to put up some kind of barrier between them and the existing residential so that that noise doesn't travel through um and I think the applicant is certainly willing to to work with that. So, if I can just make that as direction. If there's no comments, councelor Bra will move that. I don't think there's an amendment. It's just more like staff direction cuz it's through site plan. So, okay. All in favor? That cares? There was Maddie on a delegation for that. You're good. Thumbs up, Maddie. Excellent. Thank you. Uh, no minutes, no referred matters. This that's it. Adjournment. Right. It's been moved by councelor Power that we adjourned today's meeting. Our next regular scheduled meeting is wait for it December 7th, 2026 or at the call of the chair. Thanks everybody. Have a great day. All in favor? Carrison.
