Council Approves Housing Funding Delegation - Special London City Council - March 13, 2026

Okay, please be seated. Thank you. Uh, welcome to uh a special meeting of municipal council which means we'll deal with uh just the items on the agenda but it is a formal meeting of council. So let me start with the land acknowledgement. Uh we acknowledge we are gathered today on the traditional lands of the Anesnabak, Hneson, Lenipwok and Adawandron peoples. We honor respect the history, languages and cultures of the diverse indigenous people who call this territory home. We acknowledge all of the treaties that are specific to this area. The two row wampel treaty of the Hodneson Confederacy silver covenant chain. The beaver hunting grounds of the Hodnon nanfan treaty of 1701. McKe treaty of 1790. The London township treaty of 1796. The Hiron Track Treaty of 1827 with the Anesnavic and the Dish with one spoon covenant wampam of the Anesnavic and Honosi. Three indigenous nations that are neighbors to London are the Chipua of the Temp's First Nation, Onida Nation of the Temps and the Muny Delaware Nation, who all continue to live as sovereign nations each with individual languages, cultures, and customs. Uh, also the city of London is committed to making every effort to provide alternate formats and communication supports for meetings upon request. Are there any from colleagues? Oh, sorry. Um, before we do that, uh, we do have a national anthem recorded. Uh, so I'm going to have everybody rise and we'll listen to the playing of the national anthem. I didn't see any but just checking again seeing none. Uh it's a special meeting which means we don't normally do recognitions although it's completely out of order. I would let uh council ramen do one very brief recognition. Uh thank you and through you mayor Morgan. Uh I rise today to recognize uh deputy mayor Lewis's birthday was this week and this is the closest meeting to his birthday and so councelor Cuddy agreed to lead us in song. Happy birthday, Deputy Mayor Lewis. Happy birthday. Point of order. Yeah. Point of personal privilege. I think that's out of order. Uh it was completely out of order. That's a stain. Council Ramen should not have done that and I should not have allowed it. You can take it up with the municipal act. Um on to uh item number three. Review review of confidential matters to be considered in public. There are none. We have our council in close session item which is the main item before us. Uh this is information supplied in confidence to the municipality by the province of Ontario. Uh and uh uh an inc camera item specifically related to that matter. I'll look for a motion to move uh in camera. I see councelor Cuddy seconded by councelor McAllister. Uh I will open that in the system and I don't know if this is the right time but I I just would like to just state for the record that um I have objections to um without learning more I would have objections to going into close session on this. if I should ask my questions now or whether I should just um vote no on this motion. So, counselor, there's there's not really a statement that you can make about a matter that's in camera cuz it's an inc camera matter. But I I I will say these are your options. You can vote against it. Uh you can choose not to participate in the in camera session. Uh, I would just emphasize that both our legal staff, our clerk staff, uh, agree that this is a legitimate inc camera item. And so, uh, as mayor, I'm going to listen to their advice and allow it to proceed. Um, but you're certainly welcome to vote against it or not participate. That's of course you're right as a counselor based on your own opinion, but we're not going to we wouldn't give statements at this time about a matter that's in camera. Um, thank you very much. Your council in close session report reads information supplied in confidence to the municipality by the province of Ontario that clause one of the fifth special report of the council in close session read as follows. that on the recommendation of the deputy city manager, housing and community growth, the following actions be taken with respect to the contribution agreement under the Coochi OP transfer uh payment agreement. A the civic administration be directed to bring forward a bylaw for consideration at the municipal council meeting on March 13, 2026 to I delegate authority to deputy city manager housing and community growth or their written designate to approve and execute contribution agreements between the corporation city of London and recipients of funding under the Ontario transfer payment agreement between the corporation city of London and his majesty the king in right of Ontario as represented by the m minister of municipal affairs and housing for the provision of funding. under the Canada Ontario Community Housing Initiative and the Ontario priorities housing initiative for the 25-26 26 27 and 2728 fiscal years. I I delegate authority to the deputy city manager, housing and community growth or their written designate to approve amending agreements to the contribution agreements and I I delegate authority to the deputy city manager housing and community growth or the written authorities sorry designate to approve any required direct agreements between the city landlords and other lenders as applicable and b that civic administration be directed to undertake all administrative acts that are necessary in connection with this matter. Now, I'll look for someone who's willing to move and second all three of those readings. Uh, Deputy Mayor Lewis and Councelor Cuddy are willing to do that.
